1.0 GENERAL
1.1 DESCRIPTION OF FACILITY/WORK
A. The scope of work for the B232 VTD Mechanical / Electrical Upgrade at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK includes:
1. Description of Facility:
1.1 Building Area: 24,531 SF
1.2 Building Age: 11-1-1996
1.3 Building Function: Training, classrooms, administration spaces, etc.
1.4 The construction site address is: VTD B204, 7600 Quesada Drive, Oklahoma City, OK 73169.
2. Description of Work:
2.1 Upgrade heating, ventilating, and air-conditioning (HVAC) systems in the VTD facility.
Two (2EA) 100 Ton air-cooled chillers located in the outside the mechanical yard are being updated under separate contract.
2.2 Two (2EA) constant volume primary chilled water pumps (PCHW), two (2EA) variable flow secondary CHW pumps (SCHWPs), two (2EA) variable air volume air handling units (VAV AHUs), two (2EA) computer room air-conditioning units (CRACs), etc. Existing JCI Metasys campus-wide energy management control system (EMCS) will be updated.
2.3 Site drainage is being re-worked and a new natural gas piping to be installed.
Replace existing diesel engine generator with a natural-gas engine generator.
3. All work must meet the requirements in the project drawings and specifications and/or as directed by the Contracting Officer’s (CO). All components must be UL listed and other applicable standards listed in the project specification approved by the COR. All work done must be approved by the COR.
4. The contractor must pre-order and have materials on-site prior to work to be accomplished.
1.2 CONSTRUCTION DURATION AND PHASING
A. The contract duration for this project is 640 calendar days. The contractor will be working in an operating environment requiring work to be accomplished after VTDs normal business hours i.e. from 6:00PM to 6:00 AM. Whole building outages shall be phased. All work must be coordinated with the FAA COR to prevent conflict. Contractor must be adequately staffed to complete all construction during contract days allotted, especially during building shutdowns.
1. The first whole building shutdown from Dec. 16, 2024 thru Jan. 6, 2025 to install piping changes associated with the new primary-secondary pumping system.
2. The second whole building shutdown from Dec. 22, 2025 to Jan. 12, 2026 to install the air handling units and VAVs shall be scheduled during.
1.3 CONTRACTOR USE OF PREMISES
A. Prior to any work, contractor is required to install construction barriers to protect building, equipment, etc. as required to protect from dust/debris/damage from any damage anticipated during construction. The Government will inspect the contractor’s installation of protective barriers prior to scheduled work. Contractor is required to do daily walk-throughs to inspect the integrity of protective barrier/covering installation to protect any government equipment, mechanical and electrical devices for any breech in the dust/debris protection. Repair to protective barriers will be accomplished prior to next day’s work. Mitigation of dust/debris damage to any government property is mandatory.
B. Existing facility operations:
1. The VTD facility operates 12-hours per day, 5-day per week.
2. Coordinate all construction activity with the Contracting Officer’s Representative (COR) so as not to interfere with the functions of the VTD facility.
3. Plan and coordinate so normal facility operations may continue with minimum of disruption or interference.
C. Maintain the jobsite and work area in a neat and orderly condition. Contractor shall remove debris and waste daily. Store. Contractor is shall make arrangements to store all tools, equipment and materials in temporary facilities not required for near term work to progress.
D. Use of existing facilities including break room and restrooms must be coordinated with and approved by COR. Such facilities are primarily for use by FAA personnel.
E. Access to Existing Building: Access for contractor personnel will be through the designated existing entrance of the facility. Work in areas other than the designated work site must be coordinated with the COR and may require facility escort.
F. Do not obstruct or close roadways and driveways unnecessarily. Coordinate with the COR seven working days prior to date when obstruction or closure is required.
G. Confine operations, activities, storage of materials and employee parking within designated areas.
H. Laydown Area: Contractor may utilize the gravel area adjacent to the VTD building.
Coordinate VTD laydown area with the inspector. Outside laydown area shall be secured with fencing as specified in Section 01 50 00, paragraph 1.06. Contractor shall provide a site plan showing the extent of the proposed laydown for review and approval by the FAA.
