About this file
This document contains clarification questions and responses related to a solicitation for the Navajo-Gallup Water Supply Project Navajo Code Talkers Sublateral Reaches 12.1 & 12.2. The solicitation is seeking construction services for pipeline installation along Reaches 12.1 and 12.2 of the Navajo Code Talkers Sublateral. The responses clarify that the schedule in the solicitation represents the baseline costs for materials that could be subject to economic price adjustments under the contract. They also confirm that fiber optic conduit is to be pulled into the pipeline following horizontal directional drilling but that the fiber optic cable itself will not be installed until afterwards to reduce the risk of damage. The Department of the Interior Bureau of Reclamation is the contracting agency.

140R4021R0009 Clarification Questions (Round #5)
1. Section I, I.7 52.216-4 Economic Price Adjustment – Labor and Material, paragraph (a) notes “The Contractor shall notify the Contracting Officer, at any time during contract performance, the rate of pay for labor (including fringe benefits) or the unit prices for material shown in the Schedule either increase or decrease”. In Section L.15 WBR 1452.215-81 Proposal Instructions, Section (m) Volume II, (n) Master Plan 6: Cost/Price, Pricing Proposal, section 4), includes item 8 (page 93 of 101 in RFP) – Unit Price and Basis of Estimate for items that would apply to the Economic Pricing Adjustment (EPA) Clause, to include the breakdown of the schedule B CLIN (e.g., price per linear foot of pipe raw material). Is item 8 as referenced in 1452.215-81 the “Schedule” (emphasis added) referenced in I.7 52.216-4?
Reclamation Response: The schedule is a general reference to schedule B CLINs/items (price schedule) that are also present in FAR Clause 52.216-4. If the material is used in a schedule B CLIN it could be considered under EPA for an adjustment if it met the stipulations in the clause for adjustment. See general list from FAR 52.216-4 from the solicitation below;
1) Concrete
2) Steel
3) Lumber
4) PVC pipe (including HDPE products)
5) Ductile Iron Pipe (DIP).
2. Are the unit costs for materials, turned in as Item 8 in the Cost/Pricing proposal submission, the baseline to be used for determining the EPA in the contract? For clarity, are the material costs that are used to generate the unit prices in schedule B CLIN’s/items the baseline for future EPA?
Reclamation Response: Yes, your proposal price is the baseline. Generally, it is referenced to whatever indices are used to determine the price and see what the index base price was on that date/time period. The calculation is then determined from there. The final details are usually agreed to directly prior to award.
3. Amendment 8, Question 30, the answer states: 2” conduit for fiber optic cable is to be pulled following the HDD installation. This may be a typo and the word should be “with” instead of “following”. If the GOV intends for the 2” conduit to follow the HDD installation, it will mean the work will require a second HDD for the 2” conduit. Please confirm the GOV intentions for this 2” conduit.
Reclamation Response: Fiber optic conduit shall be pulled with the HDD pipe, with a pull-string or other method employed to facilitate installation of the fiber optic cable afterwards. The fiber optic cable shall not be installed during the HDD installation, due to the higher possibility of damage.
