About this file

This is a Request for Proposals (RFP) issued by North Summit Fire District for the remodel and improvement of Fire Station 23 located at 2000 South Hoytsville Road, Coalville, Utah 84017. The project encompasses approximately 1,850 square feet of interior remodel work affecting sleeping quarters, group room, kitchen, restrooms, apparatus bay, building envelope, mechanical, plumbing, and electrical systems. Work includes selective demolition, construction of three new sleeping rooms, interior architectural finishes, apparatus bay improvements including replacement of three overhead doors and LED lighting, exterior building envelope modifications, multi-zone heat pump HVAC installation, plumbing upgrades, and electrical/telecom rough-in work. An optional bid alternate for an automatic landscape irrigation system is available for separate pricing. A mandatory pre-proposal site visit is scheduled for Thursday, August 27, 2026 at 10:00 AM. The deadline for submitting questions is Wednesday, September 2, 2026 at 2:00 PM, with proposals due Friday, September 4, 2026 at 12:00 PM (noon). The RFP was issued August 18, 2026.

Contractors must hold a minimum Utah R100 contractor license and demonstrate financial and staffing capacity to complete the project. The cost proposal shall be evaluated using a formula calculating cost points based on the lowest responsive base bid divided by the offeror's base bid. No bid bond is required unless specified in an addendum; however, the successful contractor must furnish payment and performance bonds before contract execution, with costs included in the bid price. The district will award a single contract to the responsive and responsible offeror providing the best value based on published evaluation criteria (technical scoring up to 105 points including a 5-point bonus for prior successful North Summit Fire District experience, plus cost evaluation). Owner-furnished items include furniture, select carpet/base, signage, and Westnet alert-system boxes; the contractor prices only conduit/raceway installation for the Westnet system. Base bid pricing shall remain firm for the proposal acceptance period, and the district reserves the right to accept or reject the landscape irrigation alternate independently based on available funding.

3. Offeror must provide a qualified superintendent and project manager with relevant commercial remodel/construction experience.

4. Offeror must submit all required technical and cost documents by the proposal deadline.

7. Technical Evaluation Criteria Responsive proposals will be evaluated on the criteria below. The evaluation committee will score the technical proposal independently from the cost proposal. The District may conduct reference checks and may consider documented prior performance.

7.1 Work Plan & Schedule - 30 Points

Evaluate understanding of the scope, sequencing, construction phasing, station/operational coordination, access and logistics planning, schedule realism, milestones, and ability to anticipate project constraints.

7.2 Contractor Qualifications & Similar Experience - 25 Points

Evaluate relevant commercial remodel, municipal/public-safety, apparatus-bay, specialty-system, and comparable construction experience; qualifications and experience of the proposed project manager, superintendent, and key personnel; and references.

7.3 Project Management, Safety & Quality Control - 20 Points

Evaluate communication protocols, subcontractor coordination, safety management, quality assurance/quality control, document control, risk management, issue resolution, and closeout approach.

7.4 Resource Allocation & Ability to Meet Timeline - 15 Points

Evaluate dedicated staffing, superintendent availability, crew and subcontractor capacity, resource-loading by phase, long-lead procurement, equipment/material staging, and the ability to add or reallocate resources if the schedule is threatened.

7.5 Added Value / Innovations - 10 Points

Evaluate practical, project-specific ideas that improve schedule, durability, operations, maintainability, quality, or coordination without reducing the requirements of the Contract Documents.

7.6 BONUS - Prior Successful North Summit Fire District Experience - 5 Bonus Points

Award 5 bonus points when the Offeror demonstrates documented successful completion of prior work for North Summit Fire District, including satisfactory performance in schedule, quality, communication, safety, coordination, and closeout. The District may verify prior performance using its own records. Merely submitting a prior bid or performing incidental work does not qualify. Offerors with no prior District work receive zero bonus points and remain fully eligible for award.

The Optional Bid Alternate for the automatic landscape irrigation/sprinkler system, other alternates, allowances, and unit prices will not be included in the cost score unless the RFP or an addendum expressly states otherwise. The District may accept or reject the landscape irrigation alternate independently of the Base Bid based on available funding and project needs.

Cost points will be calculated using the formula: Cost Points x (Lowest Responsive Base Bid / Offeror Base Bid). The District reserves the right to accept or reject alternates based on available funding and project needs.

9. Bonds, Insurance, and Contract Requirements

• No bid bond is required with the proposal unless the final issued cover/addendum expressly states otherwise.

• The successful contractor shall furnish required payment and performance bonds before contract execution. Bid pricing shall include the cost of required payment and performance bonds.

• Contractor shall maintain all insurance required by the District and applicable law.

• Base bid pricing shall remain firm for the proposal acceptance period stated in the final RFP/addendum.

Unit prices or other specifically identified pricing shall remain firm for the period stated in Attachment C.

10. Questions, Addenda, and Communications All questions regarding this solicitation must be submitted through the procurement website by the Question Deadline shown on the cover page. Offerors shall not rely on oral interpretations. Only written answers or addenda issued by the District modify the solicitation. Offerors are responsible for incorporating all addenda into their proposals.

11. Evaluation and Award The District intends to award a single contract to the responsive and responsible Offeror determined to provide the best value based on the published evaluation criteria, cost evaluation, responsibility review, and any other procedures allowed by applicable procurement law. The District may reject any or all proposals, waive immaterial irregularities, request clarification, or cancel/reissue the solicitation when permitted by law and in the District’s best interest.
