Construct an AFMOA/ Medical War Reserve Material Industrial Operation (AFMOA/SGALW) Consolidated Storage and Distribution Center fac with a total of 95,000 sq ft (15,000 sq/ft admin space w/80,000 sq ft high bay warehouse) on JB CHS proper. Includes pre-engineered metal storage fac w / multiple roll-up doors to accommodate in excess of 40 ft delivery truck during delivery/pick-up, standing stream metal roof, climate controlled enviro, fire suppression system & security alarms throughout. Design & install canopy at the loading dock, provide asphalt paaved driveway & storage area for WRM tactical equipment (generators/ISO shelters/ECUs, vehicles, etc), install retaining wall/fencing & upgrade lighting for 24/7 marshalling capabilities and resource protection. Per AF guidance and the Medical Resource Letter (MRL), the existing GSA leased facility (3120 Ashley Phosphate Rd N Charl) is inadequate to accommodate assigned WRM assemblages, tactical assets for outside storage and administrative space for CSDC leadership, procurement, technicians and biomedical equipment repair work center. Additionally, the current facility is located off-base which creates a critical LIMFAC w/access to installation to deploy WRM assets during increased FPCON

One of the three warehouses (far right red block on figure) is located on an IRP site, Landfill No. 4 (SWMU 69), and there are eight monitoring wells either under the proposed warehouse footprint or adjacent to the warehouse. I thought I had previously discussed this with Bill Werrell, but guess the plan is to move forward anyway. SWMU 69 site is going to be included in the FY13 Performance-Based Remediation contract, which is to be awarded in June 2013, and the contractors are supposed to perform a cost-benefit analysis to tell the AF if it is cheaper to dig up the landfill and haul it away, or monitor the groundwater forever. A revised site plan needs to be developed to avoid impact to this area.
A land disturbance permit will be required.
