The underlying RFP seeks an enterprise-wide system supporting 1,000 internal and 15,000 external users across 50 certification programs, with initial implementation at the Division of Water Resources' Fleming Training Center. The system must manage 20,000 annual renewals and 10,000 external training and continuing education courses. The contract term spans sixty months, with a maximum initial implementation liability estimated at $500,000 and anticipated annual renewals of $20,000. The evaluation will employ a 100-point scale with 20 points for general qualifications, 30 points for technical qualifications, 20 points for oral presentation, and 30 points for cost proposal.
