About this file
This document contains questions and answers related to a federal solicitation for rebuilding the parking lot at the Split Rock Rec Site. The solicitation is being conducted by the Department of the Interior Bureau of Land Management Wyoming Region to solicit bids for removing the existing asphalt and road base at the parking lot, grinding both together using a reclaimer to create a recycled base material, recompacting the base to meet specifications, tying new concrete into the existing restroom concrete pad, draining the new concrete correctly, and replacing any bear proof trash cans that need to be removed during construction. Bids are due by mid-August 2021, and work must be completed between mid-August and September 2021. Potential water sources near the site include Lander and Rawlins. Additives to new concrete may be proposed for review.

Q1. Would we be able to use a reclaimer to grind up the asphalt and road base at the same time creating a recycle base to be recompacted?
A1. Yes. A reclaimer can be used to grind up the asphalt and the road base at the same time can be used as a recycle base to be recompacted. The base will need to meet the compaction specifications.
February 11, 2021 Site Visit Questions/Answers:
1. Edge will be the bollard.
2. Bear proof trash cans may have to removed but will be replaced upon completion (not a requirement, but if moved need to put them back in place).
3. Drain the concrete correctly, not towards the restroom.
4. Tie into the existing concrete of the restroom
5. Closure of the Rec Site? Whomever receives the award will need to ask, not sure the Field Office will allow full closure.
6. Timeframe for actual work is mid-August to September (approximately two weeks) per Section 01009 General Information and Requirements.
7. Water source – Lander Rawlins would be the closest water sources.
8. Additives to the concrete? Additives to the concrete are not currently in the specifications. If awarded can submit a submittal form for review and will evaluate.
