AMENDMENT: 0008

Q1. Is there a place we can stage trailers and items around the site?

A1. No, there is no location to store trailers and items around the site.

Q2. What is the request on the control joints?

A2. Control joints Locate and construct joints in slabs on grade. Control joints shall be ¼ slab depth. Control joints are commonly spaced at distances equal to 24 to 30 times the slab thickness. Joint spacing that is greater than 15 feet require the use of load transfer devices.

Q3. For concrete testing, how often will it need to be tested?

A3. Testing of the concrete, Specifications for Structural Concrete, ACI 301-96, requires obtaining at least one composite sample for each 100 cubic yards, or fraction thereof, of each design mixture of concrete placed in any one day. Composite samples are obtained in accordance with "Standard Practice for Sampling Freshly Mixed Concrete," ASTM C 172. Strength tests are conducted on each sample, but when the total quantity of concrete with a given design mixture is less than 50 cubic yards, the strength tests may be waived by the architect/engineer if, in his or her judgment, adequate evidence of satisfactory strength is provided. Slump tests are required for each composite sample and whenever consistency of the concrete appears to vary. If air entrainment is required, air-content tests are also required for each composite sample. Where concrete will be exposed to deicing salts, air-content tests must be made on samples from the first three batches in the placement and until three consecutive batches have air contents within the specified range. After that, every fifth batch can be tested until a test is not within the specified range, at which time testing of each batch must be resumed until three consecutive batches have air contents within the specified range. Additional tests may be performed as necessary for control. These air-content tests may be taken on composite samples or on samples from the batch taken at any time after discharge of 2 cubic feet of concrete.

Q4. What is the reinforce for the concrete? Rebar and Fiber?

A4. Rebar Reinforcing Steel shall have a yield point of 40 KSI and grade 40

Q5. Would it be acceptable to add a retarder agent to the concrete, i.e. delvo, in order to ensure the concrete can be delivered to site?

A5.

1. Additives to the concrete are not currently in the specifications. If awarded can submit a submittal form for review and will evaluate.

2. Specifications Section 03310 Structural Concrete. Part 2.1.J states; “Admixtures: Other than specified herein, or by reference, admixtures may be used only when approved in writing by the Contracting Officer. When used, comply with the manufacturer's written instructions.”

1. Air content by volume ACI 211.1 paragraph 6.3.3 plus or minus 1 percent. Air entrainment additives ASTM C260

2. Calcium chloride shall be used when specified or approved by the Contracting Officer. Do not user near galvanized materials.

3. Pozzolanic or fly-ash admixtures ASTM C 618 and ASTM C3 11.

Q6. In Section 01500 1.2.A.3-Temporary Facilities and Controls it states, “Provide for temporary connections of sufficient width for one line of traffic between the existing entrance and new temporary construction, where necessary.” Can you please clarify if the parking lot can be totally shut down during construction to allow for large trucks to be able to perform a turnaround and exit?

A6. Split Rock Site can be closed to the public as long as there is signage along the highway to inform the public and following the Manual on Uniform Traffic Control Devices (MUTCD).

Q7. If parking lot is to remain open during construction, can contractor enlarge the footprint to enable large trucks to perform the turnaround to exit.

A7. Not an issue with closing the site for construction.

Q8. In Section 02722 1.1.A-Crushed Aggregate Base Course it states, “: This work shall consist of furnishing, placing, compacting, and fine grading approximately 5,880 Square yards crushed gravel or stone course in lifts not exceeding six (6) inches for a total of eight (8) inch depth on a prepared, stabilized roadbed/parking lot in accordance with these specification and in reasonably close conformity with the lines, grades, thickness and typical cross section shown on the plans or established by the Contracting Officer.”

The Drawing titled “Pavement Cross Section Concrete Cross Section 1” shows a base of 4” and a sub-base of 8”.

General Requirements State: Description of Work: For the Wyoming BLM Split Rock Parking Lot Rebuild Project, furnish labor, equipment, supplies, and materials, to mill approximately 5,880 square yards of existing asphalt, remove existing base and sub- base. Reinstall sub-base, base, and place approximately 630 cubic yards at 6 inches thick of new structural concrete.

