Amendment 0003

Friant-Kern Canal Middle Reach Capacity Correction Project Phase 1 Offeror’s Questions and Answers

Amendment 0003

Question 1: For the cast-in-place drainage/irrigation RCBs depicted in Detail C-901 (pg GC-

3) and Detail C-916 (pg GC-17): Please advise if a precast option will be considered (contingent, of course, upon a favorable submittal review). Please consider assigning dedicated CLINs to this currently incidental, yet substantial, scope. For the 36” precast manholes (1 EA manhole x 2 EA locations) shown in Detail C-901, please clarify the connection at the top of the RCB. (Will these manholes always be partially full or should a blind flanged outlet be embedded in the top of the RCB?) In order to provide a quality proposal we respectfully request a four week time extension.

Response 1: Precast options for the drainage culverts/siphons in Details C-901 and C-916 will be considered. Contingent on the submittal review process. Precast manufacturer will be required to submit detailed design of precast products per Section 33 05 16 for approval.

Furthermore, GS sheets shall be referred to for general requirements for structural concrete, reinforcement and concrete clear cover.

No new CLINs will be added to the Contract at this time.

The culverts and manholes are anticipated to always be partially full, similar to the existing culverts below the existing canal. The purpose of these are to continue to pass drainage at existing low points and prevent ponding/flooding at grade. Blind flange outlet is not necessary. Joint between RCB and Manhole Section may be interlocking type with o-ring gasket material per Section 33 05 16.

Amendment 0002 revised the date and time for receipt of offers to July 2, 2021 at 1:00 p.m.

Question 2: In reviewing the AutoCad files provided for the earthwork on the Friant-Kern Canal Middle reach, it appears the design was not included with the files. Was the design file omitted from the files provided? Is the design provided in a layer of the one of the drawings?

If the design file was not provided, can the design file be provided? Because the earthwork is a major component of this project and adequate earthwork data is critical to the pricing of this work, we request a minimum of a two week postponement to the current bid date of June 17, 2021. This postponement will provide time to either receive more data from the designers or determine an adequate method of determining the earthwork quantities.

Response 2: Design data is included in the drawings (Attachement 13 parts 1 thru 5) of the solicitation and the alignment files FKC_ALGN_PHASE-1.dwg and FKC_LOW_PHASE-1.dwg available as noted in Section C - Specifications/Appendices, Section 01 10 00 SUMMARY OF WORK Subpart 1.7 A. Amendment 0002 revised the date and time for receipt of offers to July 2, 2021 at 1:00 p.m.

Question 3: Please confirm the number of calendar days for Government acceptance of the offers after the proposal due date. Form SF 1442 states 90 days whereas WBR 1452.215-81, Part D (page L-10) states 180 days

Response 3: The number of calendar day for the Government acceptance is 90 days. Please see revised Section L Amendment No. 0003.

Question 4: Section J – Attachment No. 4 requires information of the Offeror on existing commitments and equipment and personnel. WBR 1452.215-81, Part D (page L-10) does not include this information as a requirement for either the Volume I – Business Proposal or Volume II – Technical Proposal. Please confirm which volume this information should be submitted with.

Response 4: Section J – Attachment No. 4 will be included in Volume I – Business proposal.

Please see revised Section L Amendment No. 0003.

Question 5: WBR 1452.215-82, Factor 1A does not list “activity identification (IDs)” as necessary information in the schedule format, but Factor 1B requires the narrative to “b) reference the schedule’s activity identification (IDs)…”. Please confirm activity identification (IDs) are to be included in Factor 1A.

Response 5: Section L, pages L-14 and L-15 - Yes, for the narrative to a) correlate with and support the schedule as required in Factor 1B; activity identification (IDs) shall be used under Factor 1A.

Question 6: WBR 1452.215-82, Factor 1B, Notes states that one page is equivalent to one side of a double-sided 8.5x11 piece of paper. Please allow at least one sheet of the 25 page limit to be an 11x17 paper size. Alternatively, please allow an 11x17 paper size so long as one sheet of that size counts as two pages toward the 25 page limit.

Response 6: Section L, Page L-15 Note iii - One page is defined as a single side of an 8 1/2" by 11" paper in this note. A single side of an 11" x 17" paper is twice the size of the "one page" definition and will therefore be counted as two pages as it relates to this requirement.

Question 7: Section J Attachment 5 – Offeror Past Performance Information Worksheet requires information on “…no more than three (3) contracts performed within the last three

(3) years.” We request that this requirement be changed to the last six (6) years as three (3) years is a very narrow window.

Response 7: Section J, Attachment 5, Note 2 was revised in Amendment 0002 to state:

Offerors shall use this format to provide no more than three (3) contracts performed within the last fifteen (15) years.

