Design-Build Edinburg Pump Station Levee Rehabilitation - 191BWC21R0004
Additional and Revised Questions and Answers
Q67. Solicitation, Section L.02, subsection D.e.1 Past Experience of the Offeror’s Team, USIBWC requests that Offerors provide separate SF-330s for each member of the Offeror’s team. Please clarify if all 330s submitted (multiple team members may be included and forms include projects in addition to resumes) are included in the 20 page limit whereas Section L.02, subsection
D.a.1(c) only states cover page, table of contents, resumes and references are excluded from the page count.
A67. See answer A10.
Q68. Solicitation, Section L.02, subsection D.e.1.(c) of the solicitation document states that “SF-330
Section E. shall include resumes for all key personnel.” Please clarify if “key personnel” solely include personnel included in D.d.1. Key Members? Or is the intent for SF-330 Section E resumes to also be prepared for personnel included in Section L.02.D.d.2. Design Team and Section
L.02.D.d.3. Construction Team?
A68. Resumes are required for all key members, the design team, and the construction team listed in
L.02 D.d. items 1.-3.
Q69. Solicitation, Section L.02.D.a.1.(c) states that resumes are excluded from the page count. Could
USIBWC clarify what resume information will not be page counted? Specifically, are only the
SF-330 Section E resumes described in Section L.02.D.e.1.(c) excluded from the page count, or does this also include information requested in D.d. Capability to Perform?
A69. See answer A29. All resumes are excluded from page count.
Q70. If the Offeror chooses to include additional key personnel as described in the Solicitation, Section
L.02.D.d.6., should SF-330 Section E forms be prepared for these personnel in accordance with
Section L.02.D.e.1.(c)?
A70. Yes. If they are included as part of your team (whether required to be listed or not), provide an
SF-330 Section E.
Q71. Solicitation, Section L.02.D.c.2. explains that the Design Contractor, Construction Contractor, major subcontractors with over 10 percent of the project value, all consultants, professional services, and all testing firms/laboratories “together with the Offeror themselves form the
Offeror’s team.” Since Section L.02.D.e.1. states that “The Offeror shall provide a separate form
SF#330 for each member of the Offeror’s team,” please clarify which team members will require an SF#330. Similarly, do the questions listed in Section L.02.D.e.2. apply to all primary team members denoted in Section L.02.D.c.2.?
A71. See answers A25a and A25b. An SF-330 is required for every entity listed in the first part of the question from Section L.02 D.c.2. The questions in Section L.02 D.e.2. refer to any member of the Offeror's team which again includes every entity listed in Section L.02 D.c.2.
Q72. Solicitation, Section L.02.D.e.1.(b) requests “experience in the last 10 years and on at least 5 projects.” Since Section L.02.D.e.1. stipulates that “The Offeror shall provide a separate form
SF#330 for each member of the Offeror’s team,” please clarify which entities should provide projects. For example, should the Construction Contractor and Design Contractor each provide five projects? Or is the 5-project minimum requirement cumulative between team members?
A72. See answer A71. Solicitation Section L.02 D.e.1.(b) requires each member of the Offeror's team to support and document in their individual SF-330 their experience on at least 5 projects within the last 10 years related to similar work required and/or tasks they will perform under this SOW.
The 5 project minimum is not cumulative.
Q73. Can the answers to Solicitation, Section L.02.D.e.2. “Answers” be provided in Section H of the
SF-330s for each firm that completes an SF-330?
A73. Yes, answers to questions (a)-(h) can be included in the SF-330 Section H. If answers are not provided in Section H by one of the team members, ensure they are included in the Offeror's proposal narrative.
Q74. Solicitation, Section L.02.D.d.2.(b) states that “The design team shall have personnel with experience and expertise in all phases of commercial office building and LEED design and as required for this project.” Since the project does not seem to include a commercial office building in the Scope of Work, could USIBWC confirm the importance of a design team with commercial building and LEED design experience?
A74. See answer A26 and revised Solicitation in Amendment 00001.
Q75. Throughout the solicitation document, the terms “members” and “team members” appear to apply to both team member entities and team member personnel. Could USIBWC please clarify when they are referring to each? For example, L.02.D.d.2.(b).i. states, “Identify and describe the roles and responsibilities of each team member that will be involved in the design.” Does “team member” here refer to design personnel, or to the Design Contractor and design consultant entities? Similarly, in L.02.D.c.3.(b.), ) “Include a narrative or list describing the roles and responsibilities of each team member,” what is the definition of “team member?”
