Sediment Quality Assurance and Quality Control Plan - Collier County Beach Compatible Sand Supply
This document is a Quality Assurance and Quality Control (QAQC) Plan prepared by Collier County Board of County Commissioners Procurement Services Division, on behalf of the Coastal Zone Management Division, for the Beach Compatible Sand Supply ITB #26-8632. The plan establishes comprehensive testing and quality standards that all beach-compatible sand suppliers must meet for coastal re-nourishment and erosion control projects. The procurement seeks to secure approximately 75,000 tons per year (50,000 cubic yards per year) of compliant sand, with individual projects potentially requiring up to 225,000 tons. Sand delivery is designated to Lowdermilk Park in Naples, Florida (1301 Gulfshore Boulevard, Naples, Florida 34102). Bids are due February 26, 2026, at 3:00 PM EST via the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewal periods, with firm pricing during the initial term and potential annual price increases thereafter subject to supporting documentation and Procurement Director approval.
The QAQC Plan specifies that all sand must comply with Florida Department of Environmental Protection (FDEP) Permit JCP 0331817-001-JC requirements and County technical specifications, including a preferred Munsell Color Value of 8 for moist samples. Testing requirements include grain size distribution analysis, heavy metals screening, contaminant assessment, and physical property evaluation. Three upland sand sources are currently approved: Stewart's Immokalike mine, Vulcan's Witherspoon mine, and CEMEX's Lake Wales mine. Bidders must submit unit cost pricing with a $0.20 per ton per mile adjustment factor calculated from the shortest allowable truck route to the delivery location. Award will be made to the lowest responsive and responsible bidder representing best value, with the County potentially selecting one or more bidders on a line-item basis to establish Primary, Secondary, and Tertiary awardees. The contract is grant-funded and subject to extensive federal compliance requirements including 2 CFR Part 200 and FEMA regulations, with all contractors required to be enrolled in E-Verify employment eligibility verification at bid submission.
