About this file

This document is a Request for Proposal (RFP) for Pharmacy Benefit Manager (PBM) services issued by the City of Tucson, Arizona for employees and retirees with an effective date of July 1, 2026. The City is seeking to continue its self-funded pharmacy benefits program, currently served by CIGNA since 2007, and is soliciting proposals from qualified PBM contractors. The RFP covers pharmacy services for approximately 4,498 employees/retirees across three plan types: HMO, HRA Open Access, and HSA Open Access. The contract term will begin July 1, 2026, with potential for future renewals, and the City requires contractors to provide comprehensive pharmacy management services including claims processing, clinical programs, formulary management, member services, and data reporting.

The current pharmacy plan is self-funded with a mix of generic, brand, and specialty medication coverage, featuring various copayment and coinsurance structures across different plan types. Financial terms include full rebate pass-through, quarterly claims data reconciliation, and performance guarantees. The City expects the new PBM to match or improve upon current plan design features, provide a dedicated account management team, maintain robust data systems, offer comprehensive reporting, and support ongoing wellness initiatives. Key requirements include URAC accreditation, direct CMS contract, minimum five-year business experience, and coverage of at least 10,000 members. The RFP emphasizes transparency, with requirements for detailed reporting, claims data access, and ongoing communication about any program modifications.
