140R4021R0009 – Q&A Responses Round #3 - 11 August 2021
140R4021R0009 Clarification Questions (Round #3)
1. Spec 33 12 10, 2.02, C, 20, 2 call for “Class 250B valves: Flanges suitable for connection to AWWA Class F flanges or ANSI Class 300 flanges.” While sheet 60157, tables show 250B Valves w/ Class E flanges. Please clarify, will 250B valves require Class E or F flanges?
Reclamation Response: Class F. Drawing 1695-D-60157 has been revised accordingly. Specification Section 33 12 10 has been revised to clarify that flange requirements for the adjacent pipe are to match flange size and drilling of valve flanges. Revised drawing and specification are included in Amendment 0007.
2. Specifications, 33 16 51-7, Please confirm the steel diaphragm for a D110 Type III tank may be uncoated and a minimum thickness of 26 gauge as allowed in AWWA D110-13 Section 2.5.1.3. Steel-sheet Diaphragms, Page 10.
Reclamation Revised Response: Revision to Comment #11 of Amendment 0006 Question #32. Specifications Section 33 16 51, Part 2.01.A.5 has been revised to allow for the use of a 26-gauge steel diaphragm. Steel diaphragm for the tank shall be galvanized in accordance with Specifications Section 33 16 51, Part 2.01.A.5. Revised specification is included in Amendment 0007.
3. Contract Drawings, Sheet 1695-D-60162, Please note drawing 60162 shows a 20” overflow pipe size and drawing 60187 details a 24” overflow pipe. Please confirm if the tank manufacturer may determine the minimum pipe size based on the overflow rate. Or please confirm the tank overflow pipe size.
Reclamation Response: The overflow pipe diameter for the Black Hat Tank is 24‑inches. Overflow pipe diameter has been set by Reclamation. Drawing 1695-D-60162 has been revised to indicate a 24-inch diameter overflow pipe and is included in Amendment 0007.
4. Geotechnical Report. Our records indicate one 1.50 MG tank with 95’-0” ID x 33’-0” SWD and an assumed footing of 4’-6” wide x 1’-3” deep and 5” floor with no assumed backfill. The contact pressures for under the floor are 2.13 ksf and under the footing is 2.25 ksf. Please inform the Geotechnical Engineer of these loads and provide total and differential settlements for each tank.
Reclamation Response: Geotechnical investigations have been provided. Contractor is responsible for design of tank meeting requirements of specifications and drawings.
5. Geotechnical Report. Please confirm PVR (Potential Vertical Rise), if any is present, will be less than an inch in accordance with ACI 372R-13 Appendix A.
Reclamation Response: Geotechnical investigations have been provided. Contractor is responsible for design of tank meeting requirements of specifications and drawings.
6. Geotechnical Report. Please confirm that the tank floor does not need to be designed for hydrostatic uplift.
Reclamation Response: Geotechnical investigations have been provided. Contractor is responsible for design of tank meeting requirements of specifications and drawings.
7. The Air Valve in the Black Hat Tank Storage area has an unaccounted Air Valve, what class should the Air Valve in the Blank Hat Tank Storage Yard be?
Reclamation Response: The air valve at the Black Hat Storage Tank (shown on Drawings 1695-D-60179 and 1695-D-60183) is covered under specification Section 35 22 15. Specification Section 35 22 15, 2.01 E. 13 states the cold-water pressure rating shall be a minimum of 300 psi.
8. DWG 1695-D-60148 shows the detail of an Air Valve vault being placed upon a thrust block. Please provided detail for an Air valve vault placement on a miter bend if HDPE is used?
Reclamation Response: Designs shown on pipeline drawings are for steel line pipe; see Specification 33 11 18, RSN 33 11 18-2, 4. for requirements using alternative design from steel line pipe material shown on drawings.
