About this file
This document is a set of questions and answers related to Amendment 0003 for RFP 140P2024R0034 for the WRST 248940 project to replace the deficient water treatment system at the Visitor Center/Headquarters. The key details include:
The RFP requires the contractor to provide various water treatment equipment and services, including a new well, water filtration systems, and temporary utilities. The solicitation has been amended three times, with the most recent amendment extending the proposal due date to 4/23/2024. The RFP allows for the use of "triple-hat management" where an individual can serve as superintendent, quality control manager, and site safety officer. The government will provide staging/laydown areas at both the Copper Center and Glennallen sites. The contractor is not responsible for completing a hazardous materials survey for the demolition of the Glennallen water treatment building. The government has approved the use of certain materials and equipment, such as a B1 RO module and GRC conduit in the chemical storage area.

Amendment 0003
| RFP 140P2024R0034 - WRST 248940 Project | |||
| Question No. | Question | Response | Amendment |
| 1 | We would like to become an approved manufacturer for Dura Trench, on the trench drain and grate. To schedule a virtual or in person training to learn more about Dura Trench, contact John@unitedsalesnw.com. | Proposed Substitutes/Equals will be evaluated during the Material Submittal Process after Contract Award is made. | 0003, Issued 4/11/2024 |
| 2 | Will the contractor be provided with staging/material laydown areas on both sites? | Yes at both sites. For Copper Center/HQ, refer to Sub Sheet No. C2.0-HQ Site Plan for the designated "Contractor Staging and Laydown" area. For Glennallen, refer to Sub Sheet No. C3.0-GL Site Layout for the designated "Contractor Staging and Laydown" area. | |
| 3 | The solicitation and bidding documents provided don’t include a hazardous material survey for the demolition of the water treatment building in Glennallen. If one has not been completed, is it the responsibility of the contractor to include the cost of completing the survey for this project? | The Glennallen WTP was constructed in the early 2000's; therefore, hazardous materials are not anticipated to be encountered for the demolition of the water treatment building in Glennallen. Additionally, propane has been used to heat the Glennallen WTP. It is NOT part of the scope/responsibility of the contractor to complete a hazardous material survey for this project. | |
| 4 | Please confirm that triple-hat management will be allowed for this project. | Assuming the term "triple-hat management" means a contractor that has an individual that has a triple role for the company of superintendent, quality control manager, and SSHO (site safety & health officer). If that is the case, as long as there is adequate coverage on site from that individual managing the construction team (what NPS would typically expect) then it is acceptable. NPS will still have a separate Construction Management Representative (CMR) services and Title III A/E services like it typically has for Design-Bid-Build projects to provide the government with quality assurance (QA) and construction inspection services. | |
| 5 | RFP Final -Page 7 of 57 Under Specifications/Drawings states the work in Glennallen includes installation of new well. Please provide Specs for new well. | Noted in SECTION C - SPECIFICATIONS/DRAWINGS on page 7 of 57 of the RFP Final. Originally, the plan was to install a new water well at Glennallen. However, through the design process it was realized that the existing water well is adequate and will be re-utilized in the proposed construction design package for Glennallen WTP (will still be within the proposed WTP building). Therefore, that is why specifications for a new water well are NOT included in the RFP package. The verbiage in this Section C will be updated with the contract award as part of a final conformed CD package. | |
