About this file
This document is a Revision #3 Questions and Answers (Q&A) for Request for Quote (RFQ) #15F06725Q0000116 for FBI CJIS Light Bulbs and Drivers. The Q&A addresses two specific inquiries: (1) the requirements for completing the Buy American Act (BAA) certificate, which only needs to be filled out if a foreign end product is being offered, and (2) a clarification about a specific light bulb model (TCP LPLU26A2541K) being described as a "universal" example. The solicitation is a 100% Small Business Set Aside using simplified acquisition procedures, with the government intending to make a single award but reserving the right to make multiple awards if beneficial. Questions were due on 3/10/2025 at 10:00 am EST, and quotations are due on 3/18/2025 at 10:00 am EST, to be submitted to LSPatterson2@fbi.gov and JMelzer@fbi.gov.

Question FBI Response / Answer
How is the BAA (Buy American Act) certificate to be completed?
The BAA certificate only needs to be completed if a foreign end product is being offered. The BAA certificate does not need to be completed if end products are all manufactured in the United States.
On Line 6, TCP LPLU26A2541K does not appear to be BAA or TAA compliant.
This EXAMPLE bulb is universal.