9. DWG 1695-D-60154 shows CLSM going to 1' above pipe OD under Road Sections in contrast to the trench details called out in DWG 1695-D-60127. Is there a maximum allowable height for the CLSM within the trench differing from what is shown in DWG 1695-D-60127?
Reclamation Response: CLSM is not specified for backfill material in pipe trench, except for 1-inch of CLSM above pipe OD under Road Crossings as shown on Drawing 1695-D-60154.
10. On sheet 1695-D-60160 the Tank Data table states the height of the tank is 32’. While on sheet 1695-D-60185 the drawing shows the tank being 33’ in height. Which height is correct for the tank?
Reclamation Response: Tank height is to be 33feet. Drawings 1695-D-60160 and 1695-D-60162 have been revised to show tank height as 33-feet. Revised drawing 1695-D-60160 and 1695-D-60162 have been provided in Amendment 0007
11. 10 14 00 - Spec section 10 14 00 references P&IDs. Are all valves and equipment on P&IDs supposed to have signage? Please provide a schedule for signage.
Reclamation Response: Yes, all valves and equipment on P&IDs are to have signage as stated in Section 10 14 00. Per 10 14 00, 1.03, B, 2, Submit list of required signs.
12. The instructions to offerors in Master Plan 2 states the following:
Relevant experience of the entity that is performing as the principal builder; Relevancy can be defined as 60% under or up to 100% over for total dollar value of the project, and Inside Diameter (ID) of pipeline [18” to 48” ID with same materials, 18” to 48” ID with different materials, and pipe less than 18” ID with varying materials] is relevant to the list above.
What are we to use for the base line of project value to calculate the under and over percentages of a project put forth in this Plan? Are we to use the $25-100 Mil range listed on the SF1442 or the minimum single project bonding capability number of $60 Mil?
Does the over and under percentages listed in this statement apply to the pipe ID as well as the dollar value?
Reclamation Response: (60% under-100% over) It would be based off your estimated proposal amount not the range listed on the SF1442. No, the pipe is as listed in the paragraph you referenced, from 18- to 48-inches of similar materials. The over and under percentages are only for the dollar value.
13. Spec 33 12 10, 2.02, G, a: Specifies Class 150 Ball Valves w/ Class D flanges, and Class 300 Ball valves w/ Class F flanges. For Assemblies between 350 to 575 Ft head, could these flanges be Class 250 Ball Valve w/ Class E Flanges?
Reclamation Response: No. Assemblies are to follow specification 33 12 10, 2.02 F. 3. A. 1) and 2).
14. Section 31 23 39- Can the contractor expect disposal of excavated material (as directed by CO) placement to be reasonably close to its origin? As in, no truck haul would be required?
Reclamation Response: Waste excavated materials on pipeline are expected to be spread over ROW. See revised specification 31 23 39 provided in Amendment 0007.
15. Spec 33 11 18, 3.02, C, states “Where shown as miter bends on drawings, make changes in alignment and grade with miter bends or submit proposal to COR for approval.” Does this clause mean that All Bends shown that are specifically called “Miter” MUST be STEEL Miter Bends per Dwgs 60147, 60149, 60251, & 60252? OR If HDPE Pipe is used, could these Changes in Grade be made by HDPE MITER Bends rather than Steel?
Reclamation Response: Miter bends within HDPE pipelines must be steel or HDPE fittings see Section 33 11 18 2.02 B. 3. However, minor changes in alignment and grade can be made by bending HDPE pipe using radii up to specified limit.
16. Spec 33 11 18, 2.01, A, 2, e: spec calls for Blue Stripes on HDPE Pressure Pipe. Will Blue Stripes be required on the 24” & 16” DR32.5 Drain Pipe?
Reclamation Response: No. Blue stripes are not required on Black Hat Tank Overflow and Drain Pipe.
17. Reading the CLSM spec, it appears with current temperature restrictions, and the project could go several months without pipe install if CLSM cannot be placed during the winter months. Can the temperature requirement be waived since CLSM is not a structural material?
