Immigration Certification and Beach Compatible Sand Supply Contract
This is an Immigration Certification form required by Collier County Board of County Commissioners Procurement Services Division for the Beach Compatible Sand Supply contract (ITB #26-8632) issued on behalf of the Coastal Zone Management Division. The County seeks qualified bidders to supply approximately 75,000 tons per year (50,000 cubic yards per year) of beach-compatible sand for coastal re-nourishment and erosion control projects in Collier County, Florida, with individual projects potentially requiring up to 225,000 tons. The sand must comply with Florida Department of Environmental Protection Permit JCP 0331817-001-JC requirements and specified technical standards, including a preferred Munsell Color Value of 8 for moist samples, and must undergo comprehensive quality assurance and quality control testing. Delivery is to Lowdermilk Park in Naples, Florida (1301 Gulfshore Boulevard). The contract term is three years with two optional one-year renewal periods. Bids are due February 26, 2026, at 3:00 PM EST and must be submitted electronically through the Collier County Procurement Services Division Online Bidding System.
All vendors must be enrolled in the E-Verify employment eligibility verification system at the time of bid submission, with acceptable evidence consisting of a copy of the properly completed E-Verify Company Profile page or fully executed E-Verify Memorandum of Understanding. Vendors must attest under penalties of perjury that they are fully compliant with the 1986 Immigration Act and subsequent amendments, Florida Statutes 448.095, and all applicable immigration laws. Failure to provide E-Verify enrollment documentation will result in the vendor's submission being deemed non-responsive. The County will not award contracts to vendors knowingly employing unauthorized alien workers, and such violations constitute grounds for unilateral contract termination. Pricing is evaluated on a per-ton basis with a $0.20 per mile adjustment factor for comparison purposes, calculated from the shortest allowable truck route from the mining operation to the delivery location. Prices remain firm during the initial three-year term, with individual price increase requests permitted annually thereafter subject to 30-day advance notice, supporting documentation, and Procurement Director approval. The procurement is grant-funded and subject to federal requirements including 2 CFR Part 200 and FEMA regulations. Local vendor preference is available for Collier County and Lee County business tax receipt holders.
