About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for the OC Streetcar Ridership Marketing and Customer Communications Program. The form certifies that the attached scope of work and specifications were independently prepared to invite fair competition and do not include brand name references, unreasonable restrictions, or vendor favoritism. The project is valued at $200,000 for an initial two-year contract term. The form requires certification by the Project Manager in the Marketing & Customer Engagement Department and was submitted on August 7, 2025, with signatures from the Project Manager and the Department Manager or Director.

The verification form confirms compliance with federal and state procurement standards, including FTA Circular 4220.1F guidelines. As a standard Scope of Work Verification document, it does not contain specific pricing information, set-asides, or detailed funding sources beyond the stated project budget. The form serves as an attestation that the solicitation documents meet the Authority's requirements for clear specifications and performance characteristics that allow for competitive bidding without imposing unreasonable requirements on potential vendors.

SCOPE OF WORK VERIFICATION

This Form Must Be Submitted with Scope of Work (SOW)

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
