About this file

This document is a Request for Proposal (RFP) #USBE-MI26028 issued by the Utah State Board of Education (USBE) for an early warning and intervention data system for Local Education Agencies (LEAs). The RFP outlines 11 mandatory minimum requirements for a proposed solution that must seamlessly integrate with student information systems, effectively identify students needing early intervention, provide data visualization tools, support intervention strategies, and ensure robust data privacy and security. The proposed solution must align with Utah Code Section 53F-4-207, comply with Every Student Succeeds Act (ESSA) guidelines, and meet accessibility standards including Sections 504 and 508 of the Rehabilitation Act.

The document requires proposing vendors to demonstrate comprehensive capabilities including creating guidance documents for early warning system thresholds, providing training and technical support, and showcasing prior work experience in similar state-level projects. Vendors must prove their solution can disaggregate data, generate reports, conduct trend analysis, and provide evidence-based intervention recommendations. Additionally, all deliverables must be compliant with WCAG 2.2 AA standards and be accessible for distribution to LEAs, schools, and potential public posting on the USBE website. Proposers must submit a detailed narrative demonstrating their qualifications, resources, project management systems, and ability to meet each of the stringent mandatory minimum requirements.
