About this file
This is Addendum 3 to an Invitation for Bid (IFB 24-0082) issued by the Illinois Tollway for a Traffic Incident Management System (TIMS) replacement or enhancement contract. The addendum announces a revised bid opening date as published in BidBuy, reschedules the virtual bid opening meeting via Microsoft Teams, and provides 62 responses to vendor questions regarding system requirements and implementation. The Tollway operates approximately 294 miles of interstate toll facilities 24 hours per day and seeks a qualified vendor to either provide a new TIMS solution or support and enhance the existing system. The estimated project start date is the first or second quarter of 2027, with a mandatory six-month transition period during which core operational functionality must be fully implemented and operational. Vendors must acknowledge receipt of this addendum in their submission.
The current TIMS contractor is Parsons Transportation Group, and the incumbent is eligible to compete. The solution must maintain legacy system integrations including Optelecom c-40 and c-60 encoders and integrate with multiple field devices (Axis cameras, LedStar and Daktronics DMS units, ISS echo/SX300 and Houston Radar MVDS, and Sensys BlueToad detection systems). Vendors may propose either on-premises or cloud-based solutions; cloud solutions must include vendor-provided hosting costs in Azure on a Tollway-owned tenant, while on-premises solutions will use Tollway-provided virtual machines. The Tollway requires full ownership of all custom-developed software and source code, though vendors may retain proprietary commercial off-the-shelf components. Recurring subscription costs are estimated at approximately $500,000, which vendors must include in pricing. The contract mandates a 10-minute vendor acknowledgment and troubleshooting response time and a two-hour on-site response time for Priority 1 system failures. Security requirements include Security Architecture Review for on-premises solutions and SOC 2 Type 2 certification (or equivalent ISO 27001/27017) for cloud-hosted solutions. The current vendor will be required to support transition assistance during the implementation period.

The following are questions received from Vendors and responses from Illinois Tollway pursuant to the question-and-answer portion of the above-mentioned solicitation. The Illinois Tollway has provided its answers accordingly.
1. Question: Could you please identify the current contractor supporting the existing TIMS solution?
Answer: Parson Transportation Group.
2. Question: Is the incumbent eligible to compete for this procurement?
Answer: Yes.
3. Question: Are there any third-party proprietary software components or licensed products within the current TIMS that are not owned by the Illinois Tollway and would require separate licensing or agreements?
Answer: Yes, there are subscriptions that will need to be maintained.
4. Question: Has the Illinois Tollway identified any significant challenges, limitations, or lessons learned from the current TIMS implementation that offerors should consider when proposing the replacement solution?
Answer: Challenges are on-going with builds and Tollway changing needs keep up as technology evolves. As an example, new cameras can pose challenges to make sure the technology can integrate into the traffic center along with the video wall.
5. Question: Are there any legacy system integrations or interfaces that have historically been particularly complex or critical to maintain?
Answer: The legacy components of the system that need to be maintained are Optelecom c-40 and c-60 encoders.
6. Question: Is there an anticipated, estimated, or currently recorded start date for the selected vendor or project team.
Answer: Estimated start date is 1st or 2nd quarter 2027.
7. Question: The RFP refers to the current TIMS system as specifically designed for Tollway’s operations. But it is not clear if Tollway is looking to completely replace the system with a new solution all together.
Page#2 Section A.2.1 is indicating “replace” But Page#3 Section B.1 indicates “if the replying vendor does reply with a replacement system” Would be able to provide clarification if the RFP would consider either options of “maintaining the current system” or “entirely replacing the current system with a replacement system”?
Answer: The Tollway is looking for a vendor to provide a new solution or possibly support the existing system, including enhancements.
8. Question: Question regarding Pricing table: If a responder is replying with option of maintaining the existing system, is the “Transition cost” mandatory?
Answer: The transition cost field is mandatory.
9. Question: The requirements for Project Manager state 'bachelor’s degree (CS or Traffic Engineering)'. Traffic Engineering does not exist as a bachelor’s degree, and those programs only exist in graduate school. We would recommend the requirement be amended to holding a bachelor's degree and having a certain number of years’ experience in the ITS/ATMS industry.
Answer: A bachelor’s degree in Civil Engineering, Computer Science, Information Systems, or a closely related technical field with demonstrated ITS/Traffic Management experience will satisfy this requirement. Equivalent education and experience may also be considered.
10. Question: The RFP references integrating with the Tollway Security Video Management System. Is this system currently in place? Is this system responsible for video distribution and recording?
Answer: Yes, Ocularis is used today for the roadway, but we have an open RFP and Occularis may not be the SVMS in the future. Distribution and recording are the responsibility of the Safety and Security team.
11. Question: Is this system responsible for video distribution and recording?
Answer: This system will provide video distribution to the video wall and select ISTHA network PCs. Video recording is required of the video on the video wall.
12. Question: Can you provide any more insight on this integration such as platform vendor/provider?
Answer: The current system is managed by Parsons on a Postgres technology.
