About this file
This is an FTA Required Third-Party Contract Clauses document for rolling stock procurement, applicable to Federal Transit Administration (FTA)-funded transit vehicle purchases by state and local agencies. The related procurement opportunity involves the City of Arlington, Texas, which seeks to purchase up to four (4) transit vehicles and a portable electric vehicle (EV) charging solution for Handitran. The document does not specify response deadlines, bid due dates, site visits, or bidders' conferences. No award date, contract term, or renewal options are detailed in the provided materials.
The document establishes comprehensive federal compliance requirements for rolling stock procurements, including Buy America compliance, Federal Motor Vehicle Safety Standards (FMVSS) certification, ADA accessibility standards, and pre-award and post-delivery audit requirements. Contractors must obtain Altoona bus testing reports for new models, provide domestic content certifications, and comply with debarment and suspension requirements. Additional mandatory provisions include civil rights and nondiscrimination compliance, clean air and water standards for contracts exceeding $150,000, lobbying restrictions for contracts over $100,000, and domestic preference for U.S.-produced goods. All applicable federal certifications, including Buy America certifications and FMVSS documentation, must be submitted prior to contract award. The City of Arlington requires electronic submission through the Euna Procurement system and will not accept proposals submitted through alternative means.
