About this file
This is Addendum #3 to Competitive Solicitation No. 25434-RFP-DST for Payment Program Services issued by Hillsborough County Public Schools (HCPS) in Florida. The addendum addresses clarifying questions submitted by financial institutions and vendors regarding the procurement card and payment program services RFP. The solicitation seeks to establish the most cost-effective and efficient long-term procurement card service and payment programs while maintaining high standards of quality and service. HCPS plans to issue approximately 1,500 plastic cards and 400 ghost cards, with an estimated 1,900 cardholders. The current annual spend totals approximately $73.7 million, comprised of $53.5 million in plastic and ghost card transactions and $20.3 million in virtual card e-payables spend. The solicitation requires integration with HCPS's Infor ERP system and replacement of the current Resolve reconciliation platform with a new third-party solution to be selected through this RFP.
The incumbent provider is Regions Bank for card services and Resolve for transaction reconciliation; both are being replaced through this solicitation. HCPS currently operates on a monthly billing cycle with payment due 15 days after cycle close and receives quarterly rebates based on a tiered structure ranging from 1.50% to 1.71% depending on annual card volume. Key requirements include virtual card e-payables capability, GL coding and grouping functionality, merchant category code (MCC) controls, specialized cards without cardholder names, Level III data interchange on approximately 65% of transactions, and an "Available Funds File" interface from the Infor ERP system to control card spending against budgets. HCPS has indicated no brand preference between Visa and MasterCard, minimal international spend ($45,829 annually), and indicated openness to responses from non-financial institutions while prioritizing solutions that provide enhanced technology, superior customer service, and reduced total operating costs.