Reclamation Response: Cold-weather concrete techniques/temperatures for CLSM placement may be considered for winter months. Temperature requirement for CLSM will not be waived. See revised 31 23 70 for cold weather requirements.
18. Instructions to Bidders, page 87 of 101 has sections listed A-J. Was it intended to leave out I in the section numbering?
Reclamation Response: Yes, letter "i" was intentionally left out. Reclamation purposely skipped lower case "i" on page 87 because it gets confused with roman numeral "i". So, A-J is correct.
19. The project is defined as a Firm Fixed Price contract with Pay Items and Quantities established. Will payment and final contract value be demined off of the Final As-Built Quantities or the Bid Quantities?
Reclamation Response: Quantities are estimated quantities that should be approximately close to actuals based on drawing calculations. Payment will be based off survey quantities provided with progress payment applications and the final contract value will be determined based on final approved As-Built Quantities. Changes to quantities from the Bid Quantities require approval and must be submitted by the contractor under the VIEQ clause. See FAR 52.211-16 for instructions on VIEQ (must be a unit of measurement and not lump sum). All lump sum CLINs in schedule B are Firm-Fixed-Price and are not expected to change from bid price, unless a change covered by another clause applies (e.g. differing site conditions, changes clause, EPA, etc.) so review of the specifications for what is included in lump sum items is highly recommended (i.e. mobilization and preparatory work).
20. Where are the Cultural Monitoring Areas Identified as noted in Specification Section 01 57 90 Part 3?
Reclamation Response: Cultural Monitoring Areas will not be provided prior to Award due to security and protection of potential cultural sites. Necessary information will be provided to awardee upon Award.
21. There are Two Pay Items for Cathodic protection on welded & bolted tanks, yet we can only build one? Should this be combined into one bid/pay item vs. separate and be dependent on the means and methods of the contractor? (Pay Item 1-12 & 1-13)
Reclamation Response: Yes. The cathodic protection system is dependent on the means and methods of the Contractor. CLINs specific to cathodic protection were removed from the Price Schedules and included as a cost within appropriate applicable items. See revised specifications 00 00 50, 26 42 10, 26 42 11, and 26 42 12 included in Amendment 0007.
22. How will taxes, both state, local, and Navajo Nation be assessed on the project?
Reclamation Response: Each Contractor must use a tax expert(s) to determine what taxes are to be paid at contract formation. Reclamation cannot assume the role of tax advisor for Contractors. Reclamation will reimburse taxes included in the proposal that were present when the contract was formed. See Preface within the solicitation documents.
23. According to the Pipe Trench Installation & Bedding Tables on Plan Sheet 1695-D-60127, the measurements shown are described as "pipe centerline to trench wall side clearance". Based off of this description, as its interpreted, the 24" pipe would sit directly on the sidewall of the trench with 12" from Centerline to Side wall. Could more clarification or confirmation be provided to these tables? is the intent to measure from the outside of the pipe?
Reclamation Response: The following clarification is offered: Drawing 1695-D-60127 contains two tables showing the distance from spring line edge of pipe to trench wall. Spring line is defined to be a line along the length of the pipe at the maximum width along a horizontal plane. The intent is to specify the distance from the widest outside edge of the pipe to the trench wall.
24. According to Detail 1 on Sheet 1695-D-60157, the concrete pad around the valve box is shown to be 12 Ft x 12 Ft, as well has having a 12 Ft thickness, while the welded rectangular Barrier is shown to have a 4'-4" minimum clearance from the centerline of the valve box. Should the dimensions on the collars be Inches vs. Feet as shown on the plans?
Reclamation Response: See revised drawing 1695-D-60157 with corrected dimensions provided in Amendment 0007.
25. Is there a specified Minimum Bury Depth on the proposed waterline at each Wash Crossing, including HDD crossings? And if so can that information be provided in tabulated Data?
