About this file

This document is a National Environmental Policy Act (NEPA) Decision Memorandum for the Marine Corps, specifically for constructing 1st Marine Raider Support Battalion (1st MRSB) Operational Support Facilities at Camp Lejeune's Stone Bay location. The project involves constructing 9,604 square feet of facilities for a Battalion-level command, control, and operational support unit, including supporting structures, utilities, parking, roadways, pedestrian ways, and site work, with a project timeline from September 30, 2022, to September 30, 2024.

The environmental review determined the project qualifies for a categorical exclusion under guidelines that allow new construction similar to existing land use. The project will involve clearing approximately 1/2 acre of vegetation and increasing impervious surface area, with careful considerations for nearby wetlands. Key environmental conditions include potential UXO safety awareness training, coordination with various base environmental programs, and ensuring no significant environmental impacts. The project is sponsored by MARSOC (Marine Forces Special Operations Command) and will be located at Camp Lejeune, with utilities to be connected at a nearby point potentially outside the project boundary.

Historic Ranges:

1. These projects are within administratively closed range areas and it is recommended (although not regulatorily required) that the area be assessed for possible surface or buried UXO before construction begins. Recommend coordinating with Range Control on appropriate safety requirements for construction.

Sensitive Facility:

1. The proposed project, an administrative/workplace facility, is classified as a priority facility per ESOP 10.1. As such, the vapor intrusion pathway should be evaluated to ensure no environmental contaminants exist on the property that may adversely impact future occupants. A due diligence investigation should be conducted prior to start of construction or a precautionary vapor intrusion mitigation system should be included in project design. For project planning purposes, assume at minimum chemical vapor barrier, preferably a passive vapor intrusion mitigation system, should be constructed as part of the project design. Details on how to perform a due diligence assessment are outlined in ESOP 10.1. Contact the IR Program manager for additional details, 910-451-9641.

Enclosure (3)

Water Quality Program/ECB:

1. If this project installs new potable water lines, installation/testing of backflow prevention devices will be required in accordance with the Safe Drinking Water Act (15A NCAC 18C .0406). Coordinate with Public Works Design Branch.

2. If this project involves a new wastewater or potable water main extension, an extension permit is required (15A NCAC 02T Section .0300). Replacement lines do not require a new permit. A wastewater extension permit also requires a wastewater flow acceptance form. Coordinate this request through Utilities Director Public Works Division. Coordinate all other concerns with Water Quality Manager.

3. If this project involves a new building sewer line (lateral), and it is to be constructed according to 15A NCAC 02T .0303 requirements, no permitting is required.

4. Any variances to the applicable minimum design criteria of 15A NCAC 02T for new sewer line extensions, to include minimum separation distances from stormwater lines, must be approved by the State during the permitting process. Please note this may take at least 30 days once received by the State.

5. If this project involves a new water line for fire protection, a water extension permit will be required from NCDEQ. Replacement lines do not require a new permit.

6. Reduction of Lead in Drinking Water Act:

Installation or repair of any piping, fittings, fixtures, solder or flux providing water for possible human consumption must be “lead-free” as defined by the Reduction of Lead in Drinking Water Act (RLDWA). The RLDWA revised the definition of lead free to a weighted average of 0.25% of the wetted surfaces of plumbing products and 0.2% lead for solder and flux. A methodology for calculating the weighted average of wetted surfaces can be found at www.epa.gov.

Air Quality:

1. If demolition/renovation occurs, ensure that subject buildings are evaluated for asbestos/asbestos containing materials by a certified professional prior to the demolition/renovation.

2. Ensure that any fugitive dust emissions generated by construction/renovation/demolition are appropriately controlled.

3. If the project includes installation of new activities/equipment which generate air emissions, and have not been evaluated for air permitting, contact AQ program at phone numbers below. Please note that air emission sources are required to be permitted prior to their installation/operation. Examples of such sources include, but are not limited to: boilers, water heaters, generators, fuel storage tanks, painting/coating operations, woodworking, welding, abrasive blasting, engine testing, and parts ovens.

4. If any sources are being replaced or if any new sources are being installed, the specs for the new equipment will need to be sent to the AQ program so that it can be evaluated. The permitting process can take up to 6 months, so please allow ample time when submitting the specs

ECB (Stormwater):

1. Ensure sediment does not leave a construction site of any size as a result of land-disturbing activities. Coordinate with the Stormwater Manager.

2. As long as no ground disturbing activities take place (clearing and/or grubbing) no sediment/erosion and control permit is required.

3. If this project involves the disturbance of over 5,000 square feet, requirements under Section 438 of the Energy Independence and Security Act (EISA) will be enforced.

The policy directs all DoD construction projects and redevelopment projects with footprints greater than 5,000 square feet to implement Low Impact Development (LID) techniques to maintain redevelopment hydrology to the maximum extent technically feasible. Coordinate with the Stormwater Manager or Public Works Design Branch.

4. If this project involves the disturbance of 1 or more acres of land, it will require a State approved sedimentation/erosion control plan and stormwater permit. For questions regarding stormwater requirements coordinate with the Stormwater Manager. To coordinate the permit application contact Public Works Design Branch.

5. If this project involves addition/construction of 10,000 sqft of impervious surface area, it requires State permitting through the NCDEMLR and the design/construction of approved SCMs (Coastal County Rules). Coordinate with the Stormwater Manager.

6. If this project falls under an existing state issued stormwater permit, it may need to be modified. Coordinate with Public Works Design Branch.

7. If additional new built-upon area (BUA) above and beyond the existing amount is proposed, then at a minimum, a high density SCM is required to treat that runoff from the new BUA. If the existing BUA within that drainage area and its runoff cannot be regraded or rerouted, then the proposed BMP must be designed to accommodate all the runoff within its drainage area. A full stormwater permit application will be required.

Coordinate with the Stormwater Manager or with Public Works Design Branch.

Stormwater Manager, 910-451-5806 (Stormwater Requirements) Public Works Design Branch, 910-451-2212 (Permit Application)

Wetlands:

1. There are delineated, jurisdictional wetland features within the project area. In accordance with MCO P5090.2A, all facilities and operational actions avoid, to the maximum degree feasible, wetlands destruction or degradation regardless of wetland size or legal necessity for a permit. In order to achieve this goal and avoid significant project delays, the action proponent must coordinate with NEPA Section, ECON at 910-451-4542 during project design to ensure Clean Water Act permitting issues are addressed at the earliest opportunity. Unavoidable impacts to wetlands or waters of the U.S. will require coordination and written approval from the US Army Corps of Engineers (Corps) for a Section 404 Clean Water Act Permit (Individual or applicable Nationwide Permit), the NC Division of Water Resources for a Section 401 Clean Water Act, Water Quality certification, and the NC Division of Coastal Management for a Federal Consistency Determination. If wetlands cannot be avoided during the planning process and an individual permit is required, then an Environmental Assessment must be prepared for this project.

2. There is a potential that the fill used to create slopes for the proposed parking lot expansion as well as the operational support facility will impact the 50-foot wetland buffer or wetlands. The buffer and wetlands must be avoided.

3. If a connection is planned between the buildings and the parking lot, a pedestrian bridge should be utilized through the buffer and wetlands.

4. If a security fence is required for the buildings, avoid putting the clearing/cutting limits for the security fence inside the buffer or wetlands. Permits and mitigation may be required for a permanent vegetation change in wetlands.

Note 1: In accordance with MCIEAST-MCB CAMLEJO 11013.4, projects that include construction will require site approval from G-F. Please contact Asset Management Branch (AMB) at 910-451-0982.
