Required contents of the Title Page and each volume are detailed below. The packaging used in submitting the proposal must clearly identify the solicitation number. If using a commercial carrier, ensure the solicitation number is marked on the outside of the envelope / box / wrapper.
TITLE PAGE: The Title Page (Maximum of 1 Page) shall consist of the following information: Company Name, Solicitation #, Company Address, minimum of two POC’s for this solicitation providing direct phone numbers and e-mail addresses, and Company’s Cage Code, DUNS Number, and Tax Identification Number (TIN).

FACTOR I - Prime Contractor’s Experience (6 page maximum; additional pages will be disregarded): Offeror shall submit a minimum of 3 or up to a maximum of 5 projects completed within the past 5 years that are similar in scope and environment to that proposed for the Mammoth Hotel at Yellowstone National Park. Only up to the first 5 projects presented shall be evaluated; additional projects will be disregarded. Offerors shall submit prime contractor’s experience only. Experience presented of individual staff members while employed with other companies or experience of sub-contractors shall be disregarded. Offerors may use the form entitled "Experience Questionnaire" in the Proposal Submission Package or a different format that includes the information identified in the "Experience Questionnaire." A separate form shall be submitted for each individual project. The offeror shall limit submissions to no more than a total of five projects as previous specified.

Offerors may use the form entitled "Key Personnel Qualifications" in the Proposal Submission Package or a different format that includes the information identified in the "Key Personnel Qualifications" form. If used a separate form shall be submitted for each individual key personnel position.
FACTOR IV – Project, Cost, and Schedule Management: It is of the utmost importance to the NPS to have this project completed at the earliest possible date, since the Mammoth hotel has heavy visitor use in the summer months. The NPS also recognizes that the price premium for an early completion date may not be feasible or affordable. The NPS is providing Offerors the ability to propose up to three “Alternate Schedules.” Offerors may submit offers for any (or all) of the schedules for which it wants to be considered. For each schedule an offeror wishes to be considered, the Offeror shall submit a narrative and construction schedule for each Alternate Schedule described below. The narrative and construction schedule for each Alternate Schedule will contain the following information:
For each Alternate Schedule, offerors shall submit a general management approach narrative for maintaining and managing project safety, quality control and coordination, cost management, and schedule management. The narrative should address how these general management procedures will be applied specifically to the scope, location, and schedule of this project. In addition, offerors shall submit a proposed construction schedule for each Alternate Schedule.
There is no pre-printed form for this submittal:
Alternate Schedule A:
Notice to Proceed: August 01, 2018 (Wednesday) Beneficial Occupancy of Guest Wing: May 31, 2019 (Friday) Project Completion Date: September 02, 2019 (Monday)
Alternate Schedule B:
Notice to Proceed: August 01, 2018 (Wednesday)

Hazardous Materials: Provide a completed copy of the form entitled "Hazardous Materials Identification Listing" form provided in the Proposal Submission Package. This form contains a listing of hazardous materials that the offeror anticipates using in the performance of this contemplated construction contract. Submission of this form is a requirement for contract award in accordance with clause 52.223-3, Hazardous Material Identification and Material Safety Data.
Past Performance: The offeror shall coordinate completion of the form entitled "Past Performance Questionnaire" in the Proposal Submission Package for construction projects of the same scope and complexity as the contemplated contract. Fill out Sections I and II and provide a reference, who should complete the remainder and return the form to the Contracting Officer or Contract Specialist.
Past performance on contracts with the Federal Government, other public agencies, or private organizations will be considered. The past performance information submitted may be that of the offeror's firm or its proposed subcontractors. Subcontractor past performance will only be considered if the past performance correlates to the work the subcontractor will be performing on the contemplated contract.
The offeror should disclose any instances in which its past performance on a particular contract may be considered by others to be less than fully satisfactory by including or attaching a narrative to the Technical Volume. The offeror should relate pertinent facts and circumstances and describe any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances may result in a determination that the offeror has been less than candid with the Government, which could result in an unfavorable assessment of the offeror's past performance record.