Reclamation Response: Each Wash Crossing and HDD crossing includes a minimum burial depth to either the top of pipe or to the centerline of the pipe. This information will not be provided in tabulated form, as it is included on the drawings as needed.
26. Where can we obtain water from for construction and testing? Can we access it from the currently operational NGWSP facilities? And what is the cost for water?
Reclamation Response: See revised Section 01 51 00, 1.04 included in Amendment 0007. Contractor is responsible for providing water required for construction purposes.
27. What is the minimum bury on the new water pipeline outside of wash crossings?
Reclamation Response: Minimum bury depth is as shown on drawings and in accordance with Drawing 1695-D-60113, Note 4.
28. Is blasting allowed for Pipeline Construction?
Reclamation Response: Blasting is not allowed on the project. See revised Section 01 14 10 included in Amendment 0007.
29. Please provide clarification on where specification section 01 57 50 TREE AND PLANT PROTECTION applies. Is this for the entire ROW or only for Temporary Construction Easements?
Reclamation Response: Tree and Plant Protection applies to the entire ROW.
30. Since this pipeline is for Municipal Water, are there any sterilization/chlorination requirements?
Reclamation Response: Sterilization/chlorination will be performed at a later date before water deliveries to customers. Chlorination is not a requirement of this contract.
31. Will Construction Water be available through the existing 30” pipe at the East End Tie-In point of Reach 12.1?
Reclamation Response: See revised Section 01 51 00, 1.04. These are potential sources; however, Contractor is ultimately responsible for providing water required for construction purposes. Revised specification provided in Amend0007.
32. Due to some of the radii in the HDD’s, using steel pipe might be problematic. Will the Owner Accept HDPE as an alternate where steel is defined as the only choice?
Reclamation Response: No. HDPE pipe has to be upsized to 36-inch OD to achieve an ID similar to steel pipe. The maximum pressure rating for a 36-inch OD HDPE is limited to 200 psi (DR11) or 461.5 ft which falls short of the requirement for 30HDD625 pipe.
33. The plan sheets show ROW going through the washes regardless of open cut or HDD. Are there access restrictions through said washes which are specified to be HDD.
Reclamation Response: No motorized access through HDD washes.
34. On Sheet 1695-D-60121 near station 121410+00, the plan view indicates an intermittent pond. Is this seasonally and if so, what season does the intermittent pond contain water? Please clarify.
Reclamation Response: Ponding can occur in any season after precipitation.
35. Between Stations 122029+70 and 122129+74 the easement is depicted as 60’ ROW. Is it possible to increase the temporary construction access to wider (80’ or 100’) to allow for stockpiling material adjacent to the excavation?
Reclamation Response: No. Construction ROW is as shown on drawings.
36. Can the contractor use all access roads (NDOT and Private Driveways) off of Hwy 264 for construction access?
Reclamation Response: See Section 01 14 10, 1.04 B.
37. Where are contractors permitted to dump the drilling mud from HDDs?
Reclamation Response: It is Contractor's responsibility to provide disposal location, permit status and/or authorization of HDD waste products as specified in RSN 33 05 22-4, Drilling Plan 1. s.)
38. How were bid form quantities for HDD crossings determined? Station footage from alignments does not correspond (i.e bid item 1-33 – Horizontal Directional Drilling – Sta. 121198+77 = 1,060 lf. From alignments drawings, stationing is 121194+20 to 121202+85 equaling 865 lf).
Reclamation Response: Bid quantities for HDD include a sacrificial length as described in Section 33 05 22, 1.01, A., 2., 9), a) & b).
39. Are Temporary Construction Easement Expiration Dates (i.e. sheet 1695-D-60256) called out on alignment drawings still accurate?
Reclamation Response: Drawing 1695-D-60256 was amended in Amendment 0006; all Temporary Construction Easement Expiration Dates on the drawings are still accurate.
