GENERAL

This Performance Specification (PS) specifies the installation and quality of audio-video conferencing systems.

Note: A typical audio-video conferencing system consists of a network of audio inputs, video inputs, selectable controls, and displays that are linked together to provide video and audio conferencing abilities to remote rooms and sites. Real property, including raceway, cable tray, junction boxes, etc. are addressed in their respective UFGS sections and not included in this specification.

2.1 DESCRIPTION & MATERIALS

2.1.1 General

A. System and materials used must be UL listed and labeled, and be suitable for the environment in which they are installed.

B. Audio-Video Conferencing System must be non-proprietary. Coordinate component features to form an integrated system. Match components and interconnections for optimum performance of specified functions.

C. Audio-Video Conferencing System Equipment must be located in concealed locations within [A/V closet/room] [ventilated lower cabinet space], coordinated with Owner. Provide all necessary mounting brackets for complete installation according to manufacturer requirements.

D. Provide dedicated PC or control system, located within conference room, to control audio-video conferencing system.

E. Utilize the most current approved version of Windows operating systems at the time of initial testing or as specifically approved for workstations and servers. Entire network must be supervised, monitored, patched, maintained, and life-cycled. Coordinate with Government to establish a plan of action for approval and dissemination of required Information Assurance Vulnerability Alert (IAVA) patches as well as software and security updates. Locate server in computer room (room code CMP01).

F. Disable any unused communications ports and protocols such that they can be reactivated by the government at a later date. Where Bluetooth functions are available, disable the Bluetooth functionality on delivery. The Bluetooth functionality must be able to be turned on after installation and review with the Cybersecurity Representative.

G. Coordinate flat panel display and projector inputs with all components of audio-video conferencing system for compatibility.

H. Audio-Video Conferencing System must provide audible coverage of entire conference room space.

Provide quantity of speakers for full coverage.

I. Refer to floor plans for additional clarifications of equipment locations, Network data requirements, and power requirements.

J. Provide surge protection for Audio-Video Conferencing System components.

K. Provide cabling and other appurtenances in accordance with the manufacturer’s recommendations.

L. Coordinate with Medical Treatment Facility (MTF) IT department for currently installed servers, switches, PCs and other similar hardware components. Where no manufacturer’s requirements conflict, provide hardware components to be fully compatible with those currently installed in the MTF.

M. System and other appurtenances must not have an anticipated end of system support in the next [18] [___] months. Systems being phased out are not acceptable.

N. Interface with VoIP system.

2.1.2 Audio-Video Conferencing System Software & Controls

A. System must be capable of integrating with online video teleconferencing systems.

B. System must provide controllability of camera selection, camera PTZ control, microphone mute, and speaker volume at single hardware location and within software, refer to plans for locations.

C. System must be capable of being split into multiple individual systems, or operate as one large system, depending on room configuration and separation.

D. Provide with DVR and recording capabilities to reproduce presentations [and video streams].

2.1.3 Audiovisual (AV) Integration

A. Where both AV and Video Teleconferencing (VTC) systems are provided new within the same space, the following equipment must be shared where applicable:

1. Video Camera

2. Display/Television

3. Microphone

4. Pre-amplifier mixer

5. Loudspeakers

6. Audio Amplifier

7. Physical and Software based controllers

8. Dedicated room Computer (PC)

2.1.4 Video Camera

A. Active Pixels: [5 megapixels, 2592(H) by 1944(V)] [3 megapixels, 2048(H) by 1536(V)] [2 megapixels, 1920(H) by 1080(V)] [___].

B. Pan-Tilt-Zoom (PTZ) capabilities with 180 degree panning, accessible from VTC software.

C. 12x optical zoom, accessible from VTC software.

D. Automatic focus.

E. Horizontal field of view [adjustable from 10 degrees to 70 degrees] [of 65 degrees].

F. Output: [HDMI] [HD YPbPr/RGBHV] [SD BNC for Composite Video], compatible with A/V Bridge and all other VTC Equipment.

G. Signal-to-Noise Ratio: Not less than 50 dB.

H. Sensitivity: Camera must provide usable images in low-light conditions, delivering an image at a scene illumination of 50 lux.

I. Sensitivity: Camera must deliver 1-V peak-to-peak video signal at the minimum specified light level.

Illumination for the test must be with lamps rated at approximately 4000-K color temperature, and with camera AGC off.

J. White Balance: Auto-tracing white balance, with manually settable fixed balance option.

2.1.5 Microphone

A. Type: Dynamic, with [cardioid] [omnidirectional] polar characteristic.

B. Impedance: [500] [250] ohms.

C. Frequency Response: Uniform, 50 to 15,000 Hz.

D. Sensitivity: Minus 70 dBFS.

E. Output Level: Minus 58 dBFS, minimum.

F. Cable: Braided shield cable with [Amphenol] [Neutrik] XLR connectors. Coordinate impedance with microphone impedance.

G. Mounting: [Desk stand] [Ceiling-mounted]

2.1.6 Preamplifier mixer

A. Preamplifier mixer must be coordinated with microphones and Audiovisual Bridge for compatibility of all inputs, outputs, and components.

