About this file

This is a technical specification document from Bergen County, New Jersey's Department of Public Works, Engineering Department, Traffic Division, detailing equipment specifications for four-phase and eight-phase traffic signal controller packages. The specifications establish minimum acceptable design and operating requirements for solid-state, microprocessor-based traffic signal controllers to be used in traffic signal installations throughout Bergen County. The four-phase controller specifications (Items C-301 & C-303) require controllers capable of semi-actuated and fully actuated operation with concurrent pedestrian timing, while the eight-phase controller specifications (Items C-304, C-305, C-306, C-307) require dual-ring quad left operation with dynamic maximum timing functions. Both specifications mandate compliance with current NEMA Standards (TS 1-1991), ISO 9000 certification from manufacturers, and acceptable controllers are limited to Econolite Cobalt Series Local and ASC/2M-1000 Series Zone Master units. The controllers must feature keyboard-programmable interfaces with LCD displays, digital timing modules, battery backup systems retaining memory for a minimum of 30 days without AC power, and complete cabinet assemblies including load switches, conflict monitors, loop detectors, and auxiliary equipment mounted in aluminum cabinets with bright mill finish.

The specifications require comprehensive cabinet configurations with additional components including thermostatically controlled exhaust fans rated at 100-105 CFM, replaceable filters, load switch bases (eight for four-phase and sixteen for eight-phase configurations), solid-state flashers, conflict monitors (Econolite MMU-1600 Type for four-phase and EBERLE DESIGN INC. EDI SSM-LE for eight-phase), and loop detectors limited to two channels per unit with Reno A&E 1200 Series or 1200 Series listed as acceptable. Eight-phase cabinets must include 18-inch aluminum sub-bases and UPS battery backup capability with Alpha Technologies FXM modules and AlphaCell GXL gel batteries specified. All equipment carries a five-year guarantee from delivery date against defects in workmanship or materials, and manufacturers must provide three sets of complete schematics, maintenance manuals, and reproducible wiring diagrams within five days of installation completion. The specifications prohibit printed circuit boards, "black box" control configurations, and dipswitches for programming, requiring all functions to be keyboard-programmable with menu-driven interfaces. All internal wiring must utilize digital timing based on line frequency, and controllers must be capable of omitting phases, supporting multiple preemption capabilities, and initializing to Main Street Green unless otherwise specified in the contract.
