About this file
This is an amendment to a Request for Proposals (RFP) issued by the State of Tennessee's Department of Environment and Conservation (TDEC) for a Commercial Off-the-Shelf (COTS) Certification and Training Management System (CTMS). Amendment 6 updates the schedule of events for RFP #32701-25-416. The RFP seeks an enterprise-wide learning management solution capable of supporting 16 program areas across TDEC, with initial implementation focused on the Division of Water Resources' Fleming Training Center. The system must accommodate 1,000 internal and 15,000 external users across 50 certification programs, manage 20,000 annual renewals, and support 150 internal training courses, 100 internal continuing education courses, and 10,000 external training and continuing education courses. Key revised dates include a pre-response conference on September 3, 2025, a written questions and comments deadline of September 9, 2025, a proposal response deadline of October 24, 2025, technical response evaluations completion by November 19, 2025, oral presentations and field tests scheduled for December 8-9, 2025, cost proposal opening on December 10, 2025, negotiations on December 23, 2025, and a notice of intent to award on December 31, 2025. The protest period ends January 8, 2026, with contract signature deadline of January 15, 2026. The contract term is sixty months.
The evaluation will use a 100-point scale comprising 20 points for general qualifications, 30 points for technical qualifications, 20 points for oral presentation, and 30 points for cost proposal. The maximum initial implementation liability is estimated at $500,000, with anticipated annual renewals of $20,000. Compensation provisions include components for user setup, program area configuration, system integration, implementation phases, annual licensing, hosting, maintenance, solution support, and professional services. Change order work is limited to seven percent of total milestone payment rates. The state encourages participation from minority-owned, women-owned, service-disabled veteran-owned, and small business enterprises. The system must integrate with existing state infrastructure and demonstrate flexibility across diverse training and certification requirements, with potential scalability to support over 16,000 users through an annual flat fee enterprise cost model.
