1.6 PROJECT BACKGROUND
A. The USIBWC issued a Task Order No. IBM14T0012 in September 2014 to URS Group Inc. (URS) for design services to rehabilitate the levees adjacent to the Edinburg Pump Station owned by
HCID1 within the Lower Rio Grande Flood Control Project (LRGFCP). The design documents
USIBWC RFP 191BWC21R0004 00.24.00.01-Page 3 were completed and issued for Solicitation of a Construction Contract three times but an award has not been successful.
B. The proposed levee improvements are necessary to provide flood control to the adjacent landside area with levees that meet FEMA requirements. This Design-Build Scope of Work (SOW) is proposed to provide the complete design and construction for the West and East Levees at the
Edinburg Pump Station.
C. The design documents from the URS Task Order have been provided for information only. The
Design-Builder shall develop their own design recommendations based on the requirements of this
SOW, their investigation, and their analyses for this project.
D. USIBWC will only accept the Design-Builder's use of URS' prior design if they thoroughly evaluate the design, check all calculations, and over-stamp and sign all design documents, drawings, and specifications.
1.7 WORK ELEMENTS
A. The work shall include all planning, design work, coordination, permitting, labor, material, tools, equipment, construction, testing, inspection, and all necessary general conditions, that may be reasonably inferred from the Contract Documents to provide for all work for the design and construction of a rehabilitated levee that meets FEMA's 44 CFR §65.10 and USACE's EM 1110-2-
1913.
B. The work shall be broken out into two (2) phases.
1. Phase 1 is the Design Phase.
The Design Phase includes, but is not limited to:
a. Site investigation
b. Site surveying
c. Any required geotechnical investigations, modeling, or testing. Please note that geotechnical testing is not specifically required as several studies have been performed in this area. However, if the Design-Builder requires additional information to complete their design, geotechnical testing, etc. shall be performed at no additional cost to the
Government.
d. Design, to include Design Report and other items shown in Section 00.73.99.13
e. Production of construction documents (minimum of drawings and technical specifications)
f. Production of all project reports
g. Coordination with stakeholders
2. Phase 2 is the Construction Phase.
The Construction Phase includes, but is not limited to:
a. Site preparation
b. Construction
c. Disposal of debris and construction waste
d. Quality control testing
C. Each phase shall have a separate Notice to Proceed (NTP).
USIBWC RFP 191BWC21R0004 00.24.00.01-Page 4
D. The final product shall be a one hundred percent (100%) completed construction project (turn key) in accordance with the Design-Build Contract, this Scope of Work, and the construction drawings and specifications.
1.8 SEQUENCE OF WORK/TIME FOR COMPLETION OF WORK
A. The work is to be performed as shown on the construction drawings.
B. After receipt of the Notice to Proceed (NTP) the Design-Builder shall comply with all submittal requirements as covered under this Scope of Work.
1. No construction may be started, with the exception of preparing the construction laydown and staging areas, until the Government reviews the required submittals and determines it satisfactory for purposes of beginning construction. Once the Government determines that construction may proceed, mobilization will be allowed.
2. The Government will not grant any time extension for any resubmittal required when, in the opinion of the CO, the initial submission failed to meet the minimum quality requirements as set forth in the Contract.
3. If the Government allows the Design-Builder to proceed with limited construction based on pending minor revisions to the reviewed submittals, no payment will be made for any in-place construction related to the pending revisions until they are completed, resubmitted and are satisfactory to the Government.
4. No payment will be made for any in-place construction until all submittals required for that portion of the work and/or required prior to the start of construction have been made, reviewed, and are satisfactory to the Government.
C. Unless otherwise agreed to with the COR, sitework shall begin within ninety (90) days of the issuance of the construction Notice to Proceed (NTP).
D. The work under this Contract shall be completed within the timeframe specified in the Contract
Provisions.
1.9 WORK UNDER OTHER CONTRACTS
A. No work is anticipated to be performed at the project site under separate USIBWC Contract with other Contractors during the Design-Builder’s performance period.
B. DHS may have an ongoing contract for their border walls.
