About this file
This is Addendum #3 to RFP-2026-004 issued by the Department of Administrative Services Procurement Division for Milwaukee County, Wisconsin, providing clarifications and responses to bidder questions regarding the Basic Life Insurance and Optional Life Insurance Programs. The addendum addresses ten substantive inquiries submitted by prospective respondents concerning plan structure, claims experience, census data, and plan design modifications. Key clarifications include confirmation that no waiver of premium provision exists, no AD&D coverage is offered, and the retiree group remains open to future retirees who maintained life insurance coverage upon retirement. The County has maintained consistent premium rates since 2021, with the only recent plan design change being an increase in dependent benefits to $12,500 effective January 1, 2024.
The addendum references that detailed supporting documentation, including monthly billing statements, claims listings from 2021 through 2025, and average lives and volume data by coverage type and year, were previously provided in Addendum #2. Prospective respondents are directed to review the original policy documents for information regarding disability coverage continuation on a premium-paying basis for disabled insureds. The addendum explicitly incorporates all modifications into the RFP and requires that respondents consider these clarifications when preparing their proposals. The County intends to award a three-year initial contract term with renewal options through Willis Towers Watson Midwest, Inc., serving as the Broker of Record.
