SCOPE OF WORK
General Description
This project consists of hazardous materials removal, including asbestos abatement, from structures on ten properties within the boundaries of Olympic National Park. Most of the properties include multiple structures. Six of the properties are located at Lake Crescent and four properties are located in Quinault. Eight additional properties are included in this RFQ as option items. Quoter will include prices for all line items, base and options, which shall remain as firm fixed prices after award, so that if funds do become available, the government can elect to exercise any of the priced optional line items as post-award modification(s). The following documents are included as supplemental attachments to this Scope of Work:
• A summary worksheet of the hazardous materials found on each property (Solicitation Attachment no. 4)
• Maps of the subject property locations (Solicitation Attachment no. 5)
• Photographs of the structures on the subject properties (Solicitation Attachment no. 6)
• Lead and Asbestos Survey reports for the subject properties (Solicitation Attachments no.
7 – 15 comprise the basic requirement (guaranteed at time of award) and Attachments no.
16 – 23 comprise the optional properties, subject to availability of funds at time of or after award)
The hazardous materials to be removed by this contract include asbestos containing materials, mercury-containing light tubes and bulbs, PCB-containing magnetic light ballasts, and building elements containing high concentrations of lead, such as stained glass windows. Though the included surveys identify lead paint in many of the structures, lead abatement, other than specific items is not an element of this contract. Specific lead containing items for removal, as part of this contract, are identified on the excel spreadsheet.
The contractor is responsible for determining specific work methods and practices to be utilized for all work. All work methods and practices will be in compliance with all applicable Federal, State, and Local laws and regulations. The contractor will field verify all dimensions affecting the work of this contract. All identified asbestos containing material will be removed and disposed of in accordance with Washington State Regulations. Washington State Department of Labor and Industries and ORCCA require that the abatement be performed using Certified Asbestos Workers under the direct on site supervision of a Certified Asbestos Supervisor.
All work, including work practices, is subject to inspection and approval by the Contracting Officer or Representative. Work and work practices are also subject to inspection by regulatory personnel.
Work hours will be between 7:00AM and 5:30PM, Monday through Friday. The Contracting Officer or Contracting Officer’s Representative must authorize any exceptions.
The contractor is responsible for acquiring all required permits for the project. Copies of all permits, disposal documentation and clearance sample documentation will be submitted to the