The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by the offeror to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State or local governmental agencies; and private sector businesses. Exchanges between the Government and the offeror may occur to clarify the relevance of an offeror's past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond.
VOLUME II - BUSINESS AND PRICE PROPOSAL: Volume II – Business and Price Proposal submission as previously stated shall contain a printed hard copy original and an electronic version on a USB Thumb Drive.

This form contains a listing of reference information related to the offeror's surety, bank, insurance company, subcontractors, and material suppliers. Information provided may be used in making a determination of responsibility pursuant to FAR 9.103.
6. Subcontracting Plan: In order to be considered for award, all large business offerors shall submit with their proposals, a subcontracting plan as required by clause 52.219-9. Large business offerors shall complete and submit with their proposal the attached Subcontracting Plan Form.
The NPS subcontracting goals for Fiscal Year 2018 are as follows: Small Businesses (44.5%), Small Disadvantaged Businesses (5%), Women-Owned Businesses (5%), HUB Zone (3%), and Service Disabled Veteran-Owned Businesses (3%). The stated subcontracting goals are the goals assigned to the Department of the Interior for FY 2018 achievement; and therefore, they will be used as the baseline by which to measure a contractor’s proposed subcontracting goals.
Subcontracting plans that include goals less than those stated, must include rationale as to why the above goals cannot be met.
SECTION M – EVALUATION FACTORS FOR AWARD
SIGNIFICANT FACTORS AND SUBFACTORS
A. BASIS FOR AWARD:
The Government will use a best value tradeoff process for this source selection. Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering all evaluation factors combined as detailed below.
B. EVALUATION PROCESS:
A Technical Evaluation Panel (TEP) comprised of Government personnel, with assistance from non- Government advisors when required, will evaluate proposals. The technical evaluation and rating of proposals will be conducted in strict confidence. The number and identities of offerors will not be revealed to anyone not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based only on the factors described herein.
Proposals will be evaluated against the factors set forth in this section. The TEP will not have access to price information until completion of initial technical evaluations.
Proposals will receive a preliminary review to determine whether the proposal contains sufficient information, as required by Section L, to allow the Government to perform a meaningful evaluation. If the results of this preliminary review indicate that the proposal lacks sufficient information to allow a meaningful evaluation to be conducted, the Source Selection Authority (SSA) may eliminate the proposal from further evaluation and consideration for award. Any offeror's proposal eliminated at this stage from further evaluation or consideration for award will be notified with the reasons why its proposal was eliminated from further evaluation or consideration for award in accordance with FAR 15.503.
After completion of the technical and price evaluations, the TEP will make an award recommendation based on the evaluations to the SSA. The SSA will then consider all proposals and the evaluation factors stated herein, including assessment of the degree of risk associated with the proposals, to determine the offer that provides the overall best value to the Government. The SSA's decision will be based on a comparative assessment of proposals against all source selection factors specified in the solicitation.
The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
C. EVALUATION FACTORS:
The NPS wants the earliest feasible completion date for this project. As a result, the NPS will evaluate all offers submitted for Alternate Schedule A first pursuant to the evaluation factors listed below. If the NPS is able to award to a contractor pursuant to Alternate Schedule A, it will not review Alternative Schedule B or C offers.
Alternate Schedule B will be evaluated only after the Government has determined an award is not feasible for Alternate Schedule A. Alternate Schedule C will be evaluated only after the Government has determined an award is not feasible for Alternate Schedules A and B.
