About this file
This is Addendum #2 to Request for Proposal RFP-2026-004 issued by the Milwaukee County Department of Administrative Services Procurement Division for Basic Life Insurance and Optional Life Insurance Programs. The addendum, dated May 20, 2026, provides clarifications and responses to bidder inquiries regarding the insurance programs. Milwaukee County seeks qualified firms to provide insurance coverage and full administrative services for basic and optional life insurance programs, with Willis Towers Watson Midwest, Inc. serving as the Broker of Record. The contract will be awarded for an initial three-year term with renewal options available. Respondents must complete and submit the Minimum Qualifications Acknowledgement (Attachment 10) and pages 1-2 of the Confidentiality Information Agreement (Attachment 11) no later than May 19, 2026, at 5:00 PM CT to access confidential census data for active employees and retirees, which will be provided within two business days of agreement execution.
The pricing proposals must be submitted net of commissions. Current inforce rates have remained in effect since January 1, 2021, and Milwaukee County has provided rate history, lives history documentation, detailed death claim listings with dates and coverage amounts, and waiver of premium claim listings including demographic information to support bidder analysis. No recent open enrollment for the life policies has occurred within Milwaukee County's history. The addendum references supporting documentation including Attachment A (Milwaukee County Marketplace Detailed Life Claims Report) and Attachment B (Milwaukee County Lives History) to facilitate bidder evaluation of the county's experience and claims data.
