The solicitation seeks up to four (4) electric transit vehicles and a portable electric vehicle charging solution. The vehicles must meet comprehensive specifications for continuous urban paratransit service, including frequent stops, extended idle periods, and passenger loading and unloading with mobility device accommodations. Key requirements include ADA compliance per 49 CFR Part 38, a minimum usable range of 120 miles under fully loaded conditions with HVAC operating, lithium-ion battery systems with a minimum 8-year warranty including 70-80% capacity retention, compatibility with SAE J1772 CCS1 charging standards, and maximum charging time not exceeding three hours. The vehicles must accommodate a minimum of two wheelchair securement positions, include boarding systems meeting ADA requirements with 600-pound design load capacity, maintain interior temperatures between 68°F and 78°F under full passenger load in ambient temperatures up to 100°F, and incorporate zero tailpipe emissions technology. The City of Arlington requires electronic submission of proposals to the Office of the Procurement Manager and exclusively uses Euna Procurement for notification and dissemination of all solicitations.

The specification document does not address pricing terms, contract duration, set asides, incumbent information, funding sources, or award dates. Vendors must provide operational and diagnostic data compatible with fleet management systems, comprehensive warranties covering vehicle, powertrain, and battery systems, parts availability for a minimum of 5-10 years, and training for operators and maintenance personnel. All vehicles and materials must be new and represent the manufacturer's latest model year, with chassis and drivetrain appropriately sized to support fully loaded vehicle weight without exceeding manufacturer-rated capacities. Pre-delivery inspection and acceptance testing requirements include road tests, lift operation verification, and inspection of all safety systems, with the agency reserving the right to reject vehicles failing to meet specifications.
