Bid Pack 1: Storm Water Treatment Plant (SWTP) - Detailed Description
Revised February 24, 2026 (LJB Document Modified by CVG)
Re: Fall protection and confined space design for sludge tank, digesters, splitter, clarifiers
Engineered fall protection and confined design for accessing areas in and around the sludge tank, digesters, splitter, and clarifiers at the stormwater treatment plant (SWTP).
The final design primarily will utilize a combination of davit arms with permanently mounted davit bases, confined space retrieval systems, and access platforms. LJB completed a conceptual design report for the SWTP in 2020. The design is based on that report. CVG has purchased several davit bases already. The designs will incorporate these already-purchased products as much as is feasible.
Splitter
Digesters Sludge Tank
Clarifiers
The proposed abatement design will include the fall protection and confined space systems and other modifications outlined below:
• Splitter
− Mount a maximum of 8 davit bases to the concrete structure for access into splitter to provide complete coverage of the grating area.
» Davits to be utilized for confined space retrieval in addition to fall protection.
− Modify and reinforce grating as necessary to accommodate davit bases.
− Mount several travel restraint anchorages for use when grating sections are temporarily removed.
• Sludge Tank (1 tank)
− Mount approximately 4 davit bases to wall for portable ladder access into tank and confined space retrieval (1 davit base per platform location).
− Modify existing guardrail at 3 locations on existing access platform to correct deficient guardrail and allow for easy access into tank.
− Design approximately 3 new ground supported access platforms with stairs to be placed around the sludge tank. New platforms will be designed to be similar in size to existing access platforms around the digester tanks. Each platform will also have a corresponding davit base to be attached to the tank wall.
Platforms will be designed to be used in conjunction with confined space retrieval winches or self-retracting devices (SRD) with retrieval capabilities These platforms will be beneficial for personnel working in the tanks to allow for a greater range while connected to davit arms.
• Digester Tanks (2 tanks)
− Mount 1 davit base on concrete at 1 control platform per tank for portable ladder access into tank
− Install 1 travel restraint point at 1 valve platform per tank for use when accessing valves for greasing or cleaning.
− Design removeable gate or guardrail piece at 1 valve platform per tank to provide compliant guardrail for personnel working on platform.
− Design approximately 3 new ground supported access platforms per tank with stairs to be placed around each digester tank (total of 6 platforms). New platforms will be designed to be similar in size to existing access platforms around the tanks. Each platform will also have a corresponding davit base to be attached to the tank wall. Platforms will be designed to be used in conjunction with confined space retrieval winches or SRDs with retrieval capabilities. These platforms will be beneficial for personnel working in the tanks to allow for a greater range while connected to davit arms.
• Clarifiers (3 clarifiers)
− Mount davit base to concrete at each clarifier location for portable ladder access into clarifier tank.
− Modify existing guardrail as necessary to allow for proper davit base locations.
− Design the locations for confined space davit or retrieval winch locations around clarifiers
» Approximately 8 total retrieval locations around clarifiers.
• Diversion Valve Pits (2 pits)
− Install 1 new stainless steel ladder and hatch guardrail system at each pit.
Bid Pack 2: Beacon Fall Protection – Detailed Description
November 8, 2024 (LJB Document Modified by CVG)
Re: Rotating Beacon Guardrail and Ladder
Engineered fall protection abatement design for the roof and access to the new rotating beacon on top of the T3 parking structure.
Below are the elements included in the design:
• (1) fixed ladder to access the rotating beacon roof level.
− Ladder length approximately 12 ft
− Ladder will include a locking security gate/cover.
• Roof edge protection around equipment
− Guardrail designed at ladder access point and around beacon, electrical panels, sirens/speakers less than 15 ft from a roof edge.
» Free-standing guardrail is preferred due to post-tensioned concrete on the parking garage structure.
− Swing gate at ladder opening
− Administrative control/roof marking
» Roof marking to be added at 15 ft from unprotected edge to serve as administrative control where guardrail not required. Roof marking to be designed only around the immediate area of the beacon.
Bid Pack 3: Concourse A – Detailed Description
Revised February 25, 2026 (LJB Document Modified by CVG)
Re: Phase 3 Abatement Design for Concourse A Part 2 LJB Project Number:0129467A.00
The work is detailed in two separate focuses: The eastern portion of Concourse A – Guardrail; and All remaining hazards identified on the Concourse A roof. The design is based on the 2022 assessment for details on abatement solutions.
The following, detail the Concourse A fall hazards and proposed solutions. Each fall hazard listed includes the fall hazard identification number (FHID) associated with that hazard in the risk assessment platform.
CONCOURSE A ROOF LAYOUT EAST CONCOURSE A GUARDRAILS
CONCOURSE A ROOF LAYOUT WITH PHASE 3 SCOPE
Concourse A Remaining Hazards
• Roof Level A2: Unprotected roof edge and non-compliant access ladder.
− Proposed Solutions: Roof delineation line, and modify existing access ladder (FHID 1078 and 1079)
• Roof Levels A1, B1, B2: Unprotected roof edge, unguarded skylight, non-compliant access ladder, and hatch guardrail.
− Proposed solutions: Roof guardrail, rigid rail, roof delineation line, replace hatch guardrail, modify ladder, load rate skylight (FHID 1072, 1073, 1074, 1075, 1076, 1077)
• Roof Levels C3 and C4: Unprotected roof edge, non-compliant ladder, unguarded ladder opening.
− Proposed solutions: Roof guardrail, fall protection anchor with vertical lifeline, replace ladder, add hatch guardrail (FHID 1070, 1071)
• Roof Level C2: Unprotected roof edge, non-compliant ladder, stair, and platform.
− Proposed solutions: Roof guardrail, rigid rail, replace ladder, replace landing, replace stair (FHID: 1063, 1065, 1066, 1067)
• Roof Levels D, E, F: Unprotected roof edge, non-compliant ladders, non-compliant hatch guardrail, unprotected top of cooling tower
− Proposed solutions: Rigid rails, replace ladder, modify ladder, replace hatch guardrail, horizontal lifeline on cooling tower. (FHID: 1047, 1050, 1051, 1053, 1055, 1058, 1061 and 1062)
The proposed solutions are based on what was included as part of the roof fall hazard risk assessment conceptual layout submitted to CVG in 2022.
By abating this list of fall hazards identified in the fall hazard risk assessment, CVG will be reducing the roof fall hazard risk at CVG by more than 22%.
