Apex accessed each space in the buildings, including the rooftops and the exteriors to identify suspect ACMs and LCPs and estimated the appropriate sample count for these materials. Apex used non-destructive sampling to since the buildings are occupied. At the request of the on-site facility representatives, some suspect materials were not sampled, and the roofing sampling was limited to sampling of surface materials only, to not void the roof warranty.
3.1 Asbestos Sampling and Analysis
The asbestos survey was performed generally following the sampling protocols as outlined as the USEPA NESHAP. Approximate quantities of suspect materials were estimated by field measurements.
The condition (e.g., good, fair, poor) and friability (i.e., easily crumbled, pulverized, or reduced to powder by hand pressure) of suspect ACM was noted for each material. Friability of each sampled material was determined by hand-touch.
• Surfacing materials, including spray-applied or troweled-on wall/ceiling coatings;
• Thermal system insulation (TSI), including pipe insulation, duct insulation, boiler lagging; and
• Miscellaneous materials, including ceiling panels, floor tiles and mastics, gaskets (if accessible), fire doors, and wallboard/joint compound.
Suspected ACMs were grouped into homogeneous areas (i.e., a material that is uniform in texture, color, date of application, use or system, and appears identical in every other respect). Homogeneous areas were determined by the Apex certified Asbestos Inspector based upon date of installation and uniformity of color and texture. Fiberglass, foam glass, rubber, wood products, plastic products, glass and steel were not sampled since they are not considered suspect ACM.

Prior to performing renovation activities, the contractor should be made aware of the presence of potential lead-based paint, particularly in the areas of observed damaged paint to satisfy the hazard communication requirements set forth by OSHA regulations. Specifically, contractors should be required to comply with OSHA regulations including 29 CFR 1926.62, Lead Exposure in Construction:
Interim Final Rule and 29 CFR 1926.59, Hazard Communication for the Construction Industry.
5.0 CONCLUSIONS AND RECOMMENDATIONS
The conclusions of this report are Apex’s professional opinions, based solely upon visual Site observations and interpretations of laboratory analyses, as described in this report. The survey was performed to evaluate the potential presence of ACMs and LCPs that may be impacted during the renovation project.
5.1 Asbestos-Containing Materials
Federal, state, and local agencies regulate the condition, handling and disposal of ACM. Asbestos generally does not pose a human health threat unless the asbestos fibers are disturbed, become airborne and are inhaled. Contractors must be informed of the type and location of ACMs located within the work area.
Apex performed sampling in Buildings 48, 49, 50, 51, 52, and 53 at the Site. ACMs identified at the Site that will be impacted by the intended renovation project should be removed and disposed in accordance with federal, state and local regulations, prior to disturbance. The asbestos abatement must be performed by a licensed asbestos contractor in accordance the NESHAP 40 CFR 61 Subpart M. In addition, third party air monitoring must be performed during the abatement. Prior to initiating an asbestos abatement project, written notification must be provided to the New Mexico Environment Department. Notification must be provided no later than 10 calendar days prior to starting abatement.
Contractors should use caution during construction-related activities as concealed hazardous building materials that were not previously analyzed may be encountered. If additional materials, not previously sampled, are later identified during construction-related activities, then supplemental sampling should be performed. Materials identified to contain regulated quantities of asbestos or lead, must be removed
Limited Asbestos and Lead Inspection Report and disposed in accordance with federal, state and local regulations, prior to disturbance. Abatement of regulated building materials must be performed by a licensed abatement contractor.
It should be noted that the materials that contain ≤1% asbestos via Point Count method and are not considered ACMs per EPA rules and regulations. However, several OSHA regulations apply to any materials containing reportable concentrations of asbestos. Removal of those materials are required to be performed in accordance with OSHA.
5.2 Lead-Containing Paints
Paint chip analysis revealed that portions of the Site are coated with lead-based and/or lead-containing paints. The renovation project may impact materials identified to contain lead, as well as disturb unidentified LCPs that were inaccessible during the survey and may result in worker exposure to lead.
In the event that additional painted surface that were not previously sampled, precautions may be necessary to prevent or minimize worker exposure to lead.
Activities that may result in worker exposure to lead include:
• Manual damage to and/or demolition of structures coated with lead-containing paints
• Manual scraping and/or sanding of lead-containing paints
• Heat gun applications on surfaces coated with lead-containing paints
• Power tool cleaning of surfaces coated with lead-containing paints (with or without dust collection systems)
• Any other task that may result in the release of lead in the form of dusts, fumes or mists from lead-containing building materials into the air or onto surrounding environments
Prior to performing renovation activities, the contractor should be made aware of the presence of potential lead-based paint, particularly in any areas of observed damaged paint to satisfy the hazard communication requirements set forth by OSHA regulations. Specifically, contractors should be required to comply with OSHA regulations including 29 CFR 1926.62, Lead Exposure in Construction:
Interim Final Rule and 29 CFR 1926.59, Hazard Communication for the Construction Industry. Initial employee exposure monitoring must be conducted for each separate task involving the disturbance of building materials coated with lead-containing paints. If 8-hour time-weighted average (TWA) exposures exceed the action level of 30 micrograms of lead per cubic meter of air (µg/m3), periodic air monitoring must be continued at specified intervals, and medical surveillance and comprehensive training programs must be instituted. If the 8-hour TWA permissible exposure limit (PEL) of 50 µg/m3 for lead is exceeded, more stringent and additional requirements become effective, such as engineering controls, respiratory protection, regulated work areas and warning signs in lead work areas.
Based on the exposure assessment and previous similar work and exposure monitoring results, workers may have to be provided with any or all of the following:
• Respiratory protection
• Protective clothing
• Clean change areas
• Clean hand-washing facilities
• Biological monitoring (e.g., blood sampling and analysis for lead and zinc protoporphyrin levels)
• Hazard communication training
Limited Asbestos and Lead Inspection Report
All workers and supervisory personnel who will be at the job site must be informed of the presence of lead at the Site. These individuals should be provided additional training concerning the health effects associated with exposure to lead, proper work methods, appropriate use of personnel protective equipment, housekeeping procedures, and regulations governing work practices where lead-containing materials are present.
If any renovation, repair or demolition activity will disturb the lead-containing paint, engineering controls such as barriers and water should be used to minimize dust levels. The public should be prevented from unauthorized access to the work area. Ambient air monitoring is recommended to document engineering controls are adequate and that ambient airborne concentrations do not exceed permissible exposure levels.
All workers and supervisory personnel who will be at the Site must be informed of the presence of hazardous building materials. These individuals should be provided additional training concerning the health effects associated with exposure to lead, asbestos or other hazardous materials, such as proper work methods, appropriate use of personnel protective equipment, housekeeping procedures, and regulations governing specific work practices.

This report relates only to the materials tested. This report is for the exclusive use of the addressed client and shall not be reproduced except in full, without written approval by J3 Resources, Inc. (J3). Samples are analyzed according to the methods listed above and are subject to the inherent limitations of PLM and interference of matrix components. Reporting limit for the above method is a function of the quantity of sample analyzed, matrix interference, sample preparation, fiber size, and distribution. Asbestos may be detected in concentrations of <1% by area if sufficient material is analyzed. J3 recommends TEM confirmation of soils, vermiculite and non-friable organically bound materials (NOB) reported as None Detected or < 1% Asbestos by PLM. All samples received in good condition unless otherwise noted. This report shall not be used to claim product approval, certification, or endorsement by NVLAP, NIST, or any agency of the federal government.
