About this file

This is a Request for Proposals (RFP) #32701-25-416, Amendment #5, issued by the Tennessee Department of Environment and Conservation for a Commercial Off-the-Shelf (COTS) State Certification and Training Program Management System. The RFP seeks a comprehensive software solution with a tiered licensing structure to support the Fleming Training Center and 15 additional programs. Key dates include the RFP being issued on August 27, 2025, with a response deadline of October 24, 2025, and an anticipated contract award on December 17, 2025. The project timeline includes oral presentations/field tests in December 2025 and a contract signature deadline of January 5, 2026.

The initial implementation has an estimated maximum liability of $500,000, focusing on the Fleming Training Center, with plans to onboard additional programs afterward. The system is expected to support 1,000 internal and 7,500 external users, manage 50 certification programs, handle 20,000 annual renewals, and process 150 internal training courses, 100 internal continuing education courses, and 10,000 external training and CE courses. The licensing structure is divided into two tiers: Tier 1 covering 1-8,500 users and Tier 2 covering users beyond 8,500, with the ability to prorate and transition between tiers. The COTS solution must have capacity to handle significant user traffic fluctuations during peak renewal and reporting periods.
