Completed Spec & Mods for NOAA OLE Southeast Division Patrol Boat – 07/15/2020
Introduction
The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Office of Law Enforcement (OLE) Southeast Division (SED) enforcement responsibilities include the geographic area of 8 coastal states from North Carolina to Texas as well as the Commonwealth of Puerto Rico and the U.S. Virgin Islands. Throughout this area, the SED is charged with enforcing the laws and regulations of NOAA including those protecting marine mammals, endangered species, national marine sanctuaries and regulations pertaining to fisheries management of sustainable and highly migratory species. SED Enforcement Officers conduct at-sea patrols to enforce these regulations in coastal and offshore “exposed waters” of the continental United States to include the Gulf of Mexico, Caribbean Sea and South Atlantic Ocean.
Enforcement’s role in managing, protecting, and conserving our Nation’s living natural resources is conducted through the regulation of human behavior based on social, biological, and economic influencing factors which define specific allowable behavior. At-sea patrols entice industry compliance with fishing and marine resource protection regulations and deter illegal activities, while at the same time enable the identification of violations that often are undetectable or unprovable by land-based patrol and methods of observation alone. NOAA uniformed enforcement officers conducting dedicated OLE priorities based at sea patrols in waters under U.S. state and federal jurisdiction are a key strategic element to accomplishing the Agency’s mission of healthy sustainable fisheries and conserving, protecting, and recovering marine mammals and endangered/threatened marine life. An increase in NOAA OLE presence in the SED AOR waters of the Gulf of Mexico and South Atlantic waters will provide a way to deter violations.
In addition to fishery and marine protected resource enforcement at sea patrols, NOAA OLE SED responds to sick, injured, and/or entangled marine mammals to ensure public safety and to the greatest extent possible to ensure the protection and recovery of the species listed under the Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA). NOAA Enforcement Officers are routinely called upon to provide marine law enforcement expertise, lead multi-agency responses through coordination of regional office, science center, stranding response team, and other state/local law enforcement personnel. Reports of entanglements and stranding’s of whales, dolphins, sea turtles, and other marine wildlife can occur in densely populated or very remote areas, and often times in areas that can only be accessed by vessel. An OLE patrol vessel will help enable a timely and effective dedicated OLE response to these incidents as they occur within waters under the jurisdiction of any U.S. state or under the special maritime and territorial jurisdiction of the United States.
Existing 26’ Rigid Hull Inflatable Boats have reached their lifespan and require more and more maintenance to keep them operational as they have been used for over 20 years to date. In particular, the inflatable sponsons continue to require extensive maintenance from coming alongside a variety of fishing vessels at sea.
