About this file

This is Addendum #6 to Request for Proposals RFP-2026-004 issued by the Milwaukee County Department of Administrative Services Procurement Division for Basic Life Insurance and Optional Life Insurance Programs. The addendum addresses fourteen questions and answers submitted during the proposal solicitation period, dated May 22, 2026. The RFP seeks qualified firms to provide insurance coverage and full administrative services for the County's life insurance programs under an initial three-year contract term with renewal options. Willis Towers Watson Midwest, Inc. serves as the County's Broker of Record. No enrollment meetings are required by the selected insurer, and the County anticipates self-billing arrangements with the insurance carrier responsible for individual employee record maintenance and monthly invoice generation.

Key operational details clarified in this addendum include that Dayforce is the current TPA and software vendor for benefits enrollment and eligibility management; employee ages are frozen as of January 1st of the plan year and administered under an age reduction schedule; the County maintains current beneficiary designations electronically as system data; and all file transfers occur through eligibility file feeds. The evidence of insurability process operates electronically, and claims submission is conducted via email to the vendor. The County communicates directly with employees during enrollment and throughout the year, and no foreign nationals are covered under the plans. This addendum modifies the original RFP documents, which remain in full force and effect except as specifically amended herein, and all respondents must consider these clarifications when preparing their proposals.