1.4 COORDINATION AND ON-SITE SUPERVISION
A. The contractor must coordinate scheduling, submittals, and work the various sections of the specifications to assure efficient and orderly sequence of installation of independent construction elements. The contractor must have a designated (submitted and approved in writing by the Contracting Officer) representative (supervisor) on site during all phases of construction activities. This person must be responsible to ensure that the provisions of the contract are followed by all contractors.
B. Verify utility requirement characteristics of new operating equipment are compatible with building utilities.
C. Coordinate space requirements and installation of all equipment.
1.5 FIELD ENGINEERING
Establish elevations, lines and levels and verify the elevations and location of the work conform with Contract Documents or requirements.
1.6 CUTTING AND PATCHING
A. Employ a skilled and experienced installer to perform cutting and patching new work; restore work with new products except as noted.
B. Submit written request in advance of cutting and altering existing structural or building enclosure element.
C. Fit work tightly to adjacent structure. Maintain integrity of walls, ceilings, or floor construction; completely seal voids.
D. Refinish surfaces to match adjacent surfaces.
1.7 SUBMITTAL REQUIREMENTS
A. Submit product data for project materials to Contracting Officer for approval.
B. Submit Operation and Maintenance literature for project materials to Contracting Officer for approval. Information must include any required maintenance for system operation and listing and source of replacement parts for system.
C. Submit any manufacturer’s warranty information, final system testing certificates and project as-built information after completion of the project.
D. The contractor must submit four (4) copies of all submittals for approval; Two (2) copies will be returned to the contractor after FAA action. The Contractor must provide the following information on all submittals:
(a) Date
(b) Name of Project and facility (full name)
(c) Name of Contractor or Subcontractor
(d) Contractor’s approval certifying he checked and coordinated the work of other trades
E. The FAA must have seven (7) working days to review the contractor submittals. Any delay in submittal disapproval requiring re-submittal must not be grounds for any contract adjustment.
Receive submittal approval prior to starting the work. All materials installed in the work must match the approved submittals. After a submittal has been approved, no substitutions will be permitted without written approval by the COR.

1.10 CONSTRUCTION PROGRESS SCHEDULE
A three (3) week look ahead schedule for this construction project must be submitted each week to the COR; addressing how the work will be accomplished. The contractor’s on-site representative and/or project manager and the COR must meet on a weekly basis to coordinate on-going work and to review the three (3) week look ahead schedule.
1.11 QUALITY ASSURANCE-CONTROL OF INSTALLATION
A. Monitor quality control over suppliers, manufacturers, products, services, site conditions and workmanship, to produce work of a specific quality.
B. Comply fully with manufacturer’s instructions.
C. Comply with specified standards as a minimum quality for the work except were mor stringent tolerances, codes, or specific requirements indicate higher standards or more precise workmanship.
1.12 INSPECTION AND TESTING LABORATORY SERVICES
A. The contractor is responsible for providing all testing and inspection as required in specification sections.
B. Submit name of independent laboratory for approval if required.
C. Furnish three (3) copies of all test reports and results of all testing performed by the independent testing laboratory as required.
1.13 TEMPORARY FACILITIES
A. Facilities
1. Contractor may not use facility amenities, except in designated work area.
2. Maintain facility in a clean condition.
B. Electrical Power
1. 120V/1P/20A power will be furnished at no cost to the contractor. Coordinate location with
COR.
C. Water
1. Use building water system for construction purposes at no cost to the contractor.
2. Obtain existing hose bib locations from the COR.
D. Temporary Parking and Access
1. Use the parking areas designated for the contractor and the contractor’s personal vehicles.
Contractor is reminded that onsite parking is limited. Additional parking will not be available.
2. Maintain existing areas free of materials, construction equipment and products.
3. Notify the COR five (5) working days in advance of expected closures of traffic areas. Submit expected duration and minimize the length of closure.
4. Maintain roads, walks, and parking areas in clean condition. Repair and/or replace any portions damaged during progress of construction work.
