36) L-100, B.1.(g) Contractor Teaming Arrangement

Is the word “Teaming” interpreted as a joint venture (JV)? We plan to participate in bidding as a prime contractor, and we will work with design companies and subcontractors for each of the orders (Task Orders). 66 1. Government response on the Q & A for FA5209-19-R-A006 for new building’s hazard classification was Ordinary Hazard, Group 2 per NFPA 13. This may not be appropriate since OH, Group 2 requires sprinkler water density of 0.20 GPM/SF and due to the following reasons below a higher sprinkler water density is required.

a. SOW section II.C.1, requires the storage facility to be steel frame structure building. UFC 3-600-01, para. 4-44.4 requires steel columns must be protected as required by NFPA 13. Table 20.15.1, NFPA 13 requires 0.68 GPM/SF (27.7 mm/min) for 4 feet (1.2m) aisle and 0.57 GPM/SF (23.2 mm/min) for 8 feet (2.4m) aisle ceiling sprinkler density for protection of steel columns.

b. UFC 3-600-01, para. 4-44.2.3.1 requires sprinkler protection, at a minimum, must be based on Class IV, non-encapsulated commodities, as defined by NFPA 13, unless a more severe class of storage is anticipated, and must be based on the maximum potential height of storage. To determine the appropriate design sprinkler density, please advise the storage height and storage arrangement like racks/shelves, hazardous materials, etc. The required design sprinkler density could be higher than OH, Group 2 (0.20 GPM/SF) depending on the storage arrangement and materials stored in the facility.

Please confirm if the contractor shall design and install the sprinkler based on Ordinary Hazard, Group 2 Hazard Classification or the Fire Protection Engineer (FPE) shall determine the appropriate Hazard Classification and design density of sprinkler system protection of the new facility.

b. New racks/shelves, approx 3,600mm height x 1,200mm depth x 10,800mm wide shall be installed along the east side wall. Aircraft parts (mostly made from metal that contains some rubber and plastic) and support equipment (machine tools and viecles) are not high rates of heat release and will be stored.

Fuel, oil and combusitble or flammable liquid will not be stored.

The Fire Protection Engineer (FPE) shall determine the appropriate Hazard Classification and design density of sprinkler system protection of the new facility.

67 SOW section II.D.2 SOW section II.D.2, please clarify that the two (2) new heat pump unit is split type with ceiling or wall mounted indoor unit and outdoor unit. The outside air intake fans with heat exchanger is in other technical term an Energy recovery ventilator with associated ducts system for outside air ventilation requirement for the two office spaces. Please confirm.

Yes, it shall be acceptable.

68 Mechanical SOW item 3 Mechanical SOW item 3, requires replacement of existing unit heaters, steam piping, traps, and valve with new and point of connection at building 906 border. This is assuming that the existing steam supply line or capacity is sufficient to support the new space heating requirement of the new storage facility. Please confirm that upgrading or replacement of the existing steam supply line for appropriate new size beyond the building 906 border shall not be part of the contract and shall be by others.

Yes, the capacity of existing steam supply line shall be sufficient to support the new space heating requirement.

69 Mechanical SOW item 1 Mechanical SOW item 1, the concept drawings doesn’t show bathroom and the existing building doesn’t have either. Please clarify for the replacement of existing water piping and valve with new indicated in the SOW.

Refer to Question #34.

70 In SOW Item F. 1 communication works In SOW Item F. 1 communication works stated to install Cat6 shielded twisted pair (UTP), should it be STP instead of UTP? Also subtask 2 Cat6A/UTP is mentioned and subtask 3 Cat6/UTP so to confirm contractor will provide 2 types of cable category Cat6A & Cat6? Please confirm.

All drops should be CAT 6 UTP

71 Mock project Please clarify fire rating and R-value requirements for the new building walls and roofings, for bid purposes.

One hour fire rating shall be applied for the area. As the construction site is located in Japan, please apply Area Division 5 for R value, Building Energy Conservation Act.

72 Mock project Shall new skylight be provided as similar to existing? Please use the same size as the existing one.

Mock Project, SOW Ⅱ.B.6 Is dowel bar required for concrete restoration after electric piping? No, dowel bar is not required.