| 6 | Please confirm that NPS has a secondary system in place to run water and treat septic while the primary system is down. | See Page 74 of the Specifications: SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS, PART 3 - EXECUTION, 3.2 TEMPORARY UTILITY INSTALLATION, in particular 3.2E -Temporary Potable Water (Glennallen & Copper Center) Subpart 1-6, 3.2F-Sanitary Facilities, 3.2G-Heating, etc. Essentially, Contractor is responsible to furnish temporary water supply (including 5000 gallon potable water storage and water hauling at Glennallen), sanitary facilities, heating, etc. at all times while the primary system is down. It noted that Glennallen Water Works is a potential (ADEC approved) local potable water supplier that can be utilized (as well as others). Additionally, these temporary services are mentioned in the CLIN definitions (SECTION 01 27 00 - DEFINITION OF CONTRACT LINE ITEMS). | |
| 7 | Under the Past Performance Questionnaire in Section L, may we use CPAR in lieu of the Questionnaire? | We'll be reviewing CPARS in addition to PPQs, so please only include PPQs as directed in the Solicitation for the Section L - Past Performance Submittal. | |
| 8 | In regards to past performance the RFP requests for 5 projects. Assume that is in total to include JV partners, subcontractors, etc. | Correct. | |
| 9 | FACTOR 1 – PROJECT EXPERIENCE & TECHNICAL Competency - Is the Government willing to extend the time frame for completed contract examples from 6 to 10 years? | The Government is willing to accept contract examples from 10-years ago. | |
| 10 | OTHER SUBMITTALS - Can the proposed Key Personnel hold more than one position? | Refer to the response to Question No. 4 above. | |
| 11 | Due to the complex challenges of this project, the extensive pricing details required for 18 individual CLINS and the collaboration effort to properly integrate the scopes of work from multiple specialized manufacturers, meeting the proposal due date of April 16th has proven to be nearly impossible. We request a one-week extension of proposal due date moving it to April 23rd, 2024. | Per Amendment 0002, issued 4/5/2024, the Offer Due Date was extended to no later than 12pm Alaska Standard Time (AKST) / 2pm Mountain Time (MT) on 4/23/2024. | |
| 12 | Due to the above-mentioned challenges, long lead specialty equipment and the remoteness of the site, we are requesting an extension to the Period of Performance to 395 days. | QUESTION RECEIVED. PENDING RESPONSE. | |
| 13 | SECTION 01 31 00 - PROJECT MANAGEMENT AND COORDINATION - Are any additional construction or fire / life / safety permits required for this project? | No other permits are required by the Park. | 0003, Issued 4/11/2024 |
| 14 | Drawing G1.2 Code Study - The Code study on G1.2 appears to classify the new GL WTP building as a 'Sprinklered building." There are no Sprinkler System design drawings that we can find and it does not appear that the water supply system has been designed to supply sprinkler water. Is a sprinkler system required? If so, can the design documents be provided? | GL WTP does not need to be sprinklered, delete "Sprinklered Building" from GL code study. |
Revise Copper Cntr code study, add "Existing Building Sprinklered."
| 15 | M5.1-HQ & SECTION 01 50 00 - It is understood that the Copper Center HQ building is sprinklered and that sprinkler water is supplied by the existing WTP finished water system. The project requires that the sprinkler system is to be disconnected for a time while the upgrades are made. What is the plan for sprinkler water / building occupancy during this disconnect period? Is the contractor to design and submit approved temporary connection and pump systems with our FPE and then maintain this temporary fire suppression system during the remodel phase of the project? | While the Copper Center sprinkler system is disconnected and being modified, a temporary connection and pump system is not necessary. Maintain a fire watch during this period. |
| 16 | M2.1-GL - The fuel oil tank location at the new WTP building at the GL site appears to be closer to the existing well location than minimum separation distances allow. Is this location already approved by ADEC/AHJ? Please clarify. | QUESTION RECEIVED. PENDING RESPONSE. |
| 17 | Section 46 20 10 - The specification states an 18" diameter GAC contact vessel; however, the data in the table on Page 43 'Process Design Criteria' requests a 21" diameter vessel. |
Section 46 20 10 - Treatment Equipment Part 2 - Products
2.4 Granular Activated Carbon (GAC) Contractor
| Please specify the correct size of GAC vessel as the volume of GAC is affected as well as the flow rate and the BW rate. An 18" diameter vessel has 1.76 Sq. Ft. of surface area. A 21" diameter vessel has 1.40 Sq. Ft. of surface area. | Spec updated to reflect use of 21 inch GAC filter, see addendum entitled, "B09_Updated Spec Section 46 20 10 Addendum April 9 2024_Amd3.pdf." | 0003, Issued 4/11/2024 | |