E. Removal of Temporary Utilities, Facilities, and Controls
1. Remove temporary above-grade or buried utilities, equipment, facilities, and materials, prior to final inspection.
2. Clean and repair damage caused by installation. Restore existing facilities during construction to original condition.
1.14 BARRIERS AND FENCING
Provide barrier or fencing to prevent unauthorized entry to construction area and to protect existing facilities from damage.
1.15 PROTECTION OF NEW WORK
The Contractor must protect new work until accepted by FAA.
1.16 PROTECTION OF EXISTING EQUIPMENT AND BUILDING
A. Provide and maintain dust control in existing building.
B. Provide dust and water protection for existing equipment.
1.17 CONDUCT OF WORK
A. All work to be accomplished in a professional manner.
B. Maintain area free of waste materials, debris, and rubbish.
1.18 SECURITY
A. Provide list of contractor’s personnel who will require access to the VTD premises to COR for approval. Maintain a current list of personnel during project work.
B. Report to FAA security guard at front security gate. Submit proper identification to obtain a temporary FAA badge which always be worn on an outside garment while on VTD premises.
Return temporary badges daily when personnel leaves FAA premises.
C. For certain areas which considered to be classified, arrange work so Contractor’s personnel can be escorted inside the building by the FAA. Restrict contractor’s personnel to those areas necessary to accomplish work. Violators of any security regulations will be removed from the premises with the right to re-enter revocable.
1.19 WORK HOURS
A. Normal work hours are between 6:00PM to 6:00AM, Monday through Friday. The contractor must coordinate work activities outside these hours with the COR.
B. Notify the COR at least 48 hours in advance if Contractor intends to work overtime and one
(1) week in advance prior to weekend or holiday work.
C. Submit weekend work request by Wednesday prior to the requested outage.
1.20 STARTING SYSTEMS OR EQUIPMENT
A. Provide seven (7) working days notification prior to the start-up of each system.
B. Ensure that each piece of equipment or system is ready for operation.
C. Execute start-up under supervision of responsible person in accordance with manufacturers’ instructions.
D. Submit a written report that equipment or system has been properly installed and is functioning correctly.
1.21 FINAL CLEANING
A. Execute final cleaning prior to final inspection.
B. Clean interior and exterior surfaces exposed to view. Vacuum carpeted and soft surfaces.
Replace damaged carpeted and soft surfaces that cannot be cleaned.
C. Clean debris from site.
D. Remove waste and surplus materials, rubbish, and construction facilities from the VTD property. In accordance with EO 13514, FAA is required to divert from landfill or incineration facility disposal a minimum of 90% of non-hazardous waste generated as a result of its operations. In support of meeting this requirement and to minimize the environmental impact of maintenance activities, the Contractor must divert from landfill or incineration facility disposal a minimum of 90% of non-hazardous waste and 90% of construction and demolition material and debris generated as a result of the Contractor’s work, to the maximum extent feasible. The Contractor must report non-hazardous waste diversion rates on a regular basis.

E. Restore all exteriors areas to pre-work conditions. Sod, not seed, will be utilized to restore damaged area. Contractor is responsible to water sod.
1.22 PROJECT RECORD DOCUMENT
A. Maintain on site, one set of construction documents to be utilized for record drawings.
B. Record revisions to the work. Record information concurrent with construction progress.
C. Specifications: Legibly mark each item to record actual construction.
D. Record documents and shop drawings. Legibly mark each item to record actual construction.
E. Submit close-out documents to the COR for approval prior to final inspection.

1.23 CODES AND PERMITS
A. Preform all work in accordance with the current edition of Uniform Building Code (UBC), Uniform Plumbing Code (UPC), Uniform Mechanical Code (UMC), National Electric Code (NEC) and other codes referenced the project drawings and specifications.
B. Building permits will be required for this project.
2.0 PROJECT DRAWINGS AND SPECIFICATIONS
Refer to project drawings and specifications regarding products and execution.
3.0 EXECUTION
A. Target re-cycle goal for this project is 90%.
B. Contract shall submit paperwork monthly to ensure this re-cycle goal is met.