13. Question: Can ITSHA Provide a full inventory of field devices that includes manufacturer and model number?
Answer: Our core field devices are as follows:
Cameras: Axis DMS: LedStar and Daktronics MVDS: ISS echo / SX300 and Houston Radar Speedlane Pro Sensys BlueToad Vaisala.
14. Question: For on-prem solutions, will servers be provided by ISTHA or should server costs be included by vendors?
Answer: The Tollway will provide virtual machines and if other servers and equipment are needed, they will be provided by the Tollway.
15. Question: For cloud solutions, will a cloud be provided by ISTHA or should cloud costs be included by vendors? We want to ensure there is a level playing field for IT costs irrespective of which option vendors choose to propose.
Answer: Yes, should be included by the vendors. However, this will be owned in our tenant and Azure to ensure we are not a third-party cloud platform.
16. Question: For on-prem solutions, is the current traffic management server infrastructure available for deployment of any of the proposed solution?
Answer: Yes, it will be available as we want to run in the existing new system in parallel on the same hyper-visor side by side.
17. Question: In addition to Zabbix, what other tooling is currently in use and deployed and maintained by ITSHA IT that is available for vendors to leverage?
Answer: Using Zabbix as an example, it is not the Tollway corporate standard, if you want to propose/deploy a new tool the Tollway is open to hearing your recommendations.
18. Question: What on-site support is required to maintain and support the Traffic Management Application? In a cloud hosted system, we would expect most support to be provided remotely.
Answer: The Customer Support team handles desktop issues. For outages and upgrades, the Tollway expects onsite where remote support is not practical.
19. Question: Please can you provide further information on the intent behind the ten-minute response time? This is more aggressive than any response time we have ever seen in any other industry RFP.
Answer: TIMS supports real-time management of incidents occurring on approximately 294 miles of interstate toll facilities operating 24 hours per day. Because system availability directly impacts incident response, lane closures, traveler information, emergency responder coordination, and roadway safety, rapid vendor acknowledgement and engagement are required. The ten-minute response requirement reflects acknowledgement and initiation of troubleshooting, not necessarily complete resolution.
20. Question: Can you also please provide clarity behind the types of issue where you would expect an onsite presence within the two-hour on-site response time?
Answer: On-site response would generally be expected for Priority 1 system failures, major interface failures, complete loss of operational capability, failures affecting dispatch or incident management functions, or circumstances where remote troubleshooting cannot restore service.
21. Question: As owners of the source code, are ISTHA staff developing code with the current vendor? If so, what percentage of development is performed by ISTHA staff?
Answer: Current vendor develops and supports all code.
22. Question: For clarity, if a vendor provides an alternative solution, is it acceptable to not provide code ownership to ISTHA?
Answer: No. The Illinois Tollway requires ownership of all custom-developed software, source code, documentation, and configuration developed specifically under this contract. Vendors utilizing commercial off-the-shelf software may retain ownership of proprietary software components while granting the Tollway perpetual rights to use the delivered solution.
23. Question: Is the current vendor required to support and assist a potential new vendor for a period of time? And are terms for that support established and available to review?
Answer: Yes, they will be required to support and assist during the transition period.
24. Question: Are supporting contracts and personnel such as IT staff and associated providers also in a 24/7/365 responsibility where the TIMS system is connecting/utilizing to those hardware, software, and data systems?
Answer: Yes.
25. Question: With the existing TIMS software, is volume and severity of support calls, trends on issue causes, and resolution durations able to be provided or summarized?
Answer: Yes, this should be provided by the vendor to share with ISTHA.
26. Question: The pricing exhibit includes an ODC line item. Please confirm which categories of Other Direct Costs are allowable (travel, training, cloud hosting, software subscriptions, hardware, third-party services, etc.)?
Answer: The direct costs will include travel, hardware, software, and recurring subscriptions (approximately $500k).
27. Question: Section B.4: At the end of the 6-month transition period do all Contract/Mandatory requirements need to be implemented in the solution, or can they be in-process at a schedule in our proposal?
Answer: The expectation is that the core operational functionality necessary to support daily Tollway operations will be fully implemented and operational at the completion of the transition period. Remaining non-critical enhancements may continue according to an approved implementation schedule.
28. Question: Section F.1.16: Can the proposed solution utilize existing Alarm Levels that differ from the specific levels listed in the requirement?
Answer: Alternative alarm classifications are acceptable provided they offer equivalent or greater functionality and can be mapped to Tollway’s operational priorities.
29. Question: Section F.1.70: Are the workflows referenced by the requirement those listed under the Change Control Process (section 5.2.3 on page 75) or operational workflows of TIMS users? If the latter, can those be provided?
Answer: Available workflows will be provided to the selected vendor, as appropriate, following contract award.
30. Question: Section F.1.114: are any of the certifications listed required for the proposed solution? They are all unchecked.