| 18 | Section 46 20 10 - Treatment Equipment - From previous experience with similar projects, we have seen that the Pre-treatment equipment for a membrane system is usually specified as being supplied by the membrane equipment supplier. This alleviates any conflict of responsibility should the pre-treatment systems cause a failure of the membrane system. Based on past projects experience and review of this project with the RO and GAC systems manufacturers, we intend to use Universal Filter Group as the pre-treatment manufacturer. We assume this is the designer / owner's preferred manufacturer? | Source of supply for pretreatment tank is bidder's choice. | |
| 19 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS - The spec calls out passivation and pickling for the RO system. For a project like this, the manufacturer MSLLC normally would not do this. Pickling for the membrane housing may not be possible. They can passivate at their facility. Could you confirm that is what the designer desires? | The design intent is to passivate the welds used to assemble the BWRO skid components where stainless steel is used. Chemical passivation per ASTM A967 is an acceptable option for this requirement. | |
| 20 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS - We assume the B1 module for the RO system is acceptable despite not having NSF61. In Alaska there is a provisional acceptance based on the DWI European equivalent certification. There are no other equal options we are aware of. Please confirm this is acceptable with GV Jones & ADEC. | The Alaska Department of Environmental Conservation (ADEC) has reviewed and approved the use of the BI module for this project. | |
| 21 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS, PART 2 - PRODUCT, 2.2 TEMPORARY FACILITIES, A. Field Offices - Is a temporary field office of min 200 SF to be provided at the GL site and also at the HQ site? | One field office is acceptable to the park given the proximity of the two sites. The preference is to have the field office at Glennallen. | |
| 22 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS |
B. Water Service: Potable Water from the existing Glennallen water system is available for use without metering and without payment of use charges.
| Is there a potable water source at the GL site other than the WTP which is to be demolished? | There is a commercial water haul service for potable water supply available in Glennallen. This service has State approval for delivery of potable water. | |
| 23 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS |
B. Portable Chain-Link Fencing: Minimum 2 inch, 9-gage, galvanized steel, chain-link fabric fencing; minimum 6 feet high with galvanized steel pipe posts; minimum 2-3/8 inch OD line posts and 2-7/8-inch OD corner and pull posts, with 1-5/8 inch OD top and bottom rails. Provide concrete or galvanized steel bases for supporting posts.
Is a chain link fence required around both construction sites or can
| other methods of safety barriers be employed? | Chain-link fencing is not required. | |
| 24 | SECTION 01 50 00 - TEMPORARY FACILITIES AND CONTROLS |
C. Storage and Fabrication Sheds: Temporary weather tight sheds or other covered facilities for storage of materials subject to weather damage. Number and size of structures shall be subject to Contracting Officer's approval.
| Are storage and fabrication sheds required or at the discretion of the contractor? | It is Contractor's discretion to use storage and fabrication sheds, or other means to protect materials and assembled components from weather damage. | |
| 25 | SECTION 01 31 00 - PROJECT MANAGEMENT AND |
COORDINATION
B. Coordination Drawing Organization: Organize coordination drawings as follows:
1. Floor Plans and Reflected Ceiling Plans: Show architectural, structural, mechanical, plumbing, fire-protection, fire-alarm, and electrical elements. Show locations of visible ceiling-mounted devices relative to acoustical ceiling grid. Supplement plan drawings with section drawings where required to adequately represent the Work.
2. Plenum Space: Indicate sub-framing for support of ceiling and wall systems, mechanical and electrical equipment, and related Work. Locate components within ceiling plenum to accommodate layout of light fixtures indicated on Drawings. Indicate areas of conflict between light fixtures and other components.