40. Will it be acceptable to move the entry and exit (up-station/down-station) locations of HDD’s?
Reclamation Response: Entry and exit locations of HDD installations may be adjusted, provided they are adjusted in accordance with requirements specified, in particular Section 33 05 22, and do not extend beyond Temporary Construction Easement locations identified on the drawings. If locations are moved, submit for approval in accordance with Section 33 05 22.
41. The guard post sheet 40-D-60002, detail 2 refers to sheet 40-D-7022 to see rock weathering classifications. This sheet is not in the drawings; can you please provide this sheet?
Reclamation Response: G2_40-D-7022 and G3_40-D-7023 have been provided in Amendment 0007.
42. In the coating specification section 09 96 20-22, Tabulation No. 06 specifies that all nuts, bolts, washers and anchors must be coated. In the notes of tabulation No. 06, it says that stainless steel does not receive any coating, will stainless steel bolts, nuts, washers and anchors be accepted if they are not coated?
Reclamation Response: Yes. Stainless steel bolts, nuts, washers, and anchors in tabulation No. 06 are acceptable without coatings.
43. Spec Section 31 23 70 (CLSM) Calls for the CLSM to have 20% - 80% Fly Ash. In our experience, Fly Ash is not commonly used in CLSM. Would the Owner accept a cement only CLSM Mix?
Reclamation Response: Reclamation will not accept a cement only CLSM mix. Fly ash is required.
44. Per sheet 1695-D-60127 all soil types are to get CLSM bedding. Specification section 31 3223 22 3.03 A. 1. b. & c. states that CLSM must reach required strength and to not leave more than 100LF of open trench ahead or behind of pipe laying operations. These restrictions will reduce production to around 100LF of pipe per day in order to keep the backfill within the required distance of pipe laying operations. Will a variance to this distance requirement be allowed?
Reclamation Response: No. Other Contractors have not had an issue with laying more than 100 lf per day. Please see Section 31 23 22, 3.03 1. c.
45. Plan Sheet 60152 BLOWOFFS, Note #3 calls for Blowoff Ass’y w. head class 350 to 675 Feet to be rated at 300 psi. Will these Assemblies be required to have Class F Flanges?
Reclamation Response: See Section 33 12 10, 2.02. F.
46. Price Schedule - Reach 12.1 contains a bid price for Precast Manhole Sections (CLIN 1-7). Reach 12.2 does not contain a bid item for Precast Manhole Sections. Does a bid item need to be added to Reach 12.2 or can the Reach 12.1 bid item 1-7 be eliminated and the items will be incidental to other items?
Reclamation Response: Precast Concrete Manholes in Reach 12.1 in CLIN 1-1 - 1-7 include overflow and drain vaults at Black Hat Tank site. All other precast concrete manholes within Reach 12.1 & 12.2 are paid in applicable mechanical equipment associated with it.
47. When the initial archaeological site survey was completed were any sites identified that will require archaeological monitoring? If so, would a map identifying such areas be able to be provided?
Reclamation Response: Yes. Archeological monitoring will be provided in accordance with Section 01 57 90. Cultural Site locations will be provided to successful Contractor after award.
48. If any use areas or borrow areas are intended to be utilized by the contractor that were not previously surveyed will an archaeological survey be required, and will the contractor be responsible for attaining said archaeological survey(s)?
Reclamation Response: Yes, an archeological survey will be required see 01 14 10 for requirements.
49. According to the RFP, the PPQs are to be sent to the Offeror’s references then submitted directly to the BOR. According to the direction on the standard PPQ sheet, the questionnaires are to be submitted back to the Offeror and then they are to be included in the proposal. How would the BOR like the PPQ's submitted, once in the Final Proposal, once by the Offeror’s references, or both?
Reclamation Response: Follow the directions on the PPQ form. The PPQs can either be sent back to the Offeror or directly to BOR. The RFP has been updated to match the directions on the PPQ document provided in Amendment 0007.
Note: Additional drawings included in Amendment 0007: 1695-D-60117, 1695-D-60151, 1695-D-60152, 1695-D-60158
