About this file

This is a Small Business Enterprise (SBE) Subcontractor Intent Form issued by the City of Dallas Business Enterprise Hub (BEH) for documenting subcontracting participation in local contract opportunities. The form is used to formalize the relationship between a prime vendor and an SBE subcontractor for specific projects and services. The document requires identification of the project name, solicitation number, prime vendor, and SBE subcontractor, along with detailed information about the goods, services, or work elements to be provided. The SBE vendor must be certified under one of several recognized certification agencies, including the DFW Business Council, North Central Texas Regional Certification Agency, or Women's Business Council Southwest, with current certification maintained throughout the entire contract duration. The form establishes that subcontractors must perform work within their certified NAICS codes and meet commercially useful function (CUF) requirements using their own workforce and supervision.

The form requires disclosure of the prime vendor's total contract amount, the contract-specific SBE goal percentage established in the solicitation, the SBE vendor's participation amount, and the resulting SBE percentage of the total contract value. Both the prime vendor and SBE subcontractor must sign the form to affirm their commitment to the identified scope of work and compliance with City of Dallas DRIVE policy requirements. Any modifications to the subcontractor's scope, value, or percentage participation necessitate prior BEH approval. The City of Dallas explicitly does not count amounts paid by the prime vendor back to the subcontractor toward SBE participation goals. Failure to maintain current certification or comply with policy requirements may result in removal from the contract or adjustment of SBE participation credit.
