around closed roads for siphon construction require improvements prior to being placed into service as a temporary detour route. Refer to Drawings T- 6 and T-7 for details and locations of road improvements required. Tulare County requires continuous flow of traffic and only one lane can be closed at a time, with flaggers provided to complete these improvements. The CONTRACTOR shall submit traffic control plans to construct the detour road improvements for approval.
c. New siphon construction at Road 192. Road closure of Road 192 is not allowed by Tulare County for the construction of the siphon at this location.
A temporary roadway bypass, or “shoofly” shall be constructed in advance of starting WORK on the new siphon within the limits of Tulare County Road right-of-way. Refer to Drawings T-2 through T-5 for requirements of the Road 192 Shoofly. Upon completion of WORK within Road 192 Tulare County rights-of-way, all material of construction for the shoofly shall be completely removed. Restoration of the original grades within the limits of the temporary construction easement shall be done after construction in this area is completed. The CONTRACTOR shall submit a Road 192 Shoofly construction sequencing plan for review and approval.
d. Storm Drain Pump Station discharge lines crossing Tulare County road right-of-way. There are 12-inch diameter storm drain lines that cross Road 184 at two separate locations. For the drain line installation, only one lane of traffic shall be closed at one time to allow continuous flow of traffic, and flagger controls shall be provided. Any open trenches shall be trench plated at the end of the day in accordance with Tulare County requirements. The CONTRACTOR shall submit traffic control plans for these two locations for approval.
e. All WORK in the Tulare County right-of-way including traffic control phasing shall be included in the CPM construction schedule prepared by the
CONTRACTOR
2. Utility Relocation WORK By Others. Several utility companies have existing utilities in the Project area. The WORK requires temporary and permanent utility relocations that will be constructed by the individual utility company. Utilities and type of impact is listed below.
a. Southern California Edison (SCE) - Overhead Electrical Power Line Relocations.
b. Southern California Gas Company (SoCalGas) - Gas Line Relocations (permanent relocation only).
c. American Telephone and Telegraph (AT&T) - Overhead and Underground Communication Line Relocations.
d. Ducor Telephone Company (VARCOMM) - Underground Telephone Line Relocations.
e. Charter Communications - Overhead Communication Line Relocations.
