Solicitation 140P2018R0039 Mammoth Hotel Seismic Stabilization Phase 2
YELL 205796
Amendment 0008 Questions and Answers
Question 1: Each alternate schedule lists August 01, 2018 at the date for notice to proceed. Will the contractor have access to begin work in work area 2 (the entire guest wing) on August 01, 2018, or does the start of access to work area 2 remain at September 10, 2018?
Answer 1: Bidders should refer to sheet A0.02 for specific dates of work area availability.
Question 2: The way the specs are written and the response to the question about which lead paint guidelines to follow means the lead abatement subcontractor would need to do the plaster demo (not the Prime Contractor). So based on the information received, it seems like the Government intends for the contractor to encapsulate the paint, then have a containment with air monitoring and a full time IH present during demolition. Is this the Government’s intent?
Answer 2: The work related in section 028300 Lead-based Paint Stabilization and Component Renewal is NOT the abatement of lead based paint from the project nor to impose on the General Contract the requirement for demolition activities to items containing lead based paint is present to be completed by a specialty contractor. The work of this section is to provide requirements for training, containment and testing to facilitate the safe treatment and handling of materials containing lead based paint within the work including the following requirements that can all reasonably be undertaken by the General Contractor if they so choose.
1) Worker training in compliance with OSHA Lead in Construction Training as required by paragraph 1.8.
2) Provide for regulated areas to ensure capture and containment of lead dust to the work area as required by paragraph 1.5 and others.
3) Contractor required monitoring of Contractor’s personnel exposure per paragraph 2.3.
4) Contractor required testing of the waste stream for identification of legal disposal site per paragraph 2.3.
5) Contractor quality control testing per paragraph 2.3 as related to workers and area cleaning procedures.
The specification also outlines quality assurance testing practices that may be undertaken by the Government to ensure contractor has completed the work in accordance with the requirements.

Again, it is not a requirement of the specification to require the General Contractor hire a specialty contractor to complete demolition work, to encapsulate lead based paint, or provide a FULLTIME onsite Industrial Hygienist, unless, at the General Contractor’s discretion, they so choose.
Question 3: Is the NPS open to competitive bids on the temperature control portion of this project or is it single source?
Answer 3: This project has been sole source justified for the existing building automation system extension into phase II by Johnson Controls Inc. Reference drawings and section 230993 for additional information.
Question 4: Will Phase II controls be tied into an existing building automation system?
If so, what is the existing system?
Answer 4: Yes, the current system is a Johnson Controls Metasys MSTP Network System. Reference 230993 for additional information.
Question 5: Is the existing system open protocol and accessible to allow competitive temperature control bidders?
Answer 5: The existing system is a Johnson Controls Metasys MSTP Network system.
The Government is requiring a single unified building automation system provided and serviced by a single vendor. Reference 230993 for additional information.
Question 6: The basis-of-design color for Bathrooms listed in section 123661 2.2-E-3-a “Nimbus” has been discontinued by the manufacturer. Is there an alternate basis-of-design color that is acceptable to the Government?
Answer 6: Please substitute color “Coral Clay” for the bathroom components indicated in section 123661 2.2-E-3-a. All other requirements remain unchanged.
