About this file
This document is a state-level bid pricing instructions spreadsheet for custodial services across Washington State, specifically an Exhibit C detailing markup percentages for prevailing wage rates. The document covers multiple counties within Washington State and provides a comprehensive pricing framework for building service employees including janitors, floor cleaners, window washers, and related custodial personnel.
The pricing mechanism allows bidders to add a percentage markup over the Washington State Labor & Industries prevailing wage rates for different service categories. Each county has distinct markup percentages for general cleaning, floor cleaning, and window washing services, with rates ranging from as low as 5% (King County general cleaning) to as high as 80% (King County window washing). The maximum hourly charge is calculated by adding the bid percentage to the base prevailing wage, enabling a transparent and standardized pricing approach. Bidders must input their specific percentage markup for each county and service category, with all costs including administration, materials, supplies, overhead, and travel included in the proposed rate. The document references the official Washington State prevailing wage lookup website for precise base wage determinations.

Exhibit C
| Exhibit C - Bid Price | |||
| Instructions | |||
| Bidders will input their % mark-up on prevailing wage in the cells indicated for the appropriate county and category that bidder intends to submit a bid for. | |||
| The bidders rates include all costs associated with the services offered on this contract including administration, materials, supplies, overhead, travel, etc. | |||
| The total cost that may be charged on a resulting contract is determined based on the bid percentage over the Washington State Labor & Industries prevailing wage. The maximum allowable charge per hour will be determined by the following formula: | |||
| Maximum allowable charge per hour = Prevailing wage + (bid percentage X prevailing wage) | |||
| For example, if a bidder from a county that has a prevailing wage of $20.00 proposes a markup percentage rate of 50%, the bidder’s maximum allowable hourly charge will be $30.00 since the formula would be [$20 + ($20 × .50)]. | |||