The General Requirements state to remove base and sub-base. From the plan this would be a total of 12” removal after the asphalt is removed. The General Requirements then state to reinstall subbase and base.

Question: Will a sub-base of 8” and a base of 4” be required before the 6” concrete is poured? Or will the Contractor install only a sub-base of 8” and then pour the concrete?

A8. Yes, the sub-base of 8 inches and the base of 4 inches are required before placing the 6 inches of concrete.

Q9. If a 4” base is required underneath the concrete and over the sub-base, what are the specifications for this base material?

A9. The specifications for the base material are listed in the specifications in Section 02772, Part 2.1 and 2.1.A.1 Grading W with specified PI.

Q10. Can you please verify that the existing asphalt is 2” thick?

A10. The Government did not perform a boring to see the thickness of the asphalt. The assumption is the asphalt is 2 inches thick.

Q11. As per Amendment 07 – If a reclaimer can be used to lay down the top four inches of base using the existing asphalt, does the 8-inch subbase of crushed gravel or stone course still need to be installed below the 4-inch base of reclaimed material? Or does the reclaimed material take the place of the crushed gravel or stone?

A11. Yes, the 8-inch sub-base of crushed gravel or stone course would still need to be installed below the 4 inches of base reclaimed material. All layers will need to meet the compaction specified in the contract whether using the reclaimed material. The reclaimed material shall meet the specifications of the contract for the crushed gravel and shall meet the compaction specification. If the material cannot meet the specifications, then the answer is No. If utilizing and it fails, it is the contractor’s responsibility to meet the specifications.

Q12. Area concrete producers are reluctant to give a price because of the response that the mix design does not call for stabilizer, that if you get the job submit a mix design and see if it is approved. The very negative side of that is that no Ready-mix plant is going to give a price without knowing they can use it and the time begins when they activate it.

So, can we get the engineer say that it can be used or stipulate it must be a portable plant set up?

A12. No. A portable plant will not be allowed since there would not be a location to stage this plant. Also, there should not be any concrete slurry left on the ground from the washout of the trucks nor the plant. The site has significant historical value, disturbance of the surrounding area needs to minimized.

The contract states in Section 03310 Part 2.1.J Admixtures: Other than specified herein, or by reference, admixtures may be used only when approved in writing by the Contracting Officer. When used comply with the manufactures written instructions.

If unable to get a quote from a concrete producer without an additive in the mixture due to the distance to the site. Include in the RFP the type of additive proposed to be used. If awarded this requirement, a submittal will be required for approval by the Contracting Officer for the additive.

OTHER OPTIONS:

1. Have the concrete trucks with the dry mixture and have a water truck at either Muddy Gap or at Sweet Water Junction depending on which way they are coming from. Add water from a water truck there and mix while they drive the last 15 minutes or so. The contractor needs water on site for the compaction as well.

2. Have a water truck on site and add water at site, they will have to mix it before pouring.

3. Wash out the concrete trucks at Green Mountain Road just past the cattle guard where there is already disturbed area. The contractor would have to put the wash concrete in a containment (horse trough) or some other type of container when washing the trucks. There will be no spilling onto the ground. The container, the contaminant removal and disposal are the responsibility of the contractor.

4. Have the concrete trucks drivers use their existing water tanks on their cement trucks to add enough water to inside the cement drums to keep the remaining cement from curing in the trucks as they drive back to the cement plant.

Q13. Does the bid bond need to be mailed?

A13. Yes, the bid bond must be mailed to BLM - Wyoming State Office, 5353 Yellowstone Road, Cheyenne, WY 82009, Attention Kelly Palmer. They must be received no later than the Response Due date and time of February 25, 2021, 2:00 P.M. Mountain Time. An electronic copy can be submitted with the RFP, but a mailed copy is required.

The response due date has been extended to February 25, 2021, 2:00 P.M. Mountain Time due to beta.sam.gov posting errors.
