The procurement is a 100% Small Business Set Aside for simplified acquisition of brand name or equal lighting products, with the government intending to make a single award but reserving the right to multiple awards. Key details include multiple shipments being acceptable (with 4-foot pallet size maximum), a lowest price technically acceptable (LPTA) award determination, and a requirement for precise product specifications if proposing equivalent items.
Specific procurement requirements include various lighting components, with a total quantity of 144 units/kits. The solicitation allows for multiple shipments and partial offers, with quotations due on March 18, 2025, at 10:00 am EST. Vendors must submit pricing using the provided template, with technical acceptability and price being the primary evaluation factors. Question FBI Response / Answer
Can you accept multiple shipments, or does everything need to ship together?
Multiple Shipments are acceptable. Note: Pallet size is a maximum of 4 feet wide.
Concerning the three GE fluorescent tubes: I can quote these, though I could definitely provide a lower price on equivalents from other brands. What is more critical for this bid, the lowest price, matching brand perfectly?
As stated in the solicitation, this is a lowest price, technical acceptable award (LPTA) determination. (FAR 15.101-2) the following apply:
1)Technical Acceptability of product proposed are considered Brand Name listed or Equal. If an “Equal” item is being proposed, the “Equal” specifications MUST be provided. Delivery / Lead Time must be included as part of the Technical Factor and 2)Second most important factor:
Price – Template shall be completed. Price must be complete, fair, and discounted appropriately given the volume of items being procured.
Will there be other locations in the future that will also need the same lightbulb products?
None known at this time.
please confirm the quantities required and that the due date is correct as March 18. 2025.
Quantities are listed on Attachment A - Price Template.
Yes, Due date is unchanged - March 18, 2025.
Line 7 shows a QTY of 144. Is it 3,456 kits (144 x 24 per case) total or 144 kits (6 x 24 per case) total?
The quantity required is 144 units/kits (or 6 x 24per case) total. NOTE:
The manufacturer provides a price per unit/kit even though they created a part number for a case of 24, the price is per unit/kit. Confirm in your response the pricing from the manufacturer is clearly understood.
You will accept a partial offer for the process, like 3 or 4 items, or it’s mandatory made an offer for all products?
As stated in the solicitation, the Government intends to make a single award but reserves the right to make multiple awards if in the best interest of the government.
I am not certain how to handle quoting this when it comes to the uncertainty of tariffs. Can you please provide some guidance?
Unfortunately, the FBI cannot provide any guidance related to tariffs.
