About this file
This document contains questions and answers regarding solicitation number 140L6221R0001 from the Department of the Interior Bureau of Land Management Wyoming Region to rebuild the Split Rock Rec Site parking lot. The solicitation is for a firm-fixed price contract to mill or mechanically excavate an estimated 5,880 square yards of asphalt across 34,053 square feet of work area. While the bid schedule specifies 5,880 square yards, offerors have the option to submit a proposal based on 3,784 square yards calculated from the work area dimensions, but would assume any risk for changes in quantities after award. Clarification was sought on the square yardage estimates given discrepancies in the calculations.

140L6221R0001 Amendment: 00006
Q1. In the General Information & Requirements it is stated to mill 5,880 SY of asphalt. Would it be acceptable to remove the asphalt through mechanical excavation instead of milling?
A1. Yes, it would be acceptable to remove the asphalt via mechanical excavation versus milling.
Q2. Secondly, I need some clarification on the 5,880 SY of material. According to the Split Rock Ruler_002 there is 34,053 sq. ft. in the work area. By my calculations that is 3,784 SY. Am I missing something that is not accounted for to arrive at 5,880 SY?
A2. Please see previous five (5) amendments issued to this RFP discussing the 5,880 SY. Note that the 5,880 SY is an estimated quantity on the bid schedule. If you would like to submit a proposal with the 3,784 SY, that is your choice. This is a Firm-Fixed Price contract, if a proposal is received with the SY estimated lower than what is contained in solicitation 140L6221R0001, the contractor will assume the risk for any changes in the SY after award.
