About this file

This is a Confidentiality and Non-Disclosure Agreement (Attachment 11) between Milwaukee County and respondents submitting proposals for RFP-2026-004, a Basic Life Insurance and Optional Life Insurance Program. The RFP seeks qualified firms to provide insurance coverage and full administrative services for the County's employee life insurance programs. The agreement establishes the framework for handling sensitive information exchanged during the RFP evaluation process, including personally identifiable information about County employees (date of birth and gender) necessary for accurate proposal responses. The County intends to award a contract for an initial three-year term with renewal options to the selected respondent. Willis Towers Watson Midwest, Inc. serves as the County's Broker of Record for this procurement.

The agreement defines confidential information as comprising both the County's personally identifiable information and respondent's intellectual property protected by copyright, patent, or trade secret under Wisconsin Statutes Section 134.90(1)(c). All communications regarding the RFP must be directed to Sara Torres at sara.torres@milwaukeecountywi.gov or through the Euna Procurement Portal. Respondents must clearly mark any information claimed as exempt from Wisconsin's public records law, and the County will provide five business days' notice before releasing any marked records. The agreement remains effective through December 31, 2029, with Sections 4, 5, and 6 (use, indemnification, and injunctive relief) continuing for seven years after termination. The agreement is governed by Wisconsin law and any litigation shall be brought in Milwaukee County courts.