Question 8: WBR 1452.215-81, Volume II – Technical Proposal Contents (page L-11) requires as part of Factor 2A the Offeror Past Performance Information Worksheet which requires information on “…no more than three (3) contracts performed within the last three

(3) years.” Factor 2A also requires an accompanying narrative not exceeding three (3) pages for each project, which means the narrative for Factor 2A cannot be more than nine

(9) total pages. WBR 1452.215-82, Factor 2A also requires information on Environmental Past Performance. Under this requirement, it requires “…a description of no more than 3 projects completed within the last 15 years that demonstrate similarity to this solicitation”.

Please clarify if these environmental past performance projects are intended to be the same three projects provided in the Offeror Past Performance Information Worksheet and the descriptions thereof are to be included in the nine (9) page limitation referenced above, or if these environmental past performance projects are to be listed separately. If the former, please reconcile the three (3) year requirements versus fifteen (15) year requirements noted in the RFP. If the latter, please clarify where in the technical proposal this information is to be provided.

Response 8: Section J, Attachment 5, Note2 was revised in Amendment 0002 to state:

Offerors shall use this format to provide no more than three (3) contracts performed within the last fifteen (15) years. The environmental past performance projects may be the same or different projects and shall be included on a separate spreadsheet.

Question 9: Due to the complexity of this project and the requirement to submit a detailed technical proposal with schedule, we request that the due date for responses to this RFP be extended by 2 weeks.

Response 9: Amendment 0002 revised the date and time for receipt of offers to July 2, 2021 at 1:00 p.m.

Question 10: Section J, Attachment No. 1 includes the General Decision Number CA20210009, which is a Residential wage determination. In many cases this determination appears to include wages that are too low for the level of skill required by the contract.

Shouldn’t the Commercial Building, Highway, Heavy Construction and Dredging Projects wage determination be used in lieu of Residential?

Response 10: Wage Determine was updated under amendment 0002.

Question 11: WBR 1452.225-82, Factor 1B, Part 1. States “Extent the offeror’s narrative provides the required information listed in Section L, Factor 2.” Please confirm this should read “…Section L, Factor 1B”.

Response 11: Section M Factor 1B-Narrative of Construction Sequence, part 1 is revised per the attachment.

Question 12: Specification Section 01 14 00, Paragraph 1.10 C.6.c. references Detail C-916 on DWG GC05. No detail exists on that drawing. Please confirm the correct DWG number is

GC-17.

Response 12: Section C 01 14 00 - 1.10.C.6.c revised to reference DWG number GC-17.

Question 13: Specification Section 01 14 00, Paragraph 1.10 C.6.c. references four drainage culverts subject to a canal outage. Detail C-916 on GC-17 includes a table that lists six drainage culverts. Please clarify the correct number and stationing of these drainage culverts.

Response 13: Section 01 14 00 - 1.10.C.6.c inadvertently left out the culverts at Sta 5577+16 and 5648+30. These two should be listed under this section as well. The correct number of C-916 culverts is 6 as shown in the Detail C-916.

Question 15: Reference Specification Section 01 14 00, Paragraph 1.10 C.5.c. Please clarify what is meant by the statement “During construction the GOVERNMENT will adjust water deliveries from the FKC to Deer Creek from April to July if required to coordinate with construction activities.”

Response 15: As indicated in the table under Paragraph 1.10 C.5.c, water supplies are typically made to Deer Creek from January through November. During construction the delivery period to Deer Creek can be limited to the time period of April to July if it's needed by the Contractor's schedule of work that would be impacted by water in Deer Creek.

Question 15: Drawing GC-8, Note J. states that the replacement canal O&M road is 12-ft wide.

Drawing GC-15 Note D indicates a 16-ft replacement road is required. Please clarify.

Response 15: Paved replacement road along existing canal shall be 12-ft wide as shown on GC-8 (Keynote J). GC-15 shall be revised to show as 12-ft not 16-ft.

Question 16: Drawing GC-3, Detail C-901 shows the irrigation and drainage siphon extension. Please clarify if these extensions can be precast concrete.

Response 16: Precast options for the drainage culverts/siphons in Details C-901 and C-916 will be considered. Contingent on the submittal review process. Precast manufacturer will be required to submit detailed design of precast products per Section 33 05 16 for approval.

Furthermore, GS sheets shall be referred to for general requirements for structural concrete, reinforcement and concrete clear cover.

Question 17: Drawing C-22, Notes D and G require backfill of several existing reservoirs.

Please confirm if this backfill will be measured for payment under the CLIN Item 12.

Response 17: Yes, the backfill is measured by the CY and paid for under this item. All work associated with reservoir removal, disposal, and backfill shown on C-22 and C-23 will be measured for payment under CLIN 12. This additional embankment fill for the reservoirs in CLIN 12 is calculated to be 58,000 cubic-yards (neatline volume) of material that was not included in the CLIN 12 embankment volume. CLIN 12 quantity shall be revised from 195,300 cubic-yards to 253,300 cubic-yards. Additionally, the work area to fill the Tea Pot Dome Basin has been revised from a Temporary Construction Easement to a Permit to Enter to allow access during construction. Refer to modifications of Drawings C-22, C-23, and C-703 for further clarifications related to this basin fill..

