RFI Queson Answer
1 Will there be a three-man ( Superintendent, SSHO and Quality Control Officer ) requirement on this project ?
Refer to contract specificaons for requirements.
2 More specifically, Scot.. can the superintendent have a dual role as SSHO
Refer to contract specificaons for requirements. See spec secon 013526 Safety Requirements.
3 The project SOW indicates that the “GC is responsible for acquiring a contract with Siemens Healthcare & Eaton Corp to provide the necessary site-specific design, …”. Has Monument acquired this?
Refer to contract SOW for requirements. The general contractor is responsible.
4 Do you have specificaons on the new power condioner and UPS?
Siemens specified that the following Eaton UPS is approved for the Siemens Magnetom Sola Fit MRI at VA Brockton, for complete system backup without interrupon. Atached is the Eaton 93PM UPS brochure with specificaons.
Eaton 93PM-180 kW UPS Includes the following:
Eaton 93PM UPS Electronics Cabinet w/integrated maintenance bypass sidecar Eaton 93PM Single Batery Cabinet System (Full load back-up me @ 180kW of
5.1 minutes.)
Network Card Eaton 24x7 start-up One year (24x7) warranty through Eaton Corp.
Shipping to the customer’s dock Oponal Remote Monitoring Panel
5 Do you have specs on the exisng power condioner?
Please see atached (2) PDFs. "Eaton 93PM 180kW 3-Wire Maintenance Bypass Sidecar Installaon Informaon (7-21-16) (Red-Lined)" and "Eaton 93PM 180kW 3-Wire UPS Installaon Informaon (7-29-16) (Red Lined)"
6 Is the exisng power condioner curre4ntly funconing properly?
It is reported to be funconing properly.
7 Who is responsible for disposal of the exisng power condioner?
Refer to contract SOW for requirements. The general contractor is responsible.
8 All the drawings received by US & have a date of 2021 or earlier. Do you have drawings dated 2024 for this project?
The drawings were completed in 2021. The project was funded in 2024.
9 Do you have drawings which show the locaons of the exisng electrical panels from which branch circuits required on this project will originate?
Refer to contract drawings.
10 Will your fuel tank subcontractor furnish, install and test the fuel system complete, including the alarm and monitoring?
Refer to contract SOW for requirements. The general contractor is responsible.
11 Is there a wiring diagram which depicts what power and communicaons cabling is required for the fuel system?
Refer to contract drawings.
12 What is the piping distance from the tank to the pump set and from the pump set to the generator?
Refer to drawing CSK-02 within package for approx. dimensions. Drawings require to verify in the field.
13 Are you looking for all fiberglass piping, including the vent pipe?
See drawings and specificaons for requirements.
14 Typically we install 2" vent pipes, is there a specific reason you are looking for a 4" vent pipe?
Refer to drawings and specificaons for requirements, including underground fuel oil tank schedule.
15 What is your intended plan for a transion sump? Refer to drawings and specificaons for requirements.
16 What is the exact locaon of the pump set on page 1 of the drawings?
See full set of drawings.
17 What type of monitoring system are you looking for?
See drawings, specificaons and RFI responses for requirements.
18 Drawing H4.00 notes for the exisng 300kW/375kVa generator to be connected to the building DDC system for “all monitoring points” and states to provide at a minimum low fuel level, low fuel alarm, high fuel level and high fuel alarm. In review of the Engine Generator Resubmital provided, there does not appear to be sufficient specific informaon on how Siemens could accomplish connecng monitoring points. It appears the generator has a controller, remote serial annunciator, and day tank controller. The generator controller appears to have opons for connecng to a computer or Modbus but does not detail if included or how they could be used for monitoring. It also lists outputs including 31 user-defined relay driver outputs which may require dry contact connecon to a Siemens controller, but the quanty required is not defined in the SOW or if this is the direcon for Siemens to connect with. An opon appears to be included for a common failure relay that may also be used.
Siemens requests VA provide clear direcon on what points must be ed in and how they are to be ed in.
Refer to the provided MRI Engine Generator Approved Submital. The generator has a controller and a remote annunciator panel that is located in the building 3 Operators Suite A136A. The exisng panel has all the points that are needed, so the contractor just needs to integrate the new work into the exisng controller and remote annunciator panel. The drawings and specificaons require coordinaon with the generator manufacturer.
19 Drawing H4.01 for the Diesel Fuel Maintenance System has notes 1 to provide a control panel with BMS integraon and note 3 to coordinate control requirement with control contractor. The controls contractor is Siemens. In atempng to provide a panel with BMS integraon for the basis of design system and to coordinate the bid for the Siemens controls, we have found that the controller for the fuel system is not capable of having a BACnet (or other supported language) integraon which is what Siemens would require to integrate to. The fuel oil system has local type controls with local alarms similar to those on H4.02 but cannot “integrate” to the Siemens BMS. Aer checking with mulple specialty vendors, we cannot locate any fuel system control panel that is available that has integraon as menoned in the design documents and we request a clarificaon on the basis of design control panel manufacturer be provided or other direcon on how to have the system integrate to the Siemens BMS.
Disregard connecng to Siemens BMS.
20 Secon 256000 appears to be a specificaon for sequence of operaons for temperature controls per 1.2.A. The descripons in the sequence for generators, transfer switches, and fuel systems appear to require the ATC Contractor (Siemens) to install the controls devices and refers to the diagrams on the drawings. Specific informaon is not shown for the generator or ATS controls and this specificaon is not specific to how these are to be controlled by Siemens and clarificaon is required.
It is not clear if this specificaon matches the drawing layout.
Disregard connecng to Siemens BMS. Refer to the provided MRI Engine Generator Approved Submital within the scope package. The generator has a controller and a remote annunciator panel that is located in the building 3 Operators Suite A136A. The exisng panel has all the points that are needed, so the contractor just needs to integrate the new work into the exisng controller and remote annunciator panel. The drawings and specificaons require coordinaon with the generator manufacturer
21 H4.02 drawing show DDC controls points for the fuel oil pumps (start/stop, status and alarm per pump). Are these hardwired points or integraon?
H4.01 drawing details calls out valve package and controls. Please confirm
Disregard connecng to Siemens BMS.
22 How is Siemens to connect to the network? Where is the closest network switch for a controller to connect to? How is Siemens to get the communicaon out to the fuel system and generator locaon? Will there be an underground fiber network and conduit run and who is responsible to get the network connecon to the area?
Disregard connecng to Siemens BMS.