The significant factors and any significant subfactors that will be considered in awarding the contract are:
1. TECHNICAL FACTORS:
FACTOR 1 – Prime Contractor’s Experience: The Offeror will be evaluated based upon the extent of their team’s successful completion of projects similar to that proposed for the Mammoth Hotel at Yellowstone National Park. Offerors demonstrating greater experience on projects similar to that proposed for the Mammoth Hotel will be more favorably rated. Offeror’s presented projects should demonstrate their experience with the following:
Sub-Factor 1: Similar Scope: Experience working on construction projects of similar scope. Examples of similar scope may include, but is not limited to, renovation projects with the following characteristics (the following list is listed in descending order of importance):
a. historic structures
b. multi story hotel facilities
c. seismic and structural stabilization
d. upgrades to life safety,
e. upgrades to electrical systems
f. upgrades to mechanical systems including.
o replacement of one pipe mechanical heating systems with a two pipe thermostatic controlled system.
o Replacement of domestic and waste water piping
g. upgrades to fire-smoke detector systems,
h. upgrades to fire sprinkler systems
i. upgrades to meet Americans with Disabilities Act requirements
j. construction of handicap accessible elevators
Sub-Factor 2: Similar Environment: Experience working on construction projects in similar environments. Examples of similar environments may include, but is not limited to (the following list is listed in descending order of importance):
a. Renovation of existing similar occupied facilities
b. Construction projects requiring protection of existing cultural resources
c. Construction projects requiring protection of existing natural resources
d. Construction projects in cold weather conditions with snow and ice accumulations Construction projects in remote areas where material deliveries and worker commutes are difficult.
FACTOR 2 – Project Approach: The narrative shall meet the objectives of the project specifications, and demonstrates an understanding of the project scope and an evaluation of possible challenges associated with achieving the project objectives. The proposal that demonstrates a clear cost efficient and practical strategy for successful project completion may be rated more favorably.
FACTOR 3 – Key Personnel: The following elements will be evaluated in descending order of importance. Key Personnel resumes demonstrating a combination of previous experience, training, and qualifications may be rated most favorably. It is anticipated that the proposed Project Manager and the Site Superintendent will have at least five (5) years of experience with similar projects, in similar roles. References will be taken up and evaluated on the basis of past performance.
FACTOR 4 - Project, Cost, and Schedule Management: Each of the three narratives and construction schedules shall provide a robust project management plan that meets the project objectives and requirements in an efficient and expeditious manner. The following will be evaluated in descending order of importance. A Construction Schedule which demonstrates a clear and efficient Critical Path for successful project completion may be rated more favorably. A plan which demonstrates effective cost management and schedule management may be rated more favorably. A plan which demonstrates effective quality control and project coordination strategies may be rated more favorably.
Quality, schedule, and price are weighted equally for this evaluation. The Government will evaluate Alternate Schedules in order of importance as described above.
Any time during the evaluation of an Alternate Schedule; the Government reserves the right to open negotiations with contractors to determine if awarding a particular Alternate Schedule is feasible.
The Government reserves the right to make award without evaluating / considering all Alternate Schedules.
2. PAST PERFORMANCE: The past performance of the offeror and/or its proposed subcontractors on projects similar in scope and complexity will be evaluated in the areas of quality, timeliness, and business relations. Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated. In the case of an offeror without a record of relevant, recent past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
3. Price: The Government will evaluate the Price Schedule simultaneously with its corresponding Alternate Schedule to determine feasibility of award. Reasonableness will be determined considering other competitive prices received and comparison to the Independent Government Estimate (IGE). The Government will consider whether a proposed price is too high and may also consider whether a proposed price is too low, because this might indicate a lack of technical understanding on the offeror's part or a performance risk associated with the proposal that the Government may not be willing to accept. Whether a price is too high or too low may be considered in the context of comparison to other price proposals as well as to the IGE or to any other information the Contracting Officer deems useful in his or her discretion. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.
D. RELATIVE IMPORTANCE OF EVALUATION FACTORS:
1. Technical Factors 1, 2, 3, and 4 are all weighted equally. Sub-Factor 1: Similar Scope and Sub-Factor 2: Similar Environment combined are of equal importance. The separate items listed under Sub-Factors 1 and 2 are listed in descending order of importance, and will be evaluated accordingly.
2. All evaluation factors other than price, when combined, are approximately equal to price.
