About this file

This Addendum No. 3 is a modification to the contract documents for Thunder Junction Park Phase 2 (#26-299), a construction project for the City of St. George, Utah. The addendum updates bid schedules for landscape construction items including modifications to quantities for Landscape Rockery Wall (230 linear feet), Rockery Slope (635 square feet), and Concrete Retaining Wall (3,200 square feet). Technical specification changes include the requirement for stamped structural design drawings to be submitted as part of design drawing submittals, with all drawings subject to City review and approval prior to glass fiber reinforced concrete (GFRC) installation. Construction drawing adjustments clarify electrical equipment locations, grading, and clearances on sheet C-134, while door hardware notes are updated on sheet A1.01. The addendum addresses frequently asked questions regarding double gate specifications, GFRC quantity calculations for multi-sided wall applications, rope bridge procurement and installation responsibilities, and alternate construction methods to the specified EPS armature and GFRC shell system. Additional clarification is provided on grading quantities referenced in bid items #10, #71, and #101 of the technical specifications. All bidders must acknowledge receipt and acceptance of this addendum by submitting a signed copy with their bid package; bids received without the addendum will be considered informal.

The addendum requires all contractors to provide GFRC installation qualifications demonstrating a minimum of ten years' experience in custom GFRC sculpture and playground feature construction for public playgrounds, with a minimum of ten references and supervision by a Certified Playground Safety Inspector. Pre-approved GFRC installers are identified as CS Stonescape, Dreamweaver Specialties, Inc., and ID Sculpture; contractors proposing non-preapproved installers or alternate construction methods must submit installer qualifications and detailed stamped drawings for City and engineer approval, proceeding at their own risk if pursuing such alternates. The contract includes a ten-year guarantee requiring the contractor to make all necessary repairs or replacements due to defective workmanship or materials within thirty calendar days of receiving notice from the owner. Materials specifications require high sulfate-resistant cement with a minimum of 1 pound per cubic yard of glass fiber reinforcement, waterproof shells with minimum 7000 psi strength, and hand-finished surface textures to emulate geologic compositions using playground-safe siliconized acrylic concrete stains and integral concrete pigments, with final coating of flat impregnator sealant and anti-graffiti coating.

ADDENDUM NO. 3

to the

CONTRACT DOCUMENTS

for

Thunder Junction Park Phase 2 (#26-299)

August Sept 4, 2026

PLANHOLDERS:

This Addendum shall be considered part of the Contract Documents for the above-mentioned project.

The following additions, deletions, modifications, or clarifications shall be made to the appropriate sections of the documents, where provisions of the following supplementary data differ from those of the original documents, this Addendum shall govern and take precedence.

1. CHANGES TO THE CONTRACT DOCUMENTS

a. Bid Schedules:

1. Updated quantities for Landscape Rockery Wall, Rockery Slope, & Concrete

Retaining Wall (Bid Items 16-18).

b. Technical Specifications:

2. 03 49 00 S - Stamped Structural Design Drawings to be included as part of design drawings submittal. Added clarification that all drawings to be reviewed and approved by City prior to GFRC installation.

c. Construction Drawings:

1. C-134 – Adjusted view to show electrical equipment and added grading & clearances callout.

2. A1.01 – Updated door hardware notes.

2. QUESTIONS & RESPONSES

a. Question: There is a double door on A1.01 that is not labeled. Should this be a 103A?

Can you also please provide hardware details?

Answer: There is a double 36" gate along the decorative guardrail (see sheet A4.02).

Contractor to submit shop drawings matching the guardrail styling for approval. Door hardware information is provided in updates to attached sheet A1.01.

b. Question: On sheet A4.02, how is the quantity GFRC on the outside walls on level 02 of the Snowy Mountain Building being accounted for?

Answer: The quantity is accounted for in the outside walls on level 01 per the 1.5 Height

GFRC (15’) on the GFRC legend.

c. Question: How is the quantity of GFRC calculated for walls that are wrapped with GFRC on both sides and on top?

Answer: GFRC measurements are based on the square footage of the wall underneath and would measure the front face height, back face height, and thickness of the wall and times it by length of wall to get the square footage.

d. Question: Is the rope bridge on A3.02 intended to be GC supplied & installed, or will this be procured as part of the playground equipment?

Answer: The rope bridge will be GC supplied & installed and will be paid for under the lump sum of bid item #43 – Snowy Mountain Buildings.

e. Question: Will the City accept RADrock’s typical rebar, metal-lath and sculpted-concrete construction method as an alternate to the specified EPS armature and GFRC shell? If

RADrock’s alternate assembly is acceptable, what engineering calculations, sealed drawings or structural review will be required? Please clarify the allowable attachment methods and structural criteria, particularly for the Snowy Mountain wall and ceiling installations.

Answer: The City will consider alternate construction methods to the specified EPS structural armature and GFRC concrete shell. Contractor shall provide stamped drawings for the proposed assembly, including fastening and anchoring methods for the Snowy Mountain wall and ceiling installations. Proposed alternate assemblies shall comply with the qualification and submittal requirements of Section 03 49 00 S and are subject to review and approval by the City and Engineer. Contractors proposing a GFRC installer that has not been preapproved shall submit installer qualifications for review and approval in accordance with Section 03 49 00 S. A Contractor electing to bid an alternate construction method and/or non-preapproved installer does so at its own risk.

f. Question: Can you provide additional information on grading quantities?

Answer: Approximate estimated quantities from existing to finished grade for are given under Bid Item #10, #71, & #101 in Section 01 29 00 S of the Technical Specifications.

All bidders shall acknowledge receipt and acceptance of this Addendum by submitting this signed

Addendum with the bid package. Bid forms received without this Addendum will be considered informal.
