The Government will consider past performance in determining responsibility.

03 – SCOPE OF WORK. Refer to Attachment no. 3.
04 – SITE VISIT. The Government believes that there is sufficient information provided within this solicitation document and all associated attachments that an organized site visit to all property sites is not necessary. A map of each property site is provided, as well as site photos, and all lead and asbestos surveys reports. The park visitor brochure map of Olympic National Park is available on-line at https://www.nps.gov/olym/planyourvisit/maps.htm. The government estimates Haubrich property can be reached by boat within 15 minutes of departure from the dock near the Ozette Ranger Station, and the Klevia property can be reached within 20 minutes from the same departure location, depending on how wavy/choppy the water is on day of departure (mornings are better than afternoons most days). The government believes sufficient information is provided in this solicitation and all associated attachments for preparation of a quote if unable to attend the scheduled visit.
There are two property sites located at the Lake Ozette area (Haubrich and Klevia) that are only accessible by boat. The purpose of the site visit is to provide potential quoters the opportunity to see the two property sites, via NPS boat on an organized site visit. The NPS is not able to accommodate individual boat trips at Lake Ozette by appointment. This organized site visit is one-time-only. The requirements for attending the site visit are as follows:
• Only 1 person per company will be allowed to board the boat, due to extremely limited capacity of only being able to take 4 people at a time.
• If more than 4 people submit an RSVP, then NPS is prepared to make two trips, one in the morning, and one in the afternoon. Each trip will be approximately 90 minutes. The first trip will depart about 10:45am. The second trip (if needed) will depart about 1:30pm.
• Submit RSVP no later than by 2pm (PST) on Wednesday, May 16, 2018, via email to Phaedra_Fuller@nps.gov. The name of the person stated in the RSVP will be the only person allowed to board the boat at the site visit. In the subject line of the email please write “140P8318Q0051 Site Visit RSVP” and provide your company name, the name of the person attending, and that person’s office phone number and cell phone number. Phaedra Fuller, Contracting Officer, will maintain the RSVP list that will be https://www.nps.gov/olym/planyourvisit/maps.htm provided to the NPS boat captain.
• The Contracting Officer will send confirmation emails to each attending company, confirming the person attending and their departure time (whether they’ll be departing on the morning trip or afternoon trip). Confirmation emails will be sent after 4pm on Wednesday, May 16, 2018.
• Attendees shall pack their own food and water, and be prepared for inclement weather.
The lake can be choppier in afternoons, so attendees shall be prepared if prone to seasickness.
• QUESTIONS DURING THE SITE VISIT. Unfortunately, the Contracting Officer is not able to attend the site visit. Attendees will be transported to both the Haubrich and Klevia sites and shall be prepared to jot down any questions and submit to the contracting officer via email, afterward. The solicitation may be amended to include all site visit Q&A received.
• WHERE TO MEET. Meet at the Olympic National Park Ozette Ranger Station on Friday, May 18, 2018, no later than 10:30am (PST). Ozette area is reached by Hoko- Ozette Road off Highway 112. There is not a physical address for Ozette Ranger Station, however, directions are available on-line via Google Maps or similar website/map apps.
Quoters can visit https://www.nps.gov/olym/planyourvisit/directions.htm, then click “Ozette” which will open Google maps to plug in directions.
05 – PERFORMANCE PERIOD: The government anticipates the work to be performed during June 2018 (anticipated to start the week of June 4th and be completed the week of July 2nd).
06 - PRICE SCHEDULE.
• Quoter shall fill in a price for all line items listed below.
• Award will be made to a single contractor/vendor.
• It is the intent of OLYM that the lump sum prices quoted include all labor and equipment necessary to complete the work as described herein and as attached for each structure, all aspects of hazardous materials removal, including asbestos abatement from permitting through abatement and disposal to clearance sampling. Prices quoted shall also include boat transportation for completion of the work, as NPS will not be providing any boat transportation for any contractor personnel or equipment.
o PLEASE NOTE: It is the responsibility of the contractor to confirm measurements and amounts of materials requiring disposal. The Government does not warrant any measurements of items included in this solicitation. The quantities identified are taken directly from the lead and asbestos survey reports, and should be considered estimates.
• The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, on the basis of best value, considering price and non-price factors (as https://www.nps.gov/olym/planyourvisit/directions.htm described below in Section 08). The Government may elect to accept other than the lowest priced quote when the perceived benefits of a higher priced quote merit the additional cost.
• OPTION ITEMS: Option items in the Price Schedule below numbered as Line Items A through G are in the Quinault area of the park and are easily accessible by road. Option items 7 and 8 are on Lake Ozette, and will require access by boat. The NPS will not provide boat service to support the abatement work. Prices quoted for these optional line items shall remain as firm fixed prices after award, so that if funds do become available, the government can elect to exercise any of the options as post-award modification(s).
