About this file
This Transportation Design Bulletin 21-05 is issued by Hillsborough County, Florida's Engineering & Operations Department regarding speed hump replacement procedures. The document mandates that speed humps removed during any Hillsborough County Transportation Project must be reinstalled at their exact pre-existing location, with permanent removal or relocation requiring a formal public involvement process outlined in the County's Residential Traffic Calming Handbook. The bulletin applies to county project managers, engineers, transportation maintenance divisions, and construction services managers.
The bulletin stems from Hillsborough County's Residential Traffic Calming program, which allows neighborhoods to petition for speed management measures to reduce cut-through traffic and speeding in residential areas. Any changes to existing speed humps must be approved by the Board of County Commissioners after obtaining neighborhood consensus. The standard speed hump replacement details are provided in the attached Index SSH-001 technical drawing, which specifies precise placement, dimensions, and installation requirements. The bulletin becomes effective immediately, with a contact email (PW-Standards_Inquiry) provided for any questions or comments, and it is digitally signed and approved by the County Engineer and Technical Services Division Director.