B. Preamplifier must be [separately mounted from] [integral to] power amplifier.

C. Output Power: Plus 4 dB above 1 mW at matched power-amplifier load.

D. Total Harmonic Distortion: Less than 1 percent.

E. Frequency Response: Within plus or minus 2 dB from 20 to 20,000 Hz.

F. Input Jacks: Minimum of three. Two matched for low-impedance microphone and one USB port.

G. Minimum Noise Level: Minus 55 dB below rated output.

H. Controls: On-off, input levels, and master gain.

2.1.7 Loudspeakers

A. Cone-Type:

1. Minimum Axial Sensitivity: 91 dBm.

2. Frequency Response: Within plus or minus 3 dBm from 50 to 15,000 Hz.

3. Size: 8 inches with 1-inch voice coil and minimum 5-oz. ceramic magnet.

4. Minimum Dispersion Angle: 100 degrees.

5. Rated Output Level: 10 W.

6. Matching Transformer: Full-power rated with four taps. Maximum insertion loss of 0.5 dBm.

7. Surface-Mounting Units: Ceiling or Wall mounting, as indicated, in steel back boxes, acoustically dampened.

Front face of at least 0.0478-inch steel and whole assembly rust proofed and shop primed for field painting.

8. Flush-Ceiling-Mounting Units: In steel back boxes, acoustically dampened. Metal ceiling grille with [white] [___] baked enamel.

B. High Performance Coaxial Type:

1. Minimum Axial Sensitivity: 99 dBm.

2. Frequency Response: Within plus or minus 5 dBm from 55 to 15,000 Hz.

3. Size: Maximum [20” H x 15” W x 15” D] [___] enclosure, 12 inches with 1-inch titanium diaphragm compression driver.

4. Minimum Dispersion Angle: 90 degree (conical).

5. Rated Output Level: 250 W.

6. Matching Transformer: Full-power rated with four taps. Maximum insertion loss of 0.5 dBm.

7. Surface-Mounting Units: Wall or Pendant mounting with integral bracket, as indicated, in [steel] [wood] enclosure with [steel] [___] grille, acoustically dampened. Front face of at least 0.0478-inch steel and whole assembly rust proofed and [shop primed for field painting] [white finish] [black finish].

C. Provide documentation for each portable radio device which can be stored and accessed.

2.1.8 Audio Amplifier

A. Audio amplifier must be coordinated with loudspeakers and Audiovisual Bridge for compatibility.

B. Mounting: [Console] [Rack].

C. Output Power: 70-V balanced line. 100 percent of the sum of wattage settings of connected speakers, plus a [10 percent] [15 percent] [25 percent] allowance for future speakers.

D. Total Harmonic Distortion: Less than 3 percent at rated power output from 50 to 12,000 Hz.

E. Minimum Signal-to-Noise Ratio: 80 dB, at rated output.

F. Frequency Response: Within plus or minus 3 dBm from 20 to 12,000 Hz.

G. Output Regulation: Less than 2 dBm from full to no load.

H. Controls: On-off, input levels, and low-cut filter.

I. Input Sensitivity: Matched to preamplifier and to provide full-rated output with sound-pressure level of less than 10 dynes/sq. cm impinging on speaker microphone.

2.1.9 Audiovisual Bridge

A. Audiovisual Bridge provides interface connections between input devices (Video Cameras and

Microphones) and output devices (PC with VTC software, Network device with VTC software, other hardware device with VTC software, Display/Television, Audio Amplifiers, and Loudspeakers).

B. Audiovisual Bridge must provide the following inputs:

1. Video Input

a) HDMI

b) HD YPbPr/RGBHV

c) SD BNC for Composite Video

2. Audio Input

a) Line-In XLR-F, 50 ohm stereo, balanced inputs +4dBu

b) Line-In RCA-F 10k ohm stereo, unbalanced inputs -10dBV

C. Audiovisual Bridge must provide the following outputs:

1. Ethernet Network Port on RJ-45 connector

2. USB 2.0

3. RS-232 communication port on an RJ-45 connector

3.1 SUBMITTALS

3.1.1 Submittals required for government review

A. Submittal requirements are outlined in [Division 01] [PWS SOW] [___].

B. [Submit the following for government review in addition to the submittal requirements in the [PWS

SOW] [Division 1] [___].

C. [Product Literature that includes manufacturers’ installation instructions, sizing, options, utility requirements and accessories being provided.] D. [Warranty information.] E. 3.2 PERFORMANCE VERIFICATION AND ACCEPTANCE TESTING

Install Audio-Video Conferencing systems in accordance with manufacturer’s instructions. Demonstrate system is in operating condition in accordance with manufacturers’ specifications, and meets performance requirements stated in referenced criteria.

Perform final verification and acceptance testing after facility construction is complete. If portions of the system were tested before final construction completion, retest system communications and functionality after completion of facility construction.

3.2.1 Qualifications of Company, Lead Installers, and Inspectors A. Company specializing in installing the products specified in this section with minimum 5 years of documented experience.

B. Provide written Specification Compliance Document that the system and products submitted meet or exceed all requirements stated in this specification and referenced criteria as installed or that declares any omissions to the specification and referenced criteria compliance.

3.2.2 Inspections and Tests to be Performed

A. Demonstrate functionality of interfaces to other systems and networks required.

B. Demonstrate implementation of cyber-security controls in accordance with DoDI 8510.

3.3 WARRANTY

3.3.1 Minimum Requirements

A. Warranty requirements are outlined in [Division 01] [PWS SOW] [___].

3.4 OPERATIONS AND MAINTENANCE (O & M)

3.4.1 Provide the following to the final owner

A. Provide O & M data for all FFE-LVS as outlined in [Division 01] [PWS SOW] [___].

B. Provide testing, certification and documentation 30 days prior to training sessions.

C. Train designated staff in the operation and maintenance of the provided system. Provide two training sessions for system users and two training sessions for maintenance personnel scheduled to accommodate shift work. [Eleven months after the system is installed, provide a refresher course for each group of trainees.] Provide video of the training with the O & M data.