A75. In general, "team member" is referring to a company or entity and "key member" is referring to personnel. Under Factor d. Capability to Perform, member is typically referring to the key members or design personnel. Under Factor c. Technical Qualifications, member is referring to a team member or company/entity that is part of the Offeror's team. Section L.02 D.d.2.(b)i. should have included both team member (i.e. design contractor/consultant) and key personnel (i.e. design personnel); see revised Solicitation.
Q76. Solicitation, Section L.02.D.f.5. states, “Bank or financial institution references for the Offeror, the Design Contractor, and the Construction Contractor.” What exactly is USIBWC seeking in terms of a reference?
A76. USIBWC is looking for the Offeror, Design Contractor and Construction Contractor to each provide letter references from their bank or financial institution to describe their current financial condition in order to support their ability to complete the requirements of this SOW.
Q77. Solicitation, Section L.02.D.a.1.(e) Page Numbering states that “All pages in the proposal shall be consecutively numbered.” If we submit sections as appendices (such as L.02.D.f. Financial
Condition) should these continue the page numbering from the non-appended sections of the proposal?
A77. See answer A24. The appendices (including the Financial Condition information) do not require page numbering.
Q78. Solicitation, Section L.02.B.a. states “The Offeror’s name and address shall be provided on the first page of the bound proposal.” Would this first page be the Table of Contents? Or a separate, standalone page solely containing name and address, to be placed as the first page? If the latter, will this be excluded from the page count?
A78. This first page is a separate, standalone page solely containing the name and address, located before the Table of Contents. It does not count toward the page count.
Q79. During the site visit it was stated that the contract would include the installation of gates, please clarify that these gates are in the chain link fence and not the bollard fence as the gate openings for the bollard fence are in the floating bollard fence sections that are shown as not being included in this contract.
A79. See answers A16 and A45.
Q80. Design-Build Scope of Work, section 01.64.00.01, 2.2 refers to IBM14T0012 URS construction drawings S-305 to S-307 for bollard wall details. It appears these details are not in accordance with the latest Tactical Infrastructure specifications. Please verify that the details provided in drawings S-305 to S-307 do not need to be updated.
A80. See answer A43 & A44. This question is no longer a concern with the Amendment 00002 since the bollard wall is no longer required in the revised DB SOW.
Q81. Design-Build Scope of Work, section 00.72.00.01, 1.5.C.1 states Design-Builder shall establish, furnish, and maintain suitable construction office facilities in the vicinity of the project, within fifty (50) miles, to serve as the project office for the duration of the construction phase of the project. While section 01.52.13.01, 1.6.B states Unless otherwise allowed by the COR, the construction field office shall be within one (1) mile of the project site. Is the intent to have 2 separate offices? If 1 office site is acceptable will the design-build contractor be allowed to set up an office within 1 mile of the project prior to NTP 2, or is 1 office within 50 miles acceptable?
A81. Both sections are referring to one construction office required to be setup during Phase 2. The office is required to be setup within 1 mile of the project site. See revision to DB SOW Section
00.72.00.01.
Q82. Can the D-B QSM be an employee of the Designer of Record?
A82. The Design-Builder QSM shall be a direct employee of or directly subcontracted to the Design-
Builder.
Q83. Can the D-B QSM be a subcontractor (such as a 1099 but not an employee of the DOR) that is subordinate to, and directly subcontracted by the Prime Contractor and is delegated full authority to perform the duties of the D-B QSM?
A83. Yes. See answer A82.
Due to removal of the bollard wall installation on top of the floodwall from the DB SOW under
Amendment 00002, the Questions and Answers posted under Amendment 00001 related to bollard wall installation have been updated as follows:
Q1: SECTION 00.24.00.01. PROCUREMENT SCOPE.
The levee sections are a total of approximately 800 linear feet in length for both the east and west side of the Edinburg Pump Station.
1. West Levee: Approximately 370 linear feet from tie-in at Edinburg Pump Station to tie-in location at existing border fence wall.
