About this file
This document is a Request for Proposal (RFP) issued by the Utah State Board of Education (USBE) with Solicitation # USBE-MI26028-RFP for a student early warning and intervention data system. The RFP outlines 12 comprehensive technical evaluation criteria that vendors must address, focusing on developing a sophisticated educational technology solution. Key requirements include seamless data integration with Local Education Agency (LEA) student information systems, early warning indicator capabilities aligned with Utah Code Section 53F-4-207, user-friendly data visualization interfaces, intervention support tools, data analysis and reporting functions, evidence-based intervention recommendations, and robust data privacy and security measures.
The technical evaluation will assess vendors' capabilities across project implementation, customer service, guidance documentation, prior work experience, project planning, and references. Vendors must provide detailed narratives addressing each criterion, including current and prior comparable projects, resources available, project management systems, and at least two reference letters from previous similar project collaborations. The RFP emphasizes the need for a comprehensive solution that can effectively identify students requiring early intervention, provide actionable insights for educators and parents, and maintain stringent data protection protocols in compliance with federal regulations like FERPA and the Every Student Succeeds Act (ESSA).
