About this file
This is a portable EV charging specifications document for RFP 26-0185 issued by the City of Arlington, Texas, for the procurement of up to four transit vehicles and a portable electric vehicle charging solution for Handitran. The solicitation seeks a towable trailer-mounted, DOT-compliant DC fast charger utilizing the Combined Charging System 1 (CCS1) standard. The charger must be capable of charging the proposed EV bus from 20% to 80% battery capacity in 60 minutes with a minimum continuous output of 150 kW. The portable charger may be powered through external utility connection, integrated battery energy storage system, or onboard generator, with the vendor responsible for clearly documenting the proposed power architecture, energy capacity, runtime requirements, and any operational constraints. The charger shall operate on 480V, 3-phase, 60 Hz grid connection with vendor-provided transformation equipment if deviations are proposed. The City of Arlington exclusively uses Euna Procurement for solicitation notification and dissemination, and late proposals will not be accepted.
The specifications require the portable charger to meet stringent environmental, safety, and compliance standards including an operating temperature range of -10°C to +50°C, minimum IP65 durability rating, and NEMA 4 weather rating with NEMA 4X preferred. The charger must include a minimum 25-foot CCS1 cable with retractable management system, comprehensive electrical protections, and liquid-cooled cable for systems exceeding 250 kW. UL 2202 and UL 2252 certifications, SAE standard compatibility, NEC Article 625 compliance, and Buy America certification under 49 CFR Part 661 are mandatory. The vendor must support ISO15118 and OCPP 2.0.1 communication protocols with remote monitoring and diagnostics capabilities. The vendor is required to provide comprehensive training to city staff on daily, monthly, and quarterly maintenance and performance checks, with warranty coverage for material and workmanship defects and component replacement or repair for at least two years, with response time not exceeding 1-2 days for service issues.