2. East Levee: Approximately 430 linear feet from tie-in at Edinburg Pump Station to tie-in location at existing border fence wall
Per SECTION DC.0.00 GENERAL DESIGN CRITERIA (LEVEES). 1.8 LEVEE
REQUIREMENTS. K.1.
The Design-Builder shall determine the appropriate lengths of floodwalls required for their design. A minimum of eighty (80) feet of concrete floodwall shall be provided on each side of the pump house.
Please confirm that these two, 80-foot sections of floodwall are the only required section of floodwall; and, likewise the only location where the DHS bollard wall is required.
A1: A minimum of eighty (80) feet of concrete floodwall shall be provided on each side of the pump house but more is required if the Design-Builder determines so during their design. These 80-foot sections and all additional sections of floodwalls designed require the DHS bollard wall per
DB SOW DC.0.00 1.8 K.3. Any proposed floating bollard fence shown in the URS drawings along the earthen levee is shown for reference only and is future work to be built by DHS.
The Design Builder has the option to utilize the URS design and placement of the Floodwall/
DHS bollard wall, so long as the Design-Builder takes ownership of the designs via Professional
Engineer Stamp or the Design-Builder can choose to design the floodwall and bollard fence within the parameters stated in the SOW.
A1R: A minimum of eighty (80) feet of concrete floodwall shall be provided on each side of the pump house but more is required if the Design-Builder determines so during their design.
The Design Builder has the option to utilize the URS design and placement of the Floodwall, so long as the Design-Builder takes ownership of the designs via Professional Engineer Stamp or the
Design-Builder can choose to design the floodwall within the parameters stated in the SOW.
Q43: For the design of the border fencing, will the DHS Tactical Infrastructure Design Standards/Specs be provided?
A43: No. The prior URS drawings provide the approved design of the DHS bollards to be incorporated into the floodwall. If the Design-Builder utilizes the prior design of the bollard wall then no additional DHS approvals should be required. However, if the Design-Builder's floodwall design changes the installation of the bollard wall, then DHS review and approval shall be required.
Refer to DB SOW Sections DC.0.00 1.8 K.3. and 01.64.00.01 3.3 revised for clarification.
A43R: This question is no longer a concern with the Amendment 00002 since the bollard wall on top of the floodwall is no longer required in the revised DB SOW.
Q44: Do the bollard fence panels furnished by IBWC meet the current DHS standards or will they require modifications by the offerors?
A44: The provided GFM align with the existing bollard fence. The GFM requirements are outlined in
SOW Section 01.64.00.01 Government Furnished Materials.
A44R: The bollard fence panels will no longer be furnished. This question is no longer a concern with the Amendment 00002 since the bollard wall on top of the floodwall is no longer required in the revised DB SOW.
Q45: Does the Government have the ROW or easement to extend offsite electrical poles/wires to the automated vehicular gates?
A45: There are no automated vehicular gates required under this SOW. The URS drawings depict twenty (20) ft openings for gates on both the west and east levees, but the addition of sliding gates on the bollard fence is within a future DHS gate project not within this project scope. Also reference the answer 1 for clarification of the only required bollard walls under this project scope.
A45R: There are no automated vehicular gates required under this SOW. The URS drawings depict twenty (20) ft openings for gates on both the west and east levees, but the addition of sliding gates on the bollard fence is within a future DHS gate project not within this project scope.
Q49: Referring to URS drawing sheets C-403, C-500, C-503, Please confirm the connection locations between the new floating bollard wall and existing wall at STA 10+36.43 and STA 2+35.33 are accurate at both east and west site of Pump station.
A49: See answers A1, A45, and A48 for clarification of the only required bollard walls under this project scope. No wall connections are required to the existing DHS bollard walls.
A49R: No wall connections are required to the existing DHS bollard walls. This question is no longer a concern with the Amendment 00002 since the bollard wall on top of the floodwall is no longer required in the revised DB SOW.
Q50: Please confirm that the new bollard fence will be built same as the existing adjacent bollard fence at this site and not based on the latest TI standard.
A50: The new bollard fence on the floodwalls will be built similar to the existing bollard fence on the existing floodwalls built by HCID1 adjacent to the pump house. See answer A49 regarding the floating bollard walls.
A50R: This question is no longer a concern with the Amendment 00002 since the bollard wall on top of
