About this file
This document contains final questions and answers regarding solicitation 191BWC21R0004 for design-build rehabilitation of the Edinburg Pump Station levee in Hidalgo County, Texas. The United States Section of the International Boundary and Water Commission is seeking proposals for design and construction services including levee improvements, earthen embankment, concrete floodwalls, ramps, and associated structures along approximately 800 linear feet. Proposers must complete SF-330 forms for all team members, including non-engineering subcontractors. Geotechnical testing firms may perform pre-design investigations and quality control testing during construction provided personnel involved in design are not involved in quality control. CAD files of existing condition drawings will be provided to the selected offeror after award.

Design-Build Edinburg Pump Station Levee Rehabilitation - 191BWC21R0004
Final Additional and Revised Questions and Answers
Q84. Will the IBWC please confirm that for all non-engineering subcontractors/entities that the full Part 1 of SF-330 (Sections A through I) are required? Or will it suffice to submit just Section E (resumes) and Section F (projects) for non-engineering (construction) subcontractors because these entities will already be identified in the Offeror/Prime Contractor’s SF-330 in Section C and Section D?
A84. Yes, the full Part I of the SF-330 is required for each team members including non-engineering subcontractors/entities. Solicitation L.02 D.e.1. (pg 69/85) states, "While SF-330 is not usually intendent for non-engineering firms, use this form for all team members although non-engineering firms shall not complete Part II."
See answers A25a and A25b. An SF-330 is required for every entity listed as part of the team for the subfactor under Solicitation Section L.02 D.c.2.
Q85. In solicitation paragraph L.02, D.d.4 (a) QC Testing Laboratory, the Government states “No testing laboratory shall be employed that was affiliated with the design of the project”.
We plan to perform additional geotechnical testing prior to design. Please confirm that simply performing geotechnical drilling and performing laboratory testing prior to the design does not constitute an affiliation with the design of the project. We would like to confirm that this sentence above does not prevent the same geotechnical drilling and testing firm from performing QC testing during construction.
A85. DB SOW Section 01.43.26.01 1.14 C. requires that the personnel performing or overseeing the QC testing during construction shall not have been involved with the design of the project. This only limits the personnel used, not the testing company. Any engineers reviewing testing or performing analyses and the PE overseeing and stamping the testing results for design shall not be used to perform or oversee the QC testing during construction. See the revised Solicitation L.02 D.d.4(a) for clarification.
The following question has been revised to be reflect information provided by HCID1.
Q52: We assume the CAD files of URS drawings (attachment No. 08) and as built LLOYD drawings (attachment No. 13) will be available to the awarding contractor for use after bid stage. Please confirm.
A52: Yes, CAD files for the URS drawings and the HCID1 as-built drawings (Lloyd drawings, Solicitation Attachment #13) will be available for use after award to the Design-Builder.
A52R: Yes, CAD files for the URS drawings will be available for use after award to the Design-Builder.
The CAD files for the HCID1 as-built drawings (Lloyd drawings, Solicitation Attachment #13) will not be available to the awarding contractor.