Question 18: Drawing GC-16 – Please confirm the TBID Recharge West Berm will be measured and paid for under CLIN 14.

Response 18: The TBID Recharge West Berm work shown on GC-16 will be measured and paid for under CLIN 14. These are items associated with the canal excavation and embankment as defined under Section 01 29 00 - 1.13.B. The TBID Recharge West Berm material shown on Drawing GC-16 was inadvertently left out of the CLIN 14 embankment volume. This additional embankment fill for the TBID recharge basin in CLIN 14 is calculated to be 22,000 cubic-yards (neatline volume) of material that was not included in the CLIN 14 embankment volume. CLIN 14 quantity shall be revised from 362,400 cubic-yards to 384,400 cubic-yards.

Question 19: Drawing C-22 and C-23 require the reservoir between 5335+00 and 5347+00 to be backfilled to the limits of work. This would result in partial backfill of this reservoir.

Please clarify if that is the intent, or if the entire reservoir needs to be backfilled.

Response 19: Yes, it is the intent to partially fill this reservoir. See additional information in response to response # 17 above as described below: C-22 and C-23: Added Keynotes referring to Drawing C-703 for typical reservoir backfill cross sections. C-703: 1. Section at STA 5340+00 - Revised section to show reservoir fill on canal left. 2. Section at STA 5328+00 - Revised section to show reservoir fill on canal left.

Question 20: Drawing C-506 indicates the vault at the end of the TBID-DCTRA Pits turnout is to be per detail C-914. However, that detail does not appear to be the correct detail for this vault. Please clarify if the correct detail for this vault is C-908 on Drawing No. GC-4.

Response 20: Correct detail callout on C-506 should be C-908 rather than C-914.

Question 21: Drawing C-100 shows the wasteway piping to be 72” diameter. Drawing C-508 shows this same piping to be 60” diameter. Please clarify.

Response 21: Drawing C-100: Revised pipe tag callout to say "60" rather than "72".

Question 22: Please refer to Contract Drawing CD-2. If available, please provide as-built drawings for the turnouts that are to be demolished that show reinforcing.

Response 22: As built drawings for these turnout structures are not available.

Question 23: Please refer to the following drawings and details: GC-17, page 29 detail C-916;

GC-3, page 16 detail C-901. Details are not shown for the lengths of box sections that can be cast. What is the maximum length of box sections permissible? Details are not shown for the joints required to connect each section of box. What is the joint detail to be used for the box joints?

Response 23: Drawing GC-3 and GC-17: See revisions to Details C-916 and C-901. Joint detail and maximum length between joints have been added.

Question 24: Please refer to the following drawings and details: GC-17, page 29 detail C-916;

GC-3, page 16 detail C-901. Details are not shown for the lengths of box sections that can be cast. What is the maximum length of box sections permissible? Details are not shown for the joints required to connect each section of box. What is the joint detail to be used for the box joints?

Response 24: Drawing GC-3 and GC-17: See revisions to Details C-916 and C-901. Joint detail and maximum length between joints have been added.

Question 25: The AutoCAD files provided do not have the design information, but only topographical data. In order to determine mass excavation, embankment, structural excavation and structural backfill quantities we need the AutoCAD design line work for the canal and structures (such as siphons, Deer Creek, turnouts and pump stations). Request additional information showing details on the concrete liner at the tie-ins. With the bid date fast approaching and the anticipated forthcoming addenda not out yet, we are requesting a 4-week time extension for this project, so that there is adequate time to address these issues and submit a complete and competitive bid.

Response 25: New lining to existing lining joint detail added to GC-10 and detail callout added to C-302 and C-304. Amendment 0002 revised the date and time for receipt of offers to July 2, 2021 at 1:00 p.m.

3. The extent the schedule provides confidence the offeror can execute the project within the timeframes proposed in the schedule with minimized risk to the Government.

a. The level of confidence will largely be based on how well the schedule is supported with detail provided in the narrative. Examples of supporting information include, but is not limited to:

i. Explanations of schedule sequencing and schedule activity scope.

ii. Supporting technical information to substantiate schedule durations, such as production rates and resource information.

iii. Explanation of how work that will require multiple concurrent tasks will be orchestrated.

Schedules that are not compliant with the requirements contained within the specifications, lacking detail, lacking clarity or are not supported by technical information in the narrative will be perceived as a higher risk to the Government and evaluated accordingly.

3. Extent the offeror has demonstrated they have developed a reasonable, well supported, plan for execution of the work that would be interpreted as reducing risk to the government.

4. Extent the offeror’s narrative supports and provides realism to the schedule through clear explanation of work activities, listed production rates, and listed resources given the project specific site conditions, restrictions andrequirements.