3. Mechanical Rooms: Provide coordination drawings for mechanical rooms showing plans and elevations of mechanic
| Are additional coordination drawings to be produced by the contractor for architectural, Structural, Mechanical and Electrical systems required to be stamped by a registered engineer? We anticipate shop drawings for the filtration systems and the controls and the lighting and engineering package from the PEMB mfr etc. but assume the stamped architectural and structural drawings provided with the RFP are complete? | The coordination drawings do not need to be stamped by licensed professionals. | |
| 26 | SECTION 26 05 33 – RACEWAY AND BOXES FOR ELECTRICAL SYSTEMS |
D. Outdoor Above Grade, Damp or Wet Interior Locations:
1. Raceway: Provide rigid steel conduit or intermediate metal conduit.
2. Boxes and Enclosures: Provide weatherproof malleable iron for branch circuit junction and outlet boxes. Provide weatherproof NEMA 3R sheet metal enclosures for safety and disconnect switches and NEMA 4 sheet metal enclosures with gaskets for motor controllers and control panels.
| Is the entirety of the interior of both the GL and HQ WTP buildings assumed to be ‘wet interior locations’? If so, it is assumed that Nema 4x is not required except where specifically called out in the specs, correct? | All water treatment equipment is enclosed and areas would be considered dry. Make all flexible connections to pumps and equipment needing maintenance with liquid tight per 26 05 33 1.4(I). | |
| 27 | Amendment 1 Clause 52.236-14 | |
| Will the NPS supply any utilities to the contractor for construction activities free of charge? Please confirm all utilities that are available free of charge to the contractor. | QUESTION RECEIVED. PENDING RESPONSE. | |
| 28 | Amendment 1 Clause 52.222-4 | |
| It is assumed the contractor can work overtime hours as needed. The project schedule and support of construction and critical utilities will require overtime work. Please confirm no restrictions. | The Park is fine with overtime work. The Glennallen site can be coordinated to allow the contractor to come and go as needed. The Copper Center site is open 7 days a week from 7:00am to 5:00pm, any work needed outside of those hours can be coordinated with the Park. | 0003, Issued 4/11/2024 |
| 29 | SECTION 46 63 23 - BWRO MEMBRANE FILTRATION EQUIPMENT |
Some of the BWRO requirements or design standards must be applied where possible, applicable or reasonable.
MSLLC will include an exclusions portion in their proposal. For example, rubber cushions molded to the pressure vessel as well as stainless steel strapping is not provided with this style of equipment.
Additionally, there is a section on disinfection by removing membranes. While physically possible, this is somewhat impractical and should not be considered a practice. Here is the list:
Exclude membrane design factors not commonly available for B1 membranes Prepared for 0 and 3 year projections. (could be modeled but would only be representational) Annual increase in salt passage of 10 percent Concentration polarization factors for each element of each stage Concentrate sparingly soluble salt concentrations Rubber cushions molded to conform to pressure vessels with stainless steel saddle straps
Please advise. Disinfection of the membrane modules prior to installation of the polymeric tubular membranes is a requirement of the project.
Preparation and submittal of membrane performance projections using CCRO membrane projection software (WAVE or equal) is a requirement of the project.
Support of the individual B1 modules on the skid is to be provided. The skid manufacture to provide information to describe the means and methods to be used as part of the equipment submittal process.
| 30 | Is GRC conduit OK in Chem Storage 103? Typically rooms with Hypochlorite tanks have PVC-coated GRC, RTRC (Fiberglass), or Schedule 80 PVC conduit | GRC is adequate for the amount of Hypochlorite being stored at the facility. |
| 31 | Are any areas inside the WTPs classified as damp or Wet Interior locations, or can we assume areas inside the buildings are dry locations? Light fixtures are wet location listed but panelboards are indicated as NEMA 1(dry) and specs say that switches and starters are to be NEMA 1, 3R, or 4 “as indicated on the drawings” but drawings are silent on Nema ratings. | All areas are considered dry as liquids are contained within tanks and piping. Make all flexible connections to pumps with liquid tight per 26 05 33 1.4(I). |
| 32 | Could you please clarify Attachment 7. |
If we are listing our JV or JV Partners as the Prime and we are not listing the trade subcontractors used on the projects for evaluation purposes, is there any reason to list subs used on these projects? We are just confused as to the example shown on Attachment 7 and what information you are looking for. Only list the Contractors (Prime, Subs, JV/JV Partners) that are being proposed to work on this project requirement and only provide previous project experience for those contractors only. Do not list Contractors that will not be used for this project requirement.
